ROLL CALL: Present: Chair Hough, Vice Chair Nelson, Members Hansen, Kiser, Miller, Rose, Rosenow Absent: None Staff Present: Development Services Director, Flinn Fagg, AICP Assistant Planning Director Newell REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Rosenow, seconded by Miller, to accept the agenda as presented. CONSENT CALENDAR: None 2. PUBLIC HEARINGS: None 3. UNFINISHED BUSINESS: 3.A. REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 4 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE INITIATED BY AN APPLICATION BY DANIEL BATY, OWNER, REQUESTING APPROVAL TO DEMOLISH THE DWELLING LOCATED AT SMOKE TREE RANCH, ROCK 12/5R (APN 510- 175-005) CASE 3.4300 MAA. (KL). RECOMMENDATION: Take no action and allow processing of a demolition permit. Assistant Planning Director Newell presented details of the staff report. Vice Chair Nelson noted the report did not mention the architects or builders of the home and reported the information would be helpful, going forward . Chair Hough invited public comments. There was no response and Chair Hough closed public comments. Chair Hough spoke in support of a new, contemporary, ranch-style architecture. Vice Chair Nelson noted a similar layout between the new and old architecture and expressed concerns regarding setting precedence. Board Member Kiser reported the house will fit in with the neighborhood and expressed support for staff recommendations. Board Member Rose felt there is no precedent danger and supported staff's recommendations. Motion by Kiser, seconded by Rose, to accept staff's recommendations and allow the demolition to move forward. DISCUSSIONS: 5.A. 2022 PRESERVATION MATTERS SYMPOSIUM (Hough, Kiser, Nelson) Chair Hough discussed an upcoming on-site meeting at the Palm Springs Convention Center to review the layout and plans for the 2022 Preservation Matters Symposium; reported receiving a quote and approval of the agreement; asked symposium presenters to submit their PowerPoint presentations by April 1, 2022; addressed an exhibition in the lobby and a reception on April 24, 2022; recommended Stephen Keylon and Dick Burkett to receive awards and announced the next subcommittee meeting. BOARD MEMBER COMMENTS: Board Member Kiser announced an upcoming event at the Plaza Theater, Team Frasier Reunites to save the Plaza Theater, hosted by J.R. Roberts. Vice Chair Nelson noted there were no copies of the previous meeting minutes, and it was noted these minutes will be presented at the next meeting and spoke about changes to the Historic District and contributing and non-contributing structures. STAFF COMMENTS: Assistant Planning Director Newell announced Mr. Lyon was promoted and staff is moving forward with recruitment to fill the vacant position. Vice Chair Nelson requested a staff report on the property on 850 North Palm Canyon Drive and why staff believes it should go from contributing to non-contributing and asked that it be agendized for the next meeting of the Board. ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:00 PM to its regularly scheduled meeting on Tuesday, April 5, 2022 at 5:30 PM, in the Large Conference Room at City Hall.
