PLANNING COMMISSION MINUTES

CALL TO ORDER:
Vice Chair Aylaian called the meeting to order at 5:32 pm.
ROLL CALL:
Present: Vice Chair Aylaian, Baker, Murphy, Rotman
Excused: Chair Weremiuk, Miller
Staff Present: Planning Director Christopher Hadwin, Associate Planner Noriko
Kikuchi, Attorney Ryan Guiboa, Administrative Specialist Anita Fields,

REPORT OF POSTING OF AGENDA: The agenda was available for public access at the
City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday, June
20, 2024, and posted on the City’s website as required by established policies and procedures.

Commissioner Baker moved, seconded by Commissioner Rotman, to accept the agenda.

PUBLIC COMMENTS:
The Commission received comments from the public regarding Item #1B, the Museum Way
vacation.

Commissioner Baker moved, seconded by Commissioner Rotman, to approve Consent items
#1A and #1B.

2. PUBLIC HEARINGS:
A. A. A REQUEST BY JACKSON MAIN ARCHITECTURE, ON BEHALF
OF WEST COAST SELF-STORAGE, FOR APPROVAL OF A ONE-
YEAR EXTENSION OF TIME APPLICATION FOR AN APPROVED
MAJOR ARCHITECTURAL REVIEW APPLICATION AND A
MAJOR DEVELOPMENT PERMIT APPLICATION (CASE 3.2802
MAJ) FOR THE CONSTRUCTION OF A 61,704-SQUARE-FOOT
SELF-STORAGE FACILITY WITH A 912-SQUARE-FOOT OFFICE ON A
3.55-ACRE UNDEVELOPED PARCEL LOCATED AT 890 NORTH
GENE AUTRY TRAIL (APN: 677-260-055), ZONE M-1-P, SECTION 7
(CASE EOT-2024-0004). (NK)
RECOMMENDATION: Approve the one (1)-year Extension of Time through July
20, 2025.
Associate Planner Kikuchi presented the staff report to and answered questions from the
Commission.
James Fitzpatrick, Real Estate Development Manager, for the applicant West Coast Self Storage,
spoke and answered questions of the Commission.
Commissioner Rotman moved, seconded by Commissioner Murphy, to approve Public Hearing
Item #2A.

3. UNFINISHED BUSINESS:
A. THE DEPARTMENT OF SPECIAL PROGRAM COMPLIANCE FOR A RECOMMENDATION FOR CANNABIS TEMPORARY EVENTS. (VG)
Veronica Goedhart presented the staff report and answered questions
of the Commission.

Commissioner Baker moved, seconded by Commissioner Rotman, recommendations for City
Council.
1. Recommendation for temporary cannabis events, to be evaluated in one-year; the
current municipal code regarding temporary events would remain in place.
2. Recommended potential locations: vacant city owned lots on Gene Autry, and the
Amtrack Station.

4. NEW BUSINESS: None.
PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS: None.
PLANNING DIRECTOR’S REPORT:
Director Hadwin mentioned the distribution of iPads to the Commission and transition to
distributing materials electronically.
The creation of a subcommittee, with two members, to work through questions with the applicant
in their revision of the Miralon multifamily application before they return to the Planning
Commission for a full hearing.
Four members appointed to the Architectural Review Committee: Dan Thompson, John Walsh,
Anna Bastin, and Jim Harlan. Interviews continue for three additional members.
Vice Chair Aylaian moved, seconded by Commissioner Baker, to approve the appointment of the
four Architectural Review Committee Members.

Director Hadwin mentioned a possible additional, special, meeting of the Planning Commission
sometime in July, before the summer break.
ADJOURNMENT: The Planning Commission adjourned at 6:37 pm to 5:30 pm, Wednesday,
July 10, 2024, 3200 East Tahquitz Canyon Way, Palm Springs, California.
