ALSO PRESENT: Interim Director Evans, Associate Planner Lyon ACCEPTANCE OF THE AGENDA: M/S/C La Voie/Dixon Approval of agenda (7-0) PUBLIC COMMENT: Mr. Jade Nelson expressed his appreciation for the work of the board. 1. CONSENT CALENDAR: 1.A. APPROVAL OF THE MINUTES: The Board and staff discussed the format of the minutes. Correction in the m inutes was noted (Spelling of guest speaker Ms. Donna Chaban’s name), the Board requested more detail in the minutes. M/S/C Hays/La Voie Approve minutes with corrections, review format with incoming Planning Director (4-1-2) (Ploss opposed, Williamson, Johns abstained) 2. UNFINISHED BUSINESS: (None) 3. DISCUSSIONS: 4.A. 2015 NATIONAL PRESERVATION MONTH EVENT – SUNDAY MAY 3 – Update from subcommittee Ploss, Burkett, Dixon. The subcommittee passed out an event planning summary sheet. Discussed the venue options: Temple Isaiah, Palm Canyon Theater (PCT) at Frances Stevens School, Woman’s Club (Direction: Staff member Lyon to set up meeting with (PCT) management for subcommittee to tour facility. The subcommittee suggested adding preservation education breakout sessions to the main symposium event such as:  short films on preservation,  info sessions on Mills Act contracts,  visual presentation of Class 1 sites,  update on citywide survey by consultant (HRG of Pasadena),  “afternoon tea/garden party” meet and greet various preservation groups,  color guard presentation,  guided tours, (possibly 2, 9-person van tours of Smoketree Ranch by Tracy Conrad, raffle prize? Cost, insurance, van rental, etc.)  funding options – at least $1,200 or more? (donations, sponsorships, City allocation, education fund? CLG or other grants?) Board directed staff Lyon to review event outline with new planning director, especially funding options. 4.B. UPDATE FROM CITY COUNCIL / HSPB STUDY SESSION (Ploss/La Voie, Mills/Foat) – Ordinance Revisions. – Update from subcommittee Ploss, La Voie. City Council identified items in the ordinance they would like the Board to improve. (1), Define interior scope for HSPB review of public buildings, (2) Bring forward recommendation for list of defining characteristics for each public building to revise existing designation resolutions (batch these) and to include in future designation resolutions. Subcommittee would like to review with new Planning D irector prior to engaging the full Board in ordinance revisions. BOARD MEMBER COMMENTS: 1. Valley Voice Article on City’s efforts for water consumption reductions – relevant to Cornelia White – recommendation to include Village Green in the City’s water conservation efforts. 2. Could Board members who cannot attend in person participate in a meeting by phone or teleconference? Historic Site Preservation Board Minutes - DRAFT September 9, 2014 Page 3 of 3 3. Triada Hotel archway infill – status of this owner to revise per HSPB approval? 4. Las Palmas Business Historic District interest to expand list of contributing sites, when does HSPB review projects within a HD? Board requested to agendize for October meeting. 5. Welwood Murray Memorial Library Courtyard – lease for restaurant? Courtyard landscape? Board requested information. Board requested to agendize for October meeting. 6. Cork n Bottle Building deterioration concerns. 7. Loss to the entire City with the demolition of the Spa & Hotel. STAFF COMMENTS: 1. Update on Citywide Historic Resource Survey – Historic Resource Group, Inc., consultant – August kickoff, participation by HSPB and local preservation organizations. 2. 796 North Miraleste – Board initiation of Class 1, letter sent to owner – no response. 3. Cornelia White Landscape revisions to move forward per City Facilities 4. Cornelia White Building Forensic Study – City Facilities and Planning Staff ongoing. 5. City awarded Certified Local Government status by U. S. Department of the Interior. – e-newsletters, grants, etc.. 6. LA Times article on tax incentives at state level. 7. Tours & Training Session for future consideration from Cal OHP office – on going. 8. Availability of DVDs of past meeting. ADJOURNMENT: M/S/C Williams/Dixon to Adjourn (7-0) The Historic Site Preservation Board will adjourn to its regularly scheduled meeting on Tuesday, October 14, 2014 at 9:00 A.M. in the Large Conference Room at City Hall.
