PLANNING COMMISSION STUDY SESSION MINUTES
JUNE 6, 2007

CALL TO ORDER: The meeting was called to order at 2:04 p.m.
ROLL CALL: Present: Chair Marantz, Vice Chair Hochanadel, Cohen, Ringlein,
Hutcheson and Caffery
Absent: Scott
REPORT OF POSTING OF AGENDA— The agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) and the Planning
Services Department counter by 5:00 P.M. on Friday, June 1, 2007.
1. PUBLIC COMMENTS:
Chair Marantz opened Public Comments, there being no comments, Public Comments
was closed.
2. DISCUSSION - Cellular towers/antennas and Antenna Ordinance.
David Newell provided an overview of the original map for cell tower locations within the
city. He provided a comparison which included new approved cell tower sites for Sprint,
T-Mobile and Verizon.
Craig A. Ewing noted that while co-locations are desirable, at the same time, are difficult
to move forward because of technical requirements and negotiations with other property
owners. Usually, a site is previously selected when the cell carrier company comes in
to apply.
Commissioner Ringlein commented it would be more helpful to combine the separate
maps into one thus creating a better visual.
The Commission and staff discussed methods to encourage co-locations. Several
suggestions were made such as, allowing taller structures and a reduced cost to the
applicant. Mr. Ewing noted staff will provide further research and schedule several

study sessions, towards the end of the year, to review antenna ordinances from
surrounding cities.
The Commission discussed visual impact and rooftop mounted equipment.
Staff addressed the cost of under-grounding of utilities for developers and homeowners.
Commissioner Ringlein suggested a study session be held on this topic in order to
provide more information to the Commission.
Commissioner Caffery noted that the Palm Spring Economic Development Corporation
has conducted extensive reviews of the zoning code with their recommended changes.
He suggested this may be beneficial for the City to pursue.
3. DISCUSSION - Non-conformance and grandfathering.
Mr. Ewing provided an overview on non-conformance and grandfathering. He
summarized "grandfathering" as the allowance of projects to remain legal after the
regulations have changed. He addressed the differences between legal non-
conforming and illegal non-conforming and provided several examples.
Staff provided on overview on stipulations for conditional use permits and details on
shared parking.
4. CITY COUNCIL ACTIONS: Update.
5. COMMISSION/STAFF REPORTS AND REQUESTS —
Chair Marantz noted that many windmills off of the 1-10 are not in use and/or operation.
Chair Hochanadel requested staff research the approval date for installation of blue
tarps on condominium rooftops located on Ramon Road and El Compadre. Staff
responded a follow-up would be made.
6. ADJOURNMENT — There being no further comments, the meeting was
adjourned at 3:06 p.m.
