HomeMy WebLinkAbout2005-08-24 PC MinutesCITY OF PALM SPRINGS PLANNING COMMISSION MINUTES August 24, 2005 Council Chambers, City Hall 3200 East Tahquitz Canyon Way Palm Springs, CA 92262 ROLL CALL: Present: Hutcheson, Ringlein, Cohen, Shoenberger, Vice Chair Hochanadel and Chairwoman Marantz Absent: Roath CALL TO ORDER: Chairwoman Marantz called the meeting to order at 1:35 p.m. - REPORT OF POSTING OF AGENDA: Interim Director of Planning, Norm Canchola, reported that the agenda was posted by 5:00 p.m. on Friday, August 19, 2005, at City Hall exterior bulletin board and the Department of Planning and Zoning counter. APPROVAL OF MINUTES: -Minutes of July 27, 2005 and August 10, 2005. M/S/C (Hochanadel/Cohen, 3-0, 3 abstentions Shoenberger/Ringlein/Hutcheson, 1 absent/Roath) to approve minutes of July 27, 2005. M/S/C (Hochanadel/Cohen, 6-0, 1 absent/Roath) to approve minutes of August 10, 2005. 1. PUBLIC COMMENTS: Chairwoman Marantz opened the Public Comments portion of the meeting. Craig Ewing, formally introduced himself, he will be commencing employment with the City of Palm Springs.on Monday, August 29, 2005, as Director of Planning Services. There being no further comments, Public Comments was closed. CONSENT AGENDA: 2A. Case 3.2750 - AA An application by John Grist, agent for John Garrity & Lloyd Bookout, owners, to construct a 4,965'square foot single-family residence located at 1601 Avenida Sevilla, Zone RIB, Section 35. Assistant Planner, Diane Bullock; gave details of the proposed project at the exhibits. She indicated the Architectural Advisory Committee reviewed the project on July 25th and approved the project with a suggestion to use a deeper color palette. However, the applicant has decided City of Palm Springs Palm Springs Planning Commission Minutes of August 24, 2005 to keep the same color palette because it is of similar architecture to many of the homes in the area. M/S/C (Hutcheson/Ringlein, 6-0, 1 absent/Roath) to approve, subject to Conditions of Approval. PUBLIC HEARINGS: 3. Case 3.2659 — SFR - An application by James and Maurine Lenny to construct a single- family residence located at 2485 Janis Drive, Zone R-1-B, Section 3, APN 504-162-020. Norm Canchola reported that on June 22nd, the Planning Commission originally saw this project but the adjacent property owners were not notified. Adjacent property owners have been notified of this meeting. Contract Planner, Joe Prutch, gave details of the proposed project at the exhibits. He indicated letters from neighbors were received concerning a steel house on the hillside area. Further concerns were that the reflective rooftop should be painted white. He displayed samples of the material to be used on the exterior of the house. Chairwoman Marantz opened the Public Hearing. ' } James Lenny, applicant, and Patrick Seabol, displayed a model of the project and gave additional information. Discussion was made regarding the color of the roof. Chris Mills, Palm Springs, reported that it has been a longstanding policy, in the City of Palm Springs Planning Department as follows`. "No white roofs are approved, not just on hillsides but throughout town. He further added that the brand for the seal coat paint in discussion is "The Last American Paint' which is available in any color. There being no further comments, the Public Hearing was closed. Chairwoman Marantz commented that she really appreciated the Architectural Advisory Committee notes from the meeting especially helpful for those who were not required to be in attendance. Commissioner Hutcheson commented that a couple of houses down, on this block, the same - metal material is used on a carport roof. As well as another building with a metal roof which is a couple of blocks down, on the east side, on the corner of Racquet Club. M/S/C (Hutcheson/Hochanadel, 6-0, 1 absent/Roath) to approve, subject to Conditions of Approval; all roofing, urethane and metal, shall be painted a natural color approved by the Director of Planning. 2 City of Palm Springs Palm Springs Planning Commission Minutes of August 24, 2005 4. Case 3.2679 — MAJ - A major architectural application by John Burke of Bernard j White and Sons, owner, to construct a 28,800 square foot, two story office building and a 17,000 square foot one story multi -tenant building on 3.04 acres located at 3700 Tachevah Drive, Zone M1 P, Section 7. Assistant Planner, Diane Bullock, gave details regarding the proposed project and its relationship to the existing business park. Proposed uses for the project were described. The project features, building heights and site plan were shown using the power point presentation. Chairwoman Marantz opened the Public Hearing. There being no appearances, the Public Hearing was closed. M/S/C (Cohen/Ringlein, 6-0, 1 absent/Roath) to approve, subject to Conditions of Approval. 5. Case 5.1029 PD-315 / TTM33561 / 5.1065 GPA - An Application by PS Venture Indian Canyon San Rafael, LLC for a General Plan Amendment to change the designation from General Commercial (GC) to Resort Commercial, a Tentative Tract Map to subdivide approximately 20 acres, and Planned Development District to construct 211 residential condominiums and approximately 10,000 square feet of commercial located at the "7 northeast corner of Indian Canyon Drive and San Rafael, Zone C-M, Section 35, APN 669-330-038. Commissioner Shoenberger abstained due to business conflict. Being the last item on the agenda, he excused himself for the remainder of the meeting_ Norm Canchola, Interim Director of Planning, gave details of the proposed project. Discussion was made regarding parking spaces. Chairwoman Marantz opened the public hearing. The following persons spoke in favor of the proposed project Candace Casey, V.P. of Dev. with Enterprise Co., gave background information on Company and gave additional information on project amenities. Marvin Roos, MSA Consulting, reported that they have been working on this project for about one year and gave additional information. He indicated that the C,C&R's deposit of $10,000. may be incorrect; Condition #14 regarding Section 14 is incorrect; uncertain about Condition #19 regarding revoking the tract map based on the land; Condition #38 stating the applicant shall provide all tenants with conditions of approval of the project, noting that this is a commercial project and these will be owned units. Norm Canchola requested Condition #14 to be deleted. 3 City of Palm Springs Palm Springs Planning Commission Minutes of August 24, 2005 Marvin Roos gave more detailed information regarding the parking issues at the exhibits. Discussion was made regarding adequate parking. There being no further comments, Chairwoman Marantz closed the Public Hearing. Norm Canchola requested the following changes to the Conditions of Approval: Condition#14 to be deleted, as directed above; Condition #15 "decorative pavement" section to be deleted and Condition #17 to be deleted. M/S/C (Ringlein/Cohen, 5-0, 1 abstention/Shoenberger) to approve, and recommend that the City Council adopt the Mitigated Negative Declaration pursuant to CEQA and recommend approval to the City Council for Case 5.10291PD 315, TTM 33561 and Case 5.1065 GPA. 6. ARCHITECTURAL REVIEW: None. 7. MISCELLANEOUS: None. 8. COMMISSION WORK PROGRAM -None 9. CITY COUNCIL ACTIONS: No meeting this month. Will resume on September 7, 2005 10. COMMISSION/STAFF REPORTS AND REQUESTS - Chairwoman Marantz commented there was a modular home constructed on Mesquite Avenue, near the 1001h block, the side yard set -backs are extremely narrow. It is not similar to the surrounding neighborhood. Vice Chairman Hochanadel responded that back in the 1950's an adjustment was done on the easements on substandard lots in that vicinity. Norm Canchola reported that he would look into the issue. Commissioner Ringlein discussed with Marcus Fuller asphalt approaches to new dwellings on Vista Chino Road.
