ROLL CALL: Palm Springs Planning Commission: Present: Donenfeld, Hudson, Calerdine, Klatchko, Munger, Roberts, Weremuik ACBCI Planning Commission: Present: Patencio, Glassman, Freet, Saubel, Kassinger Absent: Aaker INTRODUCTIONS: Introductions were made. PUBLIC COMMENT: None. 1. DISCUSSION ITEM: 1A. Presenting the DRAFT COMPLETE STREETS PLAN for the SECTION 14 MASTER PLAN UPDATE Presentation by Margaret Park, AICP, Director of Planning and Natural Resources, AGBCI and Bill Dilo, IBI consultant. A written report was submitted by Commissioner Calerdine and entered into the record. Discussion occurred on concerns about unfinished curb and gutters, consideration of reimbursement agreements; green paint not preferable; prioritizing improvements; City needs to determine Indian Canyon's future; closing Alvarado questionable. Planning Commission Minutes Joint Meeting with the ACBCI Planning Commission June 5, 2013 Palm Springs Planning Commission: Commissioner Roberts: Need additional information on landscaping material; loss of parkway on Ramon Road and access on Alvarado problematical. Commissioner Hudson: Should plan for streetcar or trolley on Tahquitz. Commissioner Weremiuk: Narrowing of streets for safety and traffic calming should be considered. Commissioner Munger: Concerned about safety of traffic circles in heavily traveled areas; use colored slurry rather than paint for bike lanes. Commissioner Klatchko: Alvarado access to convention center is important; bike connections should be to the Whitewater Trail. Commissioner Munger: Diagonal back -in parkway doesn't work on busy streets. Commissioner Calerdine: Retain parkway on Calle Encilia. Commissioner Roberts: Allow for safety of pedestrians on bike paths. Tribal Commission: Commissioner Patencio: Reviewed tribal and city law; stressed need for wide sidewalks. Commissioner Glassman: Consider aging populations; no back -in parkway; no green paint. Commissioner Freet: Alvarado needs further discussion as prior to changing front door, its closure wasn't necessary. Commissioner Kassinger: Narrower streets work well to calm traffic; doesn't favor back -in parkway. Further considerations discussed were water quality, street trees, bus shelters and shade oasis. Chair Donenfeld thanked everyone for their participation.
