HomeMy WebLinkAbout2013-09-10- HSPB Minutes HISTORIC SITE PRESERVATION BOARD CITY OF PALM SPRINGS, CALIFORNIA MEETING MINUTES TUESDAY, SEPTEMBER 10, 2013 LARGE CONFERENCE ROOM, CITY HALL CALL TO ORDER: Chair DeLeeuw called the meeting to order at 9:00 a.m. ROLL CALL: PRESENT: Chair DeLeeuw, Johns, Burkett, Hays, Ploss. EXCUSED Williamson. RESIGNED: Glenn. ALSO PRESENT: Director Wheeler. POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber), City Clerk’s office and Planning Services counter on or before 4:00 p.m. on Thursday, September 5, 2013. PUBLIC COMMENTS: None 1. CONSENT AGENDA 1.A. Board members requested more detail in minutes, with more discussion presented. The minutes as presented were felt to be overly simplified. By consensus to continue to October 8, 2013. 2. UNFINISHED BUSINESS: 2.A. Municipal Code Section 8.05, “Historic Preservation” Chair DeLeeuw indicated that members of the Board were working with staff but there was no update for this meeting. Citywide Historic Resources Database project Associate Planner Lyon reported that he reviewed the Pasadena website as recommended by Board Member Hays. He believed the standardized format was a good one that staff could use to fill in the Palm Springs data. Consensus to continue to October 8, 2013. 3. NEW BUSINESS: 3.A. The Palm Springs Preservation Foundation (PSPF) and the Racquet Club Garden Villas Homeowners Association (RCGV HOA) for approval of a Historic District Designation for the Racquet Club Cottages West Condominiums (now known as the Racquet Club Garden Villas) at 360 West Cabrillo Road, Zone RGA(6), Section 3, (Case (HSPB 88 / HD-3 / KL). Associate Planner Lyon presented background and said he would reach out to schedule tours. Board Member Johns said he’d been there several times and asked should he revisit. Associate Planner Lyon indicated h e may be visiting with fresh info after staff report disseminated. The decision was Board Member Johns’ to make. Speaker Ron Duby thanked the Board for having him speak as he may be out of town next month. He indicated he was proud to be part of bringi ng this matter to the Board. The villas are outstanding and the landscaping is also. Consensus to continue to October 8, 2013 as recommended by staff. BOARD MEMBER COMMENTS: Board Member Johns mentioned the Tramway 50th Anniversary event on Thursday. He encouraged members to attend and see if the Valley Station has been painted as the Board recommended. He also indicated he had viewed a video where the property owner of the Town and Country touched on the future of the building. He indicated he wou ld send to staff for distribution to Board members. He looked forward to having the Town and Country matter on the agenda next month. Board Member Ploss spoke about a mini-Smithsonian model for Palm Springs where the public could go to different museums in an organized fashion. Chair DeLeeuw noted the final corrected Rules & Procedures document had been distributed. Historic Site Preservation Board Page 3 of 3 Minutes from the September 10, 2013 Meeting Board Member Burkett discussed historic preservation activities in Sarasota, Florida and the importance of awareness about preservation. Board Member Ploss spoke about an idea that was discussed some time in the past for the city to facilitate saving valuable building materials in structures prior to demolition and storing for resale until it became possible for a private firm to take over. STAFF COMMENTS: Director Wheeler distributed an article from the League of California Cities publication dated September 13, 2013 concerning Historic Preservation. ADJOURNMENT: The Chair adjourned the Historic Site Preservation Board Meeting at 9:35 a.m. to its regularly scheduled meeting on Tuesday, November 12, 2013 at 9:00 a.m. in the Large Conference Room at City Hall. ___________________________ M.
