PLANNING COMMISSION STUDY SESSION
MINUTES
June 7, 2006

ROLL CALL: Present: Marantz, Hochanadel, Shoenberger, Cohen, Roath,
Ringlein and Hutcheson.
Absent: None.
CALL TO ORDER: Chair Marantz called the meeting to order at 2:03 p.m.
REPORT OF POSTING OF AGENDA: Director of Planning, Craig A. Ewing, reported
that the agenda was posted by 4:00 p.m. on Friday, June 2, 2006 at City Hall exterior
bulletin board and the Department of Planning and Zoning counter.
1. PUBLIC COMMENTS:
Ziva Hillenger, Palm Springs, spoke in favor of the adopting the Chino Cone Ordinance.
Vic Gainer, Palm Springs, displayed a picture from a different angle overlooking
Planning Area #6 and directly to Planning Area #6; showed what the Chino Cone would
resemble.
Frank Tysen, Palm Springs, spoke relating to the OPA between Mr. Wessman, the City
and himself.
Dana Stewart, Palm Springs, stated early neighborhood involvement is critical and
expressed concern that the public is not being presented properly
Lydia Ringwood, lives in Palm Springs and Orange County, spoke about a beautiful
development in Laguna Beach, The Montage Hotel, oceanfront; they found a beautiful
balance between development, public access and beachfront.
Jonathan Caisse, Palm Springs, formerly lived in L.A. for 25 years and moved to Palm
Springs because of the density. He spoke of the natural beauty of the Chino Cone
area.
Jeff Welshans, Palm Springs, lives on Milo Drive, indicated the quality of live has been
destroyed because of the construction vehicles and new development.
There being no further comments, the Public Comments was closed.

2. DISCUSSION OF CHINO CONE ZONING REGULATIONS – BACKGROUND
INFORMATION –
Director of Planning Services, Craig A. Ewing, reported that the purpose of today’s
Study Session is provide background information for the upcoming public hearing where
the Commission will be reviewing a draft Ordinance for new zoning regulations for
Chino Cone. Staff has prepared 2 memos to City Council and presented them earlier
this year.
Craig A. Ewing summarized the first memo of February 8th that was presented to City
Council on a Study Session what staff believes is a the underlying structure for a good
zoning ordinance. We have identified that zoning ordinances are adopted within a
regulatory context of the existing General Plan. Those policies of the General Plan
specifically applied to Chino Cone. This General Plan is from 1993 which is still in effect
today. It makes a couple of statements about Chino Cone and its unique character as a
part of the community but also identifying that development of high quality is this plans
intention for the Chino Cone.
He gave further information relating to existing policies governing the hillside
development which are contained in the General Plan and Zoning Ordinance. He
summarized the framework on establishing regulatory new controls for basic elements
of land use such as:
1. Types of Land Use
2. Density or Intensity
3. Distribution
4. Site Design Objectives
5. Implementation
The Commission had question and requested further clarification. Commissioner
Shoenberger requested a map of the Chino Cone area be provided for a better visual.
Further discussion was made amongst the Commissioners and the staff. Craig A.
Ewing indicated that staff would be bringing back a draft ordinance with highlights; as
well as certain comments to streets and drainage.
3. CITY COUNCIL ACTIONS: Update.

4. COMMISSION/STAFF REPORTS AND REQUESTS - Commissioner Ringlein
commented that the benches downtown on Palm Canyon are very dirty; with lots of
trash in the streets as well. Craig Ewing responded that he would report it to the proper
department.
Commissioner Ringlein commented on the plywood surrounding construction sites with
the possibility of having murals drawn on them. Larry Hochanadel reported that when
construction was going on at the Desert Fashion Plaza murals were drawn on the
plywood board making it much more attractive. Leo Cohen responded that is something
that can be handled through Public Arts.
5. ADJOURNMENT: There being no further discussion, Chair Marantz, declared the
meeting adjourned at 3:45 p.m.
