ROLL CALL: Present: AYlaian, Hirschbein, Miller, Moruzzi, Vice Chair Roberts, Chair Weremiuk Excused Absence: None Staff Present: Planning Director Hadwin, Attorney Priest, Associate Planner Yoon, Administrative Secretary Bruggemans REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 9:00 pm on Thursday, February 16, 2023, and posted on the City's website as required by established policies and procedures. APPROVAL OF MINUTES: JUNE 8, 2022, JUNE 22, 2022, DECEMBER 14, 2022, JANUARY 25, 2023, FEBRUARY 8, 2023, FEBRUARY 22, 2023 Weremiuk, seconded by Roberts to continue draft minutes to a future meeting date. NEW BUSINESS: 4A. MCGEE SHARON ARCHITECTS ON BEHALF OF DESERT PRODUCTIONS LLC, FOR A MAJOR DEVELOPMENT PERMIT APPLICATION TO CONSTRUCT A 10,959-SQUARE FOOT WAREHOUSE FACILITY ON A 21,923-SQUARE FOOT UNDEVELOPED PARCEL LOCATED AT 200 OASIS ROAD (APN: 669- 444-012, 669-4"-011), ZONE M-1-SP (CASE 3.2864 MAJ/DP) (SY) Associate Planner Yoon presented the project as outlined in the staff report. Gisela Colon, artist, explained that the main function of the warehouse is to store her art pieces. She said the landscape plants were chosen from the Coachella Valley Plan but is completely flexible to change to whatever is recommended. Commission Comments: Chair Weremiuk stated she would like to send comments to the ARC to firmly recommend that the Pennisetum fountain grass is not used, as it is invasive; and also, to look carefully at the two tree selections and make the best decision. Commissioner Aylaian commented that the Hesperaloe Parviflora shown under all the tree canopies typically requires bright, direct sunlight and recommended that the ARC review that as well. Vice Chair Roberts noted concern about the planting advisories being too restrictive. He said that if the ARC would like to take a chance; there are new varieties the Commission does not know about. He prefers using planting recommendations for the ARC instead of giving restrictions of what they can't use. Roberts seconded by Aylaian to approve as presented with planting recommendation to the ARC as discussed by the Commission. AYES: AYLAIAN, HIRSCHBEIN, MILLER, MORUZZI, ROBERTS, WEREMIUK Chair Weremiuk stated that it is a nicely designed project. Vice Chair Roberts concurred and thanked the applicant for an excellent and attractive building. He suggested the applicant consider using solar panels for the project. 2 Planning Commission Minutes March 22, 2023 City of Palm Springs PLANNING DIRECTOR'S REPORT: • Update on City Council review of the RIOS project. • The upcoming Study Session on April 12th will include review of the inclusionary housing policy, affordable housing, the Art Colony project and annual update of the Zoning Code; and discussion of in -person meetings with a hybrid option for the general public. PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS: • Discussion about State requirements for the number of reviews on housing projects. Attorney Priest confirmed the State allows 5 reviews by the City and a study session is considered one of those reviews. • An update request for the affordable housing project on Palm Canyon and Stevens Rd. • An update request for the Dream Hotel, Thompson Hotel, Serena Park and Orchid Tree Hotel. • A status request for a project on Indian Canyon that's slated to open in April. • Chair Weremiuk thanked former Commissioner Charlie Ervin for his time serving on the Commission.
