HomeMy WebLinkAbout2005-10-19 PC MinutesROLL CALL: CITY OF PALM SPRINGS PLANNING COMMISSION MINUTES October 19, 2005 Council Chambers, City Hall 3200 East Tahquitz Canyon Way Palm Springs, CA 92262 Present:Hutcheson, Ringlein, Roath, Cohen, Shoenberger, Vice Chair Hochanadel, Chairwoman Marantz Absent: None CALL TO ORDER: Chairwoman Marantz called the meeting to order at 2:03 p.m. REPORT OF POSTING OF AGENDA: Director of Planning Services, reported that the agenda was posted by 5:00 p.m. on Friday, October 14, 2005, at City Hall exterior bulletin board and the Department of Planning and Zoning counter. APPROVAL OF MINUTES: None. PUBLIC COMMENTS: Chairwoman Marantz opened the Public Comments. There being none, Public Comments was closed. PUBLIC HEARINGS: 3. Case 5.1073 CUP — An application by Dick Taylor Productions for a Conditional Use Permit to construct the Palm Springs Pavilion Theatre - a 23,729 square foot, 1000- seat pavilion tent, to be temporarily operated for production shows for a period of three (3) years located at 123 North Palm Canyon Drive, Zone C-B-D, Section 15, APN 513560008. Principal Planner, Jing Yeo, provided background information as outlined in the staff reported dated October 19, 2005, She reported that on September 26th, a neighborhood meeting was held and well attended. On October 10th, the AAC recommended approval requesting more details of lighting towers and to add a gathering place in front of the lobby area to provide an exterior gathering place for the patrons of the theatre. Craig Ewing, Director of Planning Services, reported a memo was distributed to the Commission regarding Condition #4 be amended as indicated. He recommended this condition be substituted replacing the standard condition since this is a temporary structure within a larger project. City of Palm Springs Planning Commission Minutes of October 19, 2005 Discussion was made regarding the sign program, parking, elevation and future development. Chairwoman Marantz opened the Public Hearing: Dick Taylor, applicant, addressed concerns regarding the terms of the lease agreement; Heapproachedthe exhibits addressing the entrance, lobby area, access to the parking lot, bus idling and off -site parking location. He further emphasized their willingness to work with the City and the surrounding merchants. Michael Braun, representing Wessman Development, spoke in support of the project. He further indicated that the plans and location would not interfere with the redevelopment of the Desert Fashion Plaza. Joy Meridith, President of Main Street for Downtown Merchants, spoke in support of the project. She further indicated that the developer is very supportive of the downtown merchants and the marketing has been done very well. Mary Perry, Director of Marketing, Palm Springs Art Museum, spoke in support of the project. John Raymond, Director of Community and Redevelopment for City of PalmSprings, spoke regarding the bus concern at The Follies on Tahquitz Canyon Way. There being no further comments, Chairwoman Marantz closed the Public Hearing. } M/S/C (Hochanadel/Cohen, 7-0) to recommend approval to City Council, subject to Conditions of Approval; with the following amendments: • Substitution of Condition #4 per memorandum • Add to Condition #3 "Within 60 days of the termination of the permit, all structures and improvements as shown on the approved plans shall be removed from the site and the site shall be maintained in a first class condition in accordance with all applicable law, rules, ordinances and regulations of all federal, state and local bodies having jurisdiction." 4. ARCHITECTURAL REVIEW: None. 5. MISCELLANEOUS: None. 6. COMMISSION WORK PROGRAM: "General Plan Update — The first draft of the Land Use Plan will be submitted at the next meeting *Work Program Priorities and Subcommittee Assignments 2 City of Palm Springs Planning Commission Minutes of October 19, 2005 7. CITY COUNCIL ACTIONS: The City Council meeting tonight will include the Palm Springs Pavillion Theatre and The Springs project. 8. COMMISSION/STAFF REPORTS AND REQUESTS - Chairwoman Marantz reminded the Commission that the City Council Cabinet meeting will be week from today.
