MINUTES
Regular Meeting of April 5, 2022
(The subject meeting was conducted via teleconference
pursuant to Assembly Bill 361)
CALL TO ORDER:
The Chair called the meeting to order at 5:31 P.M.
ROLL CALL:
Present: Chair Hough, Vice Chair Nelson, Members Hansen, Kiser, Miller, Rose,
Rosenow
Absent: None
Staff Present: Assistant Planning Director David Newell
REPORT OF THE POSTING OF AGENDA: The agenda for this meeting was posted for public
review at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 6:00 P.M. on Thursday, March 31, 2022 as required by established
policies and procedures.
ACCEPTANCE OF THE AGENDA:
Motion by Miller, seconded by Rose, to accept the agenda as presented.

RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of
February 1, 2022 and March 1, 2022.
Motion by Rose, seconded by Miller, to approve the Historic Site Preservation Board Minutes
of February 1, 2022, as corrected and March 1, 2022, as presented.

2. PUBLIC HEARINGS:
2.A. APPLICATION BY BARBARA AND KEITH KIZZIAH, OWNERS, FOR HISTORIC
DESIGNATION OF “THE GILLMAN RESIDENCE” LOCATED AT 574 WEST
MARISCAL DRIVE (APN #504-281-012), CASE HSPB #142 (DN).
RECOMMENDATION:
1. Open the public hearing and receive public testimony.
2. Close the public hearing and adopt Resolution HSPB #142, “A RESOLUTION OF
THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM
SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL
DESIGNATE “THE GILLMAN RESIDENCE” LOCATED AT 574 WEST MARISCAL
DRIVE, AS CLASS 1 (LANDMARK) HISTORIC RESOURCE HSPB #142,
SUBJECT TO CONDITIONS (APN 504-281-012).”
Assistant Planning Director David Newell narrated a PowerPoint presentation with details of the
subject property.
Discussion followed regarding discrepancies in the consultant report and the staff report relative
to Criterion No. 4.
Chair Hough opened the public hearing.
Steven Keylon, representing the property owners, explained Criterion No. 4 relative to materials
and workmanship and agreed with the staff report.
Board Member Hansen stated it would be helpful to include the evaluation in the Table of
Contents, in the future.
Vice Nelson noted that Page 28 of the consultant report, under Criterion No. 4, it states that the
matter is not noteworthy in terms of the method of construction.
Mr. Keylon provided a brief history of the property and discussed its restoration.
Keith Kizziah, property owner, thanked the Board for its consideration; spoke about the
community's commitment to preserve architectural gems; commented on their efforts at
restoring residence to its original vision and expressed support for the application.
There were no other public comments and Chair Hough closed the public hearing.

Members of the Board commended the property owners for their restoration efforts and
congratulated Mr. Keylon for documenting and being part of the process.
Motion by Nelson, seconded by Rosenow, to adopt Resolution HSPB #142, “A RESOLUTION

CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “THE GILLMAN

5. DISCUSSIONS:
5.A. 2022 PRESERVATION MATTERS SYMPOSIUM (Hough, Kiser, Nelson)
Chair Hough provided an update on the upcoming 2022 Preservation Matters Symposium;
reported planning has been completed; listed sessions, tours and activities; addressed the
brochures and volunteers; shared a short video (sizzle) and discussed the registration process.
Assistant Planning Director Newell explained the registration process and directed the public to
the City's website for further information.
Discussion followed regarding the registration desk, whether Board Members need to register,
compilation of all PowerPoint presentations into a seamless master program and marketing and
public relations.
BOARD MEMBER COMMENTS:
Board Member Rosenow commented on the Plaza Theater.
Vice Chair Nelson noted he had requested that 850 North Palm Canyon Drive be placed on the
agenda for this meeting but was informed that staff did not have time to address the matter and
suggested waiting until Mr. Lyon returns for follow up as he initiated the original report. He
agreed with the suggestion and encouraged colleagues to reach out to him with questions.
In response to Board Member Hanson's question, Assistant Planning Director Newell reported
the City Council's next meeting will be held in City Hall, which is the first step to other bodies
meeting on site.

STAFF COMMENTS:
Assistant Planning Director Newell thanked the Board and subcommittee for the work it has
done to produce the upcoming 2022 Preservation Matters Symposium.
Gary Johns commended the Board for the upcoming symposium and asked staff to send a link
to the sizzle to place on individuals' social media.
Assistant Planning Director Newell showed how the link can be shared from the City's
website.
Vice Chair Nelson announced an upcoming presentation by the Palm Springs Historical
Society entitled, "The Evolution of Human Rights in Palm Springs".
Assistant Planning Director Newell reported 133 people have registered for the symposium,
so far.
ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:26 P.M. to its regularly
scheduled meeting on Wednesday, May 4, 2022 at 5:30 P.M., in the Large Conference Room
at City Hall.
