PLANNING COMMISSION MEETING MINUTES
October 27, 2004

ROLL CALL: Present: Commissioners: Grence, Hochanadel, Cohen, Roath,
Vice Chairwoman Marantz and Chairman Shoenberger.
Absent: Tracy Conrad.
CALL TO ORDER: Chairman Shoenberger called the meeting to order at 1:35 p.m.
REPORT OF POSTING OF AGENDA: Director of Planning Services, Kathryn Lottes, reported
that the agenda was posted by 4:00 p.m. on Friday, October 22, 2004, at City Hall exterior
bulletin board and the Planning and Zoning Department counter.
APPROVAL OF MINUTES: October 13, 2004.
CONSENT AGENDA: None.
PUBLIC COMMENTS: None.
PUBLIC HEARINGS:
3. Case 5.0986 PD-292, TTM 32942 - Application by Nexus/Biltmore for an amendment to
the Preliminary Planned Development to substitute rental units with for-sale
condominiums and for a tentative tract map to subdivide 8.3 acres into one condominium
lot and to construct 133 units 1000 East Palm Canyon, Zone R-2 and R-3, Section 23.
Vice Chairwoman Marantz recused herself due to a business conflict.
Principal Planner Alex Meyerhoff reviewed the staff report.
Chairman Shoenberger declared the Hearing open.
The following people spoke in favor of the item.
Wilson McNerray, Palm Springs, in support to convert apartments to condominiums.
Laura Lines, Palm Springs, happy to have condominiums not apartments.
Garth Erdossy, represents Nexus, answered questions and request approval of project.
There being no further appearances, the Hearing was closed.
M/S/C (Hochanadel/Grence, 5-0, 1 recused/Marantz) to approve, with revised Conditions of
Approval.

4. TTM 32613 and Case 3.2563 — MAJ - Application by Brown & Weiner for a one lot
subdivision, condominium map to construct six professional office buildings with
common areas and associated architectural review, located just north of Calle Parocela,
Zone P, Section 19.
Chairman Shoenberger declared the Hearing open; there being no appearances, the Hearing
was closed.
M/S/C (Hochanadel/Grence, 6-0) continued to indefinite date.
5. Case 5.0929 - Application initiated by the City of Palm Springs to widen Gene Autry Trail
from two lanes to six lanes between Vista Chino and Via Escuela and from two to four
lanes between Via Escuela and the approach to the Union Pacific Railroad crossing
through the Whitewater River Wash, Sections 6 and 31 T4S RSE.
Chairman Shoenberger declared the Hearing open; there being no appearances, the Hearing
was closed.
M/S/C (Grence/Cohen, 6-0) continued to November 10, 2004.
6. Case 6.481 - VAR - Application by David Keys & Lisa Young to construct a garage and
casita for the existing single-family residence with a 15-foot setback, located at 2045
Araby Drive, R-1-8 Zone, Section 25.
Associate Planner Matthew Feske reviewed the staff report.
Chairman Shoenberger declared the Hearing open; there being no appearances, the Hearing
was closed.
M/S/C (Marantz/Cohen, 6-0) to approve, subject to 15' setback and Conditions of Approval.
7. Case 5.1012 PD-300, TTM 31104 - Application by Nejat Kohan and Hormoz Remy
(Spanish Inn) to renovate the hotel, convert hotel to condominium and construct a new
condominium building located 640 North Indian Canyon Drive, Zone R-3, Section 11.
Associate Planner Matthew Feske reviewed the staff report.
Chairman Shoenberger declared the Hearing open.
The following people spoke in favor of the item.
Robert Evans, Palm Springs, we need to get North Indian Avenue better, this is a good project.
Diane Ahlstrom, Palm Springs, we don't want an eyesore, we want a nice neighborhood.
Skip Goodell, architect, gave presentation of project at exhibits.

Joe Luisi, historical representative for project, we want to create one of the nicest hotels.
Mike Orlich, would like to see a project like this work.
The following people spoke in opposition of the item.
Bob Rosenhall, Palm Springs, would like to see it as a hotel and keep that historical part there.
Catherine McMillan, Palm Springs, does not like idea of condos and blocking view of mountains.
There being no further appearance, the Hearing was closed.
M/SIC (Grence/Marantz, 6-0) to deny without prejudice.
ARCHITECTURAL REVIEW:
8. Case 3.2570 —MAJ— Application by David Wyman of Smoke Tree Ranch to construct a
new entryway with a gatehouse and landscaping with access from Smoke Tree Lane
located at 1800 South Sunrise Way, Zone RGA 6, Section 25.
M/SIC (Grence/Hochanadel, 5-0, 1 recused/Shoenberger) to approve, subject to Conditions of
Approval.
9. Case 3.2609 —MAJ- Application by J. Lynn Development LLC, for a new single family
residence of approximately 8.705 square feet located at 211 Ridge Mountain Drive, Lot
1, Tract 16495, Zone R-1-A, Section 35.
M/SIC (Hochanadel/Marantz, 6-0) to approve, subject to Conditions of Approval.
10. Case 3.2018 -MAJ- Application by Dr. Jay Jorgensen to construct a single-family
residence of approximately 4200 square feet, located at 2470 Araby Drive, Zone R-1-B,
Section 25.
M/S/C (Grence/Marantz, 6-0) to approve, subject to Conditions of Approval.
MISCELLANEOUS:
11. Appointment of Planning Commission representative to serve on the Airport Operations
Sub-Committee of the Airport Commission —Commissioner Marshall Roath appointed.
12. Election of Officers— Dianne Marantz appointed as Chairwoman and Jon Shoenberger
as Vice Chairman.
