APPROVAL OF THE MINUTES: NOVEMBER 12, 2019 HSPB MEETING. Motion by Dixon seconded by Hough to approve the minutes of November 12, 2019 as corrected. AYES: Dixon, Kiser, Nelson, Burkett. NOES: None. 2. PUBLIC HEARINGS: 2.A. AN APPLICATION BY J.R.ROBERTS, OWNER FOR CLASS 1 HISTORIC DESIGNATION OF “THE LAWRENCE WELK RESIDENCE” LOCATED AT 730 PASEO EL MIRADOR (APN # ), CASE HSPB #126, (KL) Staff member Lyon summarized the staff report. Member La Voie stated his disagreement with the assertion that the home was in the California Ranch style reminiscent of those designed by Cliff May. The chair opened the public hearing. MELISSA RICHE, author of the historic resources report spoke representing the owner and explained her assertion that the style of the home most closely characterized the California ranch style. Member La Voie opined that indeed the floor plan is reflective of those designed by Cliff May but the style of the home is more of a Modernist structure. MELISSA RICHE, explained that her interpretation was that the home was a Modern version of a California Ranch. Seeing no further speakers, the chair closed the public hearing. Member La Voie took issue with characterizing the home as a ranch style and opined it was more of a modernist structure. Motion by La Voie, seconded by Dixon to accept the staff report and recommend that the City Council designate 730 East Paseo El Mirador as a Class 1 historic site, Member La Voie noting his reservation on the assertion that the style of the structure was a California Ranch. DANIEL FRIEDMAN AND ROBERT DALGLIESH, OWNERS, REQUESTING APPROVAL TO DEMOLISH A CLASS 4 HISTORIC SITE LOCATED AT 302 WEST VEREDA NORTE, (APN 505-174-010), CASE 3.4145 MAA (KL). Staff member Lyon summarized the staff report. Member Hough noted Jeannie Levitt who lived in the home was from the family that was noteworthy for the development of Levittown on Long Island but Hough saw no compelling reason to move the structure to a higher level of historic designation. Motion by Dixon seconded by Hough to take no action and allow the demolition to proceed. AYES: Dixon, Kiser, Hough, La Voie, Rosenow, Burkett. NOES: None. 4.B. DANIEL KROG & ADAM BONNETT, OWNERS, REQUESTING CLASS 1 HISTORIC RESOURCE DESIGNATION FOR “THE SHEA RESIDENCE” LOCATED AT 1690 RIDGEMORE DRIVE, (HSPB #130) APN: 686-411-013 (KL) Member La Voie stated that on page 24 that the style of the home should be noted as a character-defining feature. Motion by Member La Voie seconded by Member Dixon to accept the report and direct staff to schedule site visits and a public hearing of the HSPB to consider the application. AYES: Dixon, Hough, Rosenow, La Voie, Kiser, Burkett. NOES: None. 5. DISCUSSION: 5.A. UPDATE ON PLANNING FOR THE 2020 HSPB SYMPOSIUM (Burkett, Hough, Kiser, subcommittee). April 18 and 19, 2020. Chair Burkett summarized the progress in planning to date including addition of a tour of a Cody residence in Southridge and the Bishop Residen ce, and addition of a presentation on the Cody-designed Southridge residence owned by Michael Johnson. He also reported Peter Wilson of the architectural firm of Gensler Associates will join former councilmember J.R. Roberts at the La Plaza Theater for a presentation on the challenges of the restoration of the theater. BOARD MEMBER COMMENTS: Member La Voie stated that he had moved out of Palm Springs and would be leaving the Board. He thanked staff and the board for their support, encouragement, fr iendship Historic Site Preservation Board Minutes December 10, 2019 Page 4 of 4 and efforts. He advised the board that Preservation should be focused on “the story” not necessarily what is “pretty”. Chair Burkett thanked Member La Voie for his service to the city and the board. Member Dixon added her comments of gratitude to Member La Voie for his service. Chair Burkett asked staff to add the Arthur Elrod Residence at 350 West Via Lola to the Class 3 list. (Staff Lyon responded that it would be taken under consideration using the standard DPR forms.) STAFF COMMENTS: Director Fagg thanked Member La Voie for his service to the city and the board. He noted City Council would likely fill the position vacated by Member La Voie some time in January, but not likely in time for the January HSPB meeting. Director Fagg also noted former Planning Director Margo Wheeler is arranging a tentative tour in Phoenix of the new Arrive Hotel and of other noteworthy historic sites in Phoenix by members of the Phoenix preservation community either January 18th or the 25th. The tour would be a Friday / Saturday for board members to participate. Staff member Lyon thanked Member La Voie for his service. • He reminded board members that it is not necessary for board members to speak at City Council meetings on matters that have alre ady been before the board and for which the Board has taken action to recommend an item to City Council. • He noted the City’s historic preservation brochures are in the process of being updated and provided a status update on staff actions in support of th e board’s 2019 / 2020 work plan. • He provided an update and summary of remaining cases that received recommendation from the board and are waiting for public hearing dates of the City Council. • He provided and update on the Welwood Murray Memorial Librar y courtyard project and on the Cornelia White Residence and provided an update on the board’s work program priority projects including the Racquet Club.
