HomeMy WebLinkAbout2005-10-26 PC MinutesCITY OF PALM SPRINGS PLANNING COMMISSION MINUTES October 26, 2005 Council Chambers, City Hall 3200 East Tahquitz Canyon Way Palm Springs, CA 92262 ROLL CALL: Present: Hutcheson, Ringlein, Roath, Cohen, Shoenberger, Vice Chair Hochanadel, Chairwoman Marantz Absent: None CALL TO ORDER: Chairwoman Marantz called the meeting to order at 1:34 p.m. REPORT OF POSTING OF AGENDA: Director of Planning, Craig Ewing, reported that the agenda was posted by 5:00 p.m. on Friday, October 21, 2005, at City Hall exterior bulletin board and the Department of Planning and Zoning counter. APPROVAL OF MINUTES: None. PUBLIC COMMENTS: Chairwoman Marantz opened the Public Comments. There being no comments, Public Comments was closed. CONSENT AGENDA: 2A. Case 3.2752 AA - An application by Juan Alvarez, owner, to build a 7,976 square foot single-family residence located at 1441 Bogert Trail, Zone RIB, Section 35, APN 512- 210-031. M/S/C (Cohen/Hutcheson, 7-0) to approve, subject to Conditions of Approval. 2B. Case 3.2764AA' An application by Jack and Carol Freytagto construct a 5,064square foot single-family residence located at 600 Bogert Trail, Zone R-1-B, Section,35,. APN 512-270-004. M/S/C (Cohen/Hutcheson,7-0) to approve, subject to Conditions of Approval. City of Palm Springs Planning Commission Minutes of October 26, 2005 2C. Case 3.2779 AA - An application by Brad Kious to construct a 3,976 square foot single- family residence located at 3133 Barona Road, Zone R-1-B, Section 35, APN 512-190- 033. Director of Planning Services, Craig Ewing, requested this project be removed from the agenda pending the AAC's recommendations. 2D. Case 3.2795 AA - An application by Anthony Francis to construct a 5,633 square foot single-family residence located at 587 Camino Calidad, Zone R-1-A, Section 22, APN 513-260-029. M/S/C (Cohen/Hutcheson, 7-0) to approve, subject to Conditions of Approval. 3. PUBLIC HEARINGS: Case 5.1060 CUP — An application by Nextel Communications to construct a 52' tall cellular antenna with a prefabricated equipment shelter surrounded by a 6' tall wrought iron fence on a 40'x20' lease area located at 788 South Vella Road (Big Ten Mini -- Storage), Zone M-1, Section 19, APN 680-160-025. i Director of Planning Services, Craig Ewing, provided background information as outlined in the staff report dated October 26, 2005. Chairwoman Marantz opened the Public Hearing. Chip Clustka, with ALCOA Wireless Services representing Nextel Communications, addressed concerns regarding the surrounding fence and palm trees James Cahill, Palm Springs, addressed concern with potential red blinking lights. Robert Harrison, Palm Springs, lives directly behind Big Ten Mini Storage, concerned about potential health issues, property values, and represented neighbors whom are not happy about this project. Chairwoman Marantz closed the Public Hearing. Recommendation: Recommend that the City Council adopt a Negative Declaration and approve Case 5.1060 CUP. M/S/C (Ringlein/Roath, 7-0) to approve, subject to Conditions of Approval, and recommend that City Council adopt a Negative Declaration. 4. ARCHITECTURAL REVIEW: None. - 5. COMMISSION WORK PROGRAM: "General Plan Update- Craig Ewing reported a background report on the "draft" Land Use Plan will be presented to the General Plan Steering Committee on November 3rd The "draft" Land Use Element and Map will be presented on November 10`" *Work Program Priorities and Subcommittee Assignments - Craig Ewing reported the contract with a firm whom has provided services for the planning department is coming to an end. He further stated that differentalternatives will be looked such as additional recruiting for permanent employees and having dedicated consultant planners on larger projects. 7. CITY COUNCIL ACTIONS: Tonight the Council Cabinet Meeting will be held at 6:00 p. M. 8. COMMISSION/STAFF REPORTS AND REQUESTS — Chairwoman Marantz reported that this will be the last Planning Commission meeting to hold Public Hearings at 2:00 p.m. She indicated thereafter there will be no set time. Discussion was made regarding pre -application project coming before the Planning Commission Study Sessions. i Commissioner Roath stated he attend the neighborhood meeting at The Orchard Tree Inn. 9. ADJOURNMENT: The Planning Commission will adjourn to a Planning Commission Study Session at 2:00 p.m. Wednesday, November 2, 2005, of City Hall, Large Conference Room, 3200'East Tahquitz Canyon Way.
