CALL TO ORDER:
Chair Woods called the meeting to order at 1:31 pm.
ROLL CALL:

REPORT OF POSTING OF AGENDA: The agenda was available for public access at the
City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services
counter by 4:00 pm on Wednesday, July 3, 2019.

APPROVAL AND A CONDITIONAL USE PERMIT FOR AN ASSISTED
LIVING FACILITY / SUBSTANCE ABUSE RECOVERY CENTER USE AT
"HARLOW HAVEN", A CLASS 1 HISTORIC SITE (HSPB #20), LOCATED
AT 175 EAST EL ALAMEDA STREET (APN: 505-285-012) AND "THE
CRAWFORD APARTMENTS", A CLASS 3 HISTORIC SITE AND
CONTRIBUTOR TO THE LAS PALMAS BUSINESS HISTORIC DISTRICT

Historic Preservation Officer Lyon gave a presentation of the proposed project as outlined
in the staff report.
GARY COHEN, architect, spoke about re -arranging the interior space to serve their new
uses. He pointed out that they are maintaining and refurbishing as much of the original
Spanish Colonial Revival style as possible for buildings C&D on the site plan. He provided
details on the layout, materials and landscaping for the proposed project.
JOSIE HERNDON, MARK GREENBERG AND EDDIE EDWARDS, project team, explained
this project has been 10 years in the making. A big part of the alternative methods will be
teaching people how to deal with their pain, as well as substance abuse for those who don't
have pain issues. They described the operations, type of services that will provided and
addressed the security plan for the premises.
There being no further speakers the public hearing was closed.
Commissioner Hirschbein spoke in favor of the project with a couple of conditions.
Chair Woods said the city needs to look at properties that are not performing very well. This
is an opportunity for a property that has gone into a defunct status especially since this is a
historic property.
Moruzzi, seconded by Donenfeld to approve subject to conditions:
1. Revise PLN 3 (2)- Muntins shall be 3-dimensional not flat.

2. Applicant shall have a consultant to apply the Secretary of Interior standards
relative to rehabilitation of the property and staff shall review the construction
documents and verify the on -site inspection and monitoring has occurred.
3. Applicant to replace the pavement at front entrance with pavers to define the
entrance.
4. Applicant shall submit security plan to be reviewed and approved by the Police
Department to maintain outside security of the facility.

4. NEW BUSINESS:
4A. REQUEST BY BRIAN DIEBOLT OF DESIGN CONCEPTS, ON BEHALF OF
ANTHONY LUCCI AND NICOL FLORENTINO, FOR A MAJOR
ARCHITECTURAL APPLICATION TO CONSTRUCT A FOUR (4)-UNIT
APARTMENT COMPLEX ON AN 11,522 SQUARE -FOOT UNDEVELOPED
PARCEL LOCATED AT 563 EL PLACER, ZONE R-2, SECTION 18. (CASE
NO. 3.2267 MAJ). (NK)
Associate Planner Kikuchi presented the proposed as outlined in the staff report.
ANTHONY LUCCI, owner, was available to answer questions from the Commission
pertaining to the landscape area and streets.
Commissioner Donenfeld spoke in favor of the configuration with the courtyards to give them
some privacy.
Song, seconded by Garner to approve with conditions subject to:
1. The buildings to be moved three (3) feet to the west to create a wider
landscape area at the front of the property.
2. Pole lighting to be used in landscape area.
3. Continue pavers on the two west units for a flatwork connection between
the gate and patio concrete area.

PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS:
• Commissioner Garner reported on the recent cannabis stakeholders' meeting.
• Vice Chair Moruzzi requested information on the Orchid Tree entitlements, and
reported on code enforcement issues at the TOVA Hotel site.

Chair Woods noted that a discussion on the settlement agreement with GRIT was
scheduled for the City Council meeting this evening, and mentioned the recognition
and importance of the Palm Springs brand.
Commissioner Hirschbein requested information on the status of The Scene project
and the Cameron project.
Commissioner Donenfeld reported on a violation of the conditions of approval for the
Infusion Beach project.
CITY COUNCIL LIAISON REPORT: None.
PLANNING DIRECTOR'S REPORT:
• Director Fagg noted that a study session would be scheduled in September to discuss
proposed revisions to the zoning requirements for cannabis facilities, and mentioned
that the City Council was discussing ways to streamline the architectural review
process and would look for input on the process.
ADJOURNMENT: The Planning Commission adjourned at 2:58 pm to its regular meeting
at 1:30 pm, Wednesday, July 24, 2019, City Hall, 3200 East Tahquitz Canyon Way.
