HomeMy WebLinkAbout2022-05-25 PC Meeting MinutesPLANNING COMMISSION MINUTES MAY 25, 2022 CITY OF PALM SPRINGS, CALIFORNIA 3200 East Tahquitz Canyon Way, Palm Springs, California (Meeting held via Zoom) CALL TO ORDER: Vice Chair Roberts called the meeting to order at 5:32 pm. ROLL CALL: Present: Aylaian, Hirschbein, Miller, Moruzzi, Vice Chair Roberts Excused Absence: Ervin, Chair Weremiuk Staff Present: Assistant Planning Director Newell, Attorney Priest, Administrative Coordinator Hintz, Associate Planner Kikuchi, Assistant Planner Rubalcava REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 9:00 pm on Thursday, May 19, 2022, and posted on the City's website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Vice Chair Roberts and Commissioner Hirschbein noted their recusal from voting on the meeting minutes of May 11, 2022 due to their absence at that meeting. Miller, seconded by Aylaian to accept the agenda as presented. AYES: AYLAIAN, HIRSCHBEIN, MILLER, MORUZZI, ROBERTS ABSENT: ERVIN, WEREMIUK PUBLIC COMMENTS: Vice Chair Roberts opened public comments: WILLIAM DUMKA, applicant for Item 4A., is available to address questions or concerns from the Commission when the project is heard. There being no further speakers public comments was closed. Planning Commission Minutes May 25, 2022 City of Palm Springs 1. CONSENT CALENDAR: Commissioner Moruzzi requested a minor change to the minutes on page 3. 1A. APPROVAL OF MINUTES: MAY 11, 2022 Miller, seconded by Moruzzi to approve the minutes as amended. AYES: AYLAIAN, MILLER, MORUZZI ABSENT: ERVIN, WEREMIUK ABSTAINED: HIRSCHBEIN, ROBERTS 2. PUBLIC HEARINGS: NONE 3. UNFINISHED BUSINESS: NONE 4. NEW BUSINESS: 4A. WILLIAM DUMKA FOR A MAJOR DEVELOPMENT PERMIT APPLICATION TO CONSTRUCT A 6,785-SQUARE FOOT WAREHOUSE FACILITY ON A 13,099-SQUARE FOOT UNDEVELOPED PARCEL LOCATED AT 3581 WEST DEL SOL ROAD (CASE NO. 3.4322 MAJ). (AR) Assistant Planner Rubalcava presented the proposed warehouse facility as outlined in the staff report. Commissioner Aylaian referenced the findings and questioned if the massing is consistent with the surrounding buildings. Assistant Planner Rubalcava verified the massing is consistent with the surrounding buildings. Commissioner Aylaian also noted finding #6 does not address that the design meets the existing grid in accordance with the circulation plan and verified there will be no extension road and existing grid will be used. Ms. Rubalcava confirmed the existing grid will be used. WILLIAM DUMKA, said this building is similar to the adjacent building and explained his client was the general contractor for that building and they're looking forward to working with him and going through the process. Hirschbein, seconded by Aylaian, to conditionally approve with changes to findings 4 and 6, and a recommendation that the Architectural Review Committee review the fagade and landscape design. DALE LONG OF THE WIZARD OF PAWS, LLC, FOR A DETERMINATION THAT A PET GROOMING USE IS SIMILAR TO OTHER USES PERMITTED IN THE LARGE-SCALE RETAIL COMMERCIAL (C-1AA) ZONE (CASE 10.485 DET). (NK) Associate Planner Kikuchi presented the request that a pet grooming use is consistent with other by -right uses in the C-1AA zone. Vice Chair Robertson, in reference to page 2 of the staff report, questioned how the applicant was able to obtain a building permit and completed interior tenant improvement work. Ms. Kikuchi explained the Planning Division reviewed the building permit for an interior demolition but didn't receive the revision to the permit that included the proposed use; and attention to this matter was brought up when the business owner visited the permit center for their business license clearance. DALE LONG, applicant, said he appreciates the Commission's consideration to allow the determination of the building and is looking forward to an approval. Commissioner Miller agreed that the use is similar to a beauty salon for a human and wholeheartedly welcomed such a use in that shopping center. Vice Chair Roberts concurred with Commissioner Miller and thinks this is a good use and it's a company that is opening their second business. Miller, seconded by Aylaian to approve the determination that a pet grooming use is consistent with other by -right uses in the C-1AA Zone. AYES: AYLAIAN, HIRSCHBEIN, MILLER, MORUZZI, ROBERTS ABSENT: ERVIN, WEREMIUK PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS: None PLANNING DIRECTOR'S REPORT: • The City's Capital Improvement Program Plan will be forthcoming for review to the Planning Commission.
