PLANNING COMMISSION MINUTES

CALL TO ORDER:
Chair Weremiuk called the meeting to order at 1:35 pm.
ROLL CALL:
Present: Hirschbein, Hudson, Moruzzi, Woods, Vice Chair Calerdine, Chair Weremiuk
Absent: Donenfeld
Staff Planning Director Fagg, Attorney Priest, Planning Administrative Coordinator
Present: Hintz
REPORT OF POSTING OF AGENDA: The agenda was available for public access at the
City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services
counter by 6:00 pm on Thursday, April 5, 2018.
ACCEPTANCE OF THE AGENDA:
Calerdine, seconded by Hudson to accept the Agenda, as presented.

1. CONSENT CALENDAR:
1A. APPROVAL OF MINUTES: FEBRUARY 14, 2018 AND FEBRUARY 28,

Hirschbein, seconded by Hudson to approve minutes as presented.

2A. CITY OF PALM SPRINGS TO CONSIDER MINOR MODIFICATIONS TO
SECTIONS 93.20.00 THROUGH 93.20.13 OF THE PALM SPRINGS
ZONING CODE (PSZC) RELATING TO THE CITY'S SIGN ORDINANCE
(CASE 5.1416A- ZTA). (FF)
Planning Director Fagg provided an overview of the proposed amendments to the Sign
Ordinance as outlined in the staff report.
Chair Weremiuk opened the public hearing:
JOY BROWN MEREDITH, Main Street, president & merchant, spoke in reference to Item
2A, said the phrase "adjacent to the building" was misinterpreted by the Main Street board
and merchants and is creating a zig-zag walking pattern rather than along the edge. Ms.
Meredith requested further review on the portable open signs.
DAVE POWELL, spoke in reference to Item 2A, encouraged the City to have a workshop
with the merchants to better understand this because people have misconceptions. He
encouraged better outreach to notify businesses of these hearings so the Commission can
receive input from the public.
GREGORY GOODMAN, spoke in reference to Item 2A, said with the changes to the
portable signs people are tripping over signs adjacent to the door. He explained that his
business in La Plaza paseo has no visibility with the portable open -sign adjacent to the
door. He doesn't think making cookie cutter signs reflect the beauty of Palm Springs.
Chair Weremiuk closed the public hearing.
Chair Weremiuk recommended changing the current language pertaining to portable open
signs back the original language for public safety because it creates a tripping hazard.
Weremiuk, seconded by Calerdine to recommend approval to City Council with a
recommendation relative to portable signs.

Planning Director Fagg provided details about the revisions the Commission had
previously requested as noted in the staff report.
Calerdine, seconded by Moruzzi to approve as presented.

ABSENT: Donenfeld

4. NEW BUSINESS: None.
5. DISCUSSION:
5A. DISCUSSION OF PROPOSED AMENDMENTS TO THE PLANNED
DEVELOPMENT DISTRICT ORDINANCE TO IMPLEMENT THE
RECOMMENDATIONS OF THE AD HOC PDD COMMITTEE.
(For discussion purpose only; no action required.)
Planning Director Fagg provided background information and an overview on the proposed
amendments to the Planned Development District Ordinance.
The Commission requested clarification, discussed and provided recommendations for
additional language in the proposed ordinance.
A recess was taken at 3:24 pm. The meeting resumed at 3:31 pm.
Planning Director explained the review process; noting that this will go back to the
Planning Commission subcommittee to work on the comments provided today and once a
draft has been prepared the Ad Hoc PDD subcommittee will review it in conjunction with
the Planning Commission in a study session.
MARVIN ROOS, Ad Hoc PDD Committee member, provided history on the inception of the
Planned Development Districts (PDDs) and the original intent.
PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS:
• Commissioner Hudson reminded staff that he will not be in attendance for the
month of May.

ADJOURNMENT: The Planning Commission adjourned at 3:57 pm to 1:30 pm,
Wednesday, April 25, 2018, City Hall, Council Chamber, preceded by a Study Session at
10:30 am, Large Conference Room, 3200 East Tahquitz Canyon Way, Palm Springs.
