HomeMy WebLinkAbout2005-09-14 PC MinutesCITY OF PALM SPRINGS PLANNING COMMISSION MINUTES September 14, 2005 Council Chambers, City Hall 3200 East Tahquitz Canyon Way Palm Springs, CA 92262 ROLL CALL: Present: Hutcheson, Ringlein, Cohen, Shoenberger, Vice Chairman Hochanadel and Chairwoman Marantz Absent: Roath CALL TO ORDER: Chairwoman Marantz called the meeting to order at 1:33 p.m. REPORT OF POSTING OF AGENDA: Director of Planning, Craig A. Ewing, reported that the agenda was posted by 5:00 p.m. on Friday, September 9, 2005, at City Hall exterior bulletin board and the Department of Planning and Zoning counter. APPROVAL OF MINUTES: Minutes of August 24, 2005 and July 28, 2004. Commissioner Hochanadel commented that the minutes of August 24, 2005 indicated that Commissioner Roath was absent; and on some of the votes the count of 7 — 0 was recorded whereas it should read 6-0. M/S/C (Cohen/Hochanadel, 6-0, 1 absent/Roath) to approve minutes of August 24, 2005, as amended. M/S/C (Hochanadel/Marantz, 2-0, 1 absent/Shoenberger) to approve minutes of July 28, 2004. 1. PUBLIC COMMENTS: Chairwoman Marantz opened the Public Comments, there being none, Public Comments was closed. 2. CONSENT AGENDA: Chairwoman Marantz abstained due to a conflict on items 2B and 2C. The meeting was turned over to Vice Chairman Hochanadel. 2A. Case 3.2780 AA — An application by Mary Pierce to construct a 2-unit residential condominium building located at 2121 Junipero Avenue, Zone R-G-A(6), Section M/S/C (Hutcheson/Cohen, 5-0, 2 absent Marantz/Roath) to approve, subject to Conditions of Approval. City of Palm Springs Planning Commission September 14, 2005 2B. Case 3.2769 AA — An application by Marlow La Fountaine of Zebra Development for a 3142 sq. ft. single-family residence located at 265 Crestview Drive, Zone/GP R1C/L2, Section 27. M/S/C (Hutcheson/Cohen, 5-0, 2 absent Marantz/Roath) to approve, subject to Conditions of Approval. 2C. Case 3.2760 AA — An application by Abdon Figueroa for a 2966 square foot warehouse located at 180 San Rafael Place, Zone/GP MI/GC, Section 34. M/S/C (Hutcheson/Cohen, 5-0, 2 absent Marantz/Roath) to approve subject to Conditions of Approval 2D. Case 3.2751 AA — An application by, James Cioffi, to construct a 4,272 sq. ft. single- family residence located at 1747 Pinnacle Point, Zone/General Plan PD-155/C, Section 36. M/S/C (Hutcheson/Cohen, 5-0, 2 absent Marantz/Roath) to approve, subject to Conditions of Approval. B. PUBLIC HEARINGS: None. ARCHITECTURAL REVIEW: 4. Case 5.0977 PD 288 — A revision by John Wessman to the final development plans for St. Baristo to move the 6' courtyard walls along Lugo and Baristo to the property lines located at 300 West Baristo Road. Zone R2, Section 15. Assistant Planner, Michael Blumson, gave details of proposed project at the exhibits. Commissioner Shoenberger inquired if the approved plan called for any landscaping between the old wall and the sidewalk which would be lost if the new wall is approved. Chairwoman Marantz recommended that the applicant could possibly plant a vine type "Bougainvillea" which could be planted against the wall. Marcus Fuller, Senior Engineer, indicated that there is 3 foot distance. Commissioner Ringlein recommended that the neighbors be noticed so that a review could be done on this project. M/S/C (Ringiein/Hochanadel, 6-0, 1 absent/Roath) to continue, with a request to the applicant to notify surrounding neighbors within 400 feet of proposed project. 2 City of Palm Springs Planning Commission September 14, 2005 5. Case 5.1024 PD 306 / TM 32675 — An application by Contempo Homes for the Alexander Country Club Estates for final development plans to subdivide a 6.06 gross acre site into twenty-five (25) lots, a Preliminary Planned Development District for the construction of twenty-five (25) detached single family residences and the vacation of the northerly 115 foot of right of way at the Palm Springs Country Club located at 2800 Whitewater Club Drive, Zone RGA (8), Section 1, APN 501191012. Chairwoman Marantz recused herself due to her business doing work with Contempo Homes. Commissioner Shoenberger recused himself due to his legal firm doing business with Contempo Homes. Vice Chairman Hochanadel took over the meeting. Contract Planner, Norm Canchola, gave details of the proposed project. Lance O'Donnell, O'Donnell Escalante Architects, gave additional information. He reported that the neighbor's primary concern was that they have an open garden setting and would like to keep it as is. The wall is mitigated with modified wrought iron and plant material. M/S/C (Cohen/Hutcheson, 4-0, 3 absent Marantz/Shoenberger/Roath) to approve, subject to Conditions of Approval. MISCELLANEOUS: 6. Case 05-105 Sign Permit —An application by US Medical and Mobility for approval of a 90 sq. ft. sign located at 1227 South Gene Autry Trail, Section 19. Assistant Planner, Michael Blumson, gave details of the proposed project. M/S/C (Hutcheson/Ringlein, 6-0, 1 absent/Roath) to approve, subject to Conditions of Approval. 7. COMMISSION WORK PROGRAM: `General Plan Update- Craig A. Ewing reported that The Planning Center would be forwarding to staff a review the "draft land use plan and element" in the next couple of weeks which will become available to the public shortly thereafter. 'Work Program Priorities and Subcommittee Assignments — Craig A. Ewing, indicated he will be attending his first "DOGS" meeting on Monday, Sept. 19, 2005 and would hopefully have more information to share at the next meeting. 4. CITY COUNCIL ACTIONS: Craig A. Ewing indicated that there will be a City Council Study Session tonight. 3 City of Palm Springs Planning Commission September 14, 2005 5. COMMISSION/STAFF REPORTS AND REQUESTS - Ringlein requested follow-up information from last week's Study Session regarding the landscaping issue on Ramon and Sunrise. Craig A. Ewing reported that he's been in meetings most of the week but will be will hopefully will have a report at the next meeting on several of the issues that were brought up. Cohen commented of a great man, whom just passed away, and who's done so much for the City of Palm Springs, E. Stewart Williams. Chairwoman Marantz reported that the wall on the corner of Mesquite and Gene Autry Trail is being taken down.
