Planninq Commission Study Session:
Biltmore Hotel/Camino Real Alignment - The Commission reviewed Jim
Schlecht's request on behalf of the owners of the Biltmore Hotel property regarding
the alignment of Camino Real. After a lengthy discussion, the Planning
Commission was supportive of deleting the portion of Camino Real located north of
East Palm Canyon Drive. This would positively respond to the problem the Biltmore
Hotel has experienced with prospective buyers. Unless a General Plan Amendment
(GPA) is formally submitted, Planning staff will schedule this request with the next
series of GPA's initiated by the City.
Proposed Timeshare Resort - South Palm Canyon Drive at Mesquite (formerly the
Cameron Center) - Commission reviewed a proposed 360 unit resort timeshare use
proposed at this 12-acre site. Key issues discussed included the proposed
timeshare use, density, building height, site plan and community concerns. The
Commission supported the applicant's proposal and determined that a timeshare use
developed as a destination resort would be able to qualify for hotel density. The
proponent, Pacific Monarch Resorts, owns and operates the Palm Canyon Resort
& Spa located at 2800 South Palm Canyon Drive. This existing project is very
successful and has resulted in opening escrow on the subject property. Due to the
size of this project and financial commitment required, I am suggesting that the City
Council receive an update at an upcoming study session.

N. Sunrise Way/Request for Zone Change (Update) - The Planning Commission,
at its Study Session of September 18, 1996, reviewed the request by Robert
Alcumbrac for a change of zone along the easterly side of Sunrise Way directly
opposite the Lucky store now under construction. The properties are currently
zoned "R-1-C"; the request is for a commercial designation. Mr. Alcumbrac, along
with other owners, is concerned that the development of the shopping center
expansion has contributed to the undesirability of the properties for single family
residential use. The Planning Commission discussed the possibility of a change to
the "P" Zone, among other alternatives, as this area has similar characteristics to
the Vista Chino frontage between Sunrise and Farrell that was recently rezoned to
"P". Any zone change of this nature will also require a General Plan amendment.
Staff has reviewed the application process with Mr. Alcumbrac.
360 W. Racquet Club Road - Planning and Building has received a building permit
plancheck application for a remodel at the subject address. The applicant, Dana Kay, is
proposing to remodel the existing store, "Once Loved Furniture," into a new store , "Covers
for Lovers". Since there is a history of several non-conforming issues involved with the
property, staff will cease further processing of the plancheck request until the issues are
resolved.
Harley' - Staff received an application# plan check for the installation of a kitchen hood
at Harle 's, located at 166 No. Pam Cann n Drive. The planq_"re unclear from the point
of view hat additional information was not d (pool table, bar couhter, etc.) which reflected
a sport bar along the rear of the building In order to open a sports bar, the applicant will
be re ired to file a 0,6nditional Use Pe it. The plans were rejected and the ap 'licant

RE: La Cabana Restaurant, 1800 East Vista Chino
Dear Mr. Gill:
City staff has notified the property owners for La Cabana
Restaurant regarding the City's concerns as well as the
neighborhood complaints regarding the use of the premises. Staff
has requested that the premises be opened and available for
inspection by City officials. However, the request has been
ignored and the applicants have failed to respond to the City's
concerns regarding the land use.
The City respectfully requests that the issuance of the liquor
license for La Cabana be withheld until such time the owners
cooperate and receive the necessary approvals, (if necessary)
from the City.
