MINUTES
CALL TO ORDER: The Chair called the meeting to order at 9:00 a.m.
ROLL CALL: Chair Burkett, Vice-Chair Hough, Members Rosenow, Dixon, Nelson,
Kiser.
ABSENT: None.

1. CONSENT CALENDAR:
1.A. APPROVAL OF THE MINUTES: DECEMBER 10, 2019 HSPB MEETING.
Motion by Kiser seconded by Dixon to approve the minutes of December 10, 2019.
AYES: Dixon, Kiser, Nelson, Burkett, Rosenow, Hough.
NOES: None.
2. PUBLIC HEARINGS:
2.A. AN APPLICATION BY DANIEL KROG & ADAM BONNETT, OWNERS, FOR
CLASS 1 HISTORIC RESOURCE DESIGNATION OF “THE SHEA
RESIDENCE” LOCATED AT 1690 RIDGEMORE DRIVE, APN #686-411-013),
CASE HSPB #130. (KL).
Staff member Lyon summarized the staff report.
Member Dixon asked if the Melaleuca tree could be added as a contributing feature and
that the mechanical enclosure be added to the list of non -contributing elements (Lyon
responded yes).
The chair opened the public hearing.
DANIEL KROG, owner, spoke in support of the nomination, noting that the exterior
changes they had made included increasing the amount of flagstone on the terraces
and landscaping.
Seeing no further speakers, the chair closed the public hearing.
Member Nelson commended the owner on a sensitive restoration.
Member Rosenow, Kiser, Dixon and Hough spoke in favor of the application.
Chair Burkett noted that the Shea Residence prov ides heightened awareness of the
Late Modern period in architecture in Palm Springs.
Motion by Hough, seconded by Dixon to accept the findings noted in the staff report and
recommend that the City Council designate 1690 Ridgemore Drive as a Class 1 historic
resource.
AYES: Dixon, Kiser, Hough, Nelson, Rosenow, Burkett.

4.A. GLENN AND JUDITH HUDGENS, OWNERS, REQUESTING APPROVAL FOR
ALTERATION OF THE LANDSCAPE, HARDSCAPE AND PERIMETER
GARDEN WALLS AT THE HUGH STEPHENS RESIDENCE, CLASS 1
HISTORIC SITE #76, LOCATED AT 645 EAST MORONGO ROAD (KL)
Staff member Lyon summarized the staff report.
Member Nelson asked about whether the original color was known (Lyon responded
that it is not known).
JUDY HUDGENS, owner explained the overall design and expressed the importance of
the landscape on the project.
Member Dixon noted she favors the select ion of plants because they are ones that
attract bees, butterflies and birds.
Member Nelson noted the existing landscape is rather overgrown and asked whether it
would be trimmed. (Ms. Hudgens noted the overgrowth currently helps with dust control
with the current construction of the accessory dwelling unit (ADU) but that it would be
trimmed after that project was complete.)
Motion by Dixon seconded by Hough to approve the project as conditioned in the staff
report.
AYES: Dixon, Kiser, Hough, Nelson, Rosenow, Burkett.
NOES: None.
5. DISCUSSION:
5.A. UPDATE ON PLANNING FOR THE 2020 HSPB SYMPOSIUM (Burkett, Hough,
Kiser, subcommittee). April 18 and 19, 2020.
Chair Burkett summarized the progress in planning to date and passed out an updated
schedule of events for the symposium.
BOARD MEMBER COMMENTS:
Chair Burkett noted two free events related to Modernism Week; one on the new
College of the Desert Palm Springs campus and the other titled “Birth of the Cool”.
Member Nelson asked for a list of the boards’ work plan priority projects

Member Dixon commended Councilmember Middleton’s suggestion at the last City
Council meeting that if the City were to purchase Promontory Point it could be
preserved for public use.
Member Nelson asked whether there were historic markers for the Community Church
and Orchid Tree Hotel. (Staff to follow up.) He commended staff on the creation of the
Realtor’s FAQ sheet.
STAFF COMMENTS:
Staff member Lyon updated the board on award of professional services contracts
related to the board’s work plan priorities, on the award of the construction contract for
the rehabilitation of the Welwood Murray Memorial Library courtyard, and the status of
the historic marker program.
He passed out a new “Realtor’s FAQ” handout that will be made available to realtors
and their clients to provide information about historic preservation.
He informed the board that the HSPB booth will be again installed at the Modernism
Show at the convention center during Modernism Week and he noted that staff is
working on a new GIS-based map of historic resources.
ADJOURNMENT: The Historic Site Preservation Board adjourned at 10:00 a.m. to its
regularly scheduled meeting on Tuesday, February 11, 2020, at 9:00 A.M, in the Large
Conference Room at City Hall.
