MINUTES
CALL TO ORDER: The Chair called the meeting to order at 5:30 p.m.
ROLL CALL: Chair Burkett, Vice-Chair Hough, Members Nelson, Rosenow, Kiser,
Dixon.

Motion by Burkett seconded by Rosenow to accept the agenda as presented.

PUBLIC COMMENT:
RON MARSHALL, of the Palm Springs Preservation Foundation (“PSPF”) spoke regarding the
letter PSPF sent to the City Manager on November 12, 2020 regarding ordinance revisions.

1. CONSENT CALENDAR:
1.A. APPROVAL OF THE MINUTES: DECEMBER 1, 2020 HSPB MEETING.
Motion by Dixon, seconded by Kiser to approve the minutes of December 1, 2020.

2. PUBLIC HEARINGS: None.

4. NEW BUSINESS:
4.A. SECONDARY SOURCE PRODUCTIONS, LLC (dba REFORMA PALM
SPRINGS) REQUESTING A CERTIFICATE OF APPROPRIATENESS FOR
ALTERATIONS TO THE J.W. ROBINSON’S DEPARTMENT STORE
BUILDING, A CLASS 1 HISTORIC SITE LOCATED AT 333 SOUTH PALM
CANYON DRIVE (HSPB #84 / 3.1098 MAA) APN 513-203-013 (KL).
Staff Lyon summarized the staff report.
ROB GIESECKE, applicant, further clarified the project scope.
Member Nelson discussed a wall detail adjacent to the proposed new doors in the
northerly storefront recommending the diamond or zig-zag masonry block veneer be
retained and given a finished edge.
He asked for clarification on the placement of the proposed railing relative to the edge of
the concrete terrace. (GEORGE BENNETT, architect for the project noted that cored
sleeves into the concrete roughly six inches in from the leading edge were planned.)
He suggested low plantings to screen and soften the angled railing of the ADA ramp,
that the railing design should be visually minimalized,
Member Dixon mentioned the minimal railing design at El Patron Restaurant at the
Oasis Commercial building and discussion when that particular railing was being
considered for a standard railing design for all restaurants along Palm Canyon. (Lyon
noted the notion of a standard railing for all restaurants was not further considered due
to the varying design of building along Palm Canyon.)

Chair Burkett expressed concern about potential light spillage from the special effects
lighting at the dance floor.
Member Nelson recommended that any new handrails at the stairs at the proposed new
doors be consistent with the hand rails at the Bevmo tenant space.
Staff Lyon encouraged the applicant to confirm whether the gate at the bottom of the
ADA ramp would need to have an electric operator and if so, the conduit to such a
device should be carefully detailed so it does not become unsightly surface mounted
conduit coming out from the building.
Member Nelson pointed out that some existing lights in the canopy along the north
elevation appear to be missing. (Staff Lyon to follow up with building owner.)
Motion by Kiser, second by Nelson to accept the recommendation of the staff report and
for a subcommittee of Members Nelson, Dixon and Hough to review further details of
the project with staff and the applicant. (Motion passes 6-0.)
5. DISCUSSIONS:
5.A. CONFERENCE PLANNING – “PRESERVATION MATTERS” CONFERENCE
(APRIL 2021) (DB).
Chair Burkett summarized the status of the conference planning. The on-line
event will “go live” on April 24, 2021.
BOARD MEMBER COMMENTS:
Chair Burkett discussed creation of a list of questions to forward to the City Council to
assist in their interview of new HSPB member candidates.
Member Nelson expressed concern about litter and the homeless problem in front of the
Robinson’s Building.
Member Nelson suggested that the fabric banners on the lamp posts along Palm
Canyon, for example in front of the Robinson’s Building, could be used to feature
historic information.
Member Hough asked about the art benches in front of City Hall. (Chair Burkett clarified
that he and the Public Arts Commission chair were going to discuss relocation of the
benches in front of City Hall.)

Staff member Lyon reminded board members and the public to submit code
enforcement complaints regarding building maintenance or other issues of concern
around town.
Staff member Lyon clarified that the historic preservation ordinance requires owner
consent for private property historic site applications, but that the board can consider
third party applications by amending their annual work program. He also reminded the
board that sites can be considered for addition to the Class 3 list using the “DPR”
forms.
Member Nelson queried staff whether an HSPB board member could write a historic
site nomination on behalf of a private property owner. (Lyon will consult with the City
attorney.)
ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:15 p.m. to its regularly
scheduled meeting on Tuesday March 2, 2021, at 5:30 P.M.
