ROLL CALL: Committee Members Present: McCoy, Poehlein, Thomas, Fredricks Excused: Walsh, Thompson Absent: Doczi, O’Donnell Staff Present: Principal Planner Ken Lyon, Associate Planner Noriko Kikuchi, Assistant Planner Alex Rubalcava (Perez), Engineering Associate Rick Minjares REPORT OF THE POSTING OF AGENDA: This agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 9:00 pm, Wednesday, March 27, 2024, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Fredericks, seconded by Thomas to accept the Agenda. A REQUEST BY VICTORIA ROMEROON WITH SIGNARAMA FOR A SIGN APPLICATION FOR OHANA CANNABIS LOCATED AT 395 Architectural Review Committee Minutes April 1, 2024 Page 2 of 3 Page 2 of 3 NORTH PALM CANYON DRIVE (APN: 513-082-042), ZONE CBD (CASE SNP-2024-0029). (AR) Motion made by Fredricks, seconded by Thomas to approve both Items 1A and 1B. AYES: MCCOY, POEHLEIN, THOMAS, FREDRICKS EXCUSED: WALSH, THOMPSON ABSENT: DOCZI, O’DONNELL 2. UNFINSHED BUSINESS: None. 3. NEW BUSINESS: 3A. A REQUEST BY LINDSAY HOLT OF THE HOLT GROUP, INC. FOR APPROVAL OF A MAJOR ARCHITECTURAL REVIEW APPLICATION AND AN ADMINISTRATIVE MINOR MODIFICATION APPLICATION TO CONSTRUCT A 5,550-SQUARE-FOOT SINGLE-FAMILY RESIDENCE AT A MAXIMUM BUILDING HEIGHT OF 29.5 FEET ON A 27,678- SQUARE-FOOT PREVIOUSLY DEVELOPED HILLSIDE PROPERTY LOCATED AT 1821 WEST CRESTVIEW DRIVE (APN: 513-363-003), ZONE R-1-C, SECTION 27 (CASES AR-2023-0081 & AMM-2023-0022). (NK) Associate Planner Noriko Kikuchi summarized the staff report. Engineering Associate Rick Minjares answered the questions of the committee. Will Powell and Kevin Alter, Alterstudio, architects, for the applicant, and architect Lindsay Holt, for the applicant, presented to the Committee and answered questions. Tom Hart, owner and applicant, expressed his appreciation to the city and city staff working on this project. Motion made by Thomas, seconded by Fredricks, to approve based on the findings and recommendations in the staff report and subject to the conditions of approval listed in Exhibit “A”. AYES: MCCOY, POEHLEIN, THOMAS, FREDRICKS EXCUSED: WALSH, THOMPSON ABSENT: DOCZI, O’DONNELL COMMITTEE MEMBER COMMENTS: Poehlein asked about a project near the 1501 Bistro that was approved by this committee about three years ago. Architectural Review Committee Minutes April 1, 2024 Page 3 of 3 Page 3 of 3 STAFF MEMBER COMMENTS: Principal Planner Ken Lyon shared a report by Director Chris Hadwin regarding the start of the comprehensive upgrade to the zoning code, with Code Studios as the selected vendor. The vendor will be meeting with members of city boards and commissions during a visit, April 9 – April 11, 2024, and a request that 1-2 members of this committee meet with them for introductory discussions. Poehlein will meet with them, and possibly one other member will be available.
