CASE 3.0445. Application by OUR LADY OF SOLITUDE CHURCH for architectural

B-D Zone, Section 15.
1. Patio Pavers:
Approved subject to the following condition: That concrete banding
be installed around the interior patio portion.

SIGN APPLICATION. Application by QUIEL BROTHERS SIGNS for architectural approval
of revised sign for PS Storage at 1400 S. Gene Autry Trail , M-1 Zone,
Section 20.
Approved subject to the following conditions: That banding/framing be
utilized on the sign sides to match banding on the building.
CASE 3.0618 (MINOR). Application by SILK ROAD RESTAURANT (formerly Sensu) for
architectural approval of revised plans for an awning over an existing
patio , N. Indian Avenue, CBD Zone, Section 15.
Approved as submitted .

CASE 3.0460 (MINOR) . Application by the CITY OF PALM SPRINGS for architectural
approval of revised plans for a 15-foot sound wall at the north end of the
airport runway between Tamarisk Road (extended)/Tachevah Road (extended), A
Zone , Section 12.
Planning Director stated that several months ago the Commission reviewed
the sound wall at the Airport, which will buffer the neighborhood to the
west from jet take off noise; that the wall will be behind an industrial
park on Research when the land is fully developed; that the design was
approved with a high gloss glazed tile which was bid twice and both bids
exceeded the airport budget; that the architect redesigned the wall using
precision block; and that the City Council will review the new design at
its August 9th meeting; and has recommended that the design be simplified.
Al Smoot , Director of Transportation & Energy, stated that two bids have
been completed for the project; that approval is requested of standard
masonry with a color scheme to be coordinated with staff; that the Council
prefers the stair-stepped design; that the view of the wall will be from

several thousand feet; that the wall will be behind the buildings in the
industrial park; and that the color scheme will be on both sides of the
wall .
Chairman commented that the original design will be followed but in another
material and the AAC recommended a band as a design element.
Director of Transportation & Energy stated that original design will be
followed , in reply to Commissioner Dotson.
Commissioner Dotson commented that he liked the original design with the
original materials .
Reuel Young, project architect, Civic Drive, explained that the color
palette will be muted using the precision block material and the design can
be made simpler per the Council and will be the standard block. He stated
that the bolder colors that are available are red brick and gray precision
block, but that he wanted a timeless look (not a 1989 design) and he chose
ocre, buff, and gray because it was muted and timeless.
Motion was made by Olsen to approve the revised wall subject to AAC condi-
tions , incorporation of the band , and uniform stepping down on the ends of
the wall . Motion died for lack of a second.
. Commissioner Mills stated that Council wants a stairstepped pattern like
the original but the color changed to masonry colors .
Commissioner Whitney asked about the difference in the costs and stated
that she liked the original design .
Transportation & Energy Director stated that natural precision block wall
is $265,000 and the glazed block is $358,000.
Commissioner Edgmon suggested paint to achieve the effect of the original
design.
Planning Director stated that it would better to paint only highlights
because of maintenance since the wall will be hit by jet blasts .
Transportation & Energy Director asked that the Commission approve the wall
at the meeting since it is necessary for Council action; that two bids have
been completed; that it will not be seen after the industrial park is com-
pleted; that the masonry material will have a good effect; and that staff
will resolve the stairstepping design with the architect .
Commissioner Edgmon stated that gray and red would be trendy and muted
tones should be used .

Commissioner Mills dissented because he felt the wall should be articu-
lated , not flat.
PUBLIC HEARINGS
CASE TPM 23130 REVISED. Application by MAINIERO SMITH AND ASSOCIATES for Steven
Nichols for a tentative parcel map to create four parcels on property
located at Tram Way/N. Palm Canyon Drive , U-R/R-3/R-1-A Zones , Section 3.
(Environmental Assessment was previously prepared in conjunction with the
Planned Development District (PD-198) for the property.)
Recommendation: That the Commission approve the map subject to conditions .
Planner (Goodwin) stated that the original map had three parcels and the
revised four; and that the PD approved for the map is for a shopping center
on Parcel 3 and that Parcel 4 was an "out" parcel which is now included in
the subdivision. She stated that all original conditions apply and that a
condition should be added that there be no access to Parcel 4 from Tramway
or N. Palm Canyon (with joint access through Parcel 3) . •
Chairman declared the hearing open.
Rick Gunderson, Mainiero Smith & Associates , project engineer, 777 E.
Tahquitz Way, stated that the conditions are acceptable but asked if the
requirement for a hydrology study could be deleted since this condition was
part of the Planned Development District conditions for the shopping center.
Planning Director stated that staff will review the PD conditions and if
the study has been submitted , the requirement will be deleted.
There being no further appearances; Chairman declared the hearing closed.
M/S/C (Olsen/Whitney; Mills abstained; Hough absent) approving TPM 23130
(Revised) based on the following findings and subject to the following con-
ditions:
Findings :
1 . That a parcel map is the appropriate application for the proposed
subdivision.
2. That The site is adequate in size and shape to accommodate the pro-
posed subdivision.

3. That Parcel 3, a 12.7 net acre site , is adequate in size and shape to
accommodate the proposed commercial development.
4. That all development in the Urban Reserve (UR) Zone (Parcel 1) shall
be subject to the Planned Development District Provisions of the
Zoning Ordinance.
5. That the proposed subdivision as conditioned , including a requirement
that no development will be allowed on Parcel 1 prior to the prepara-
tion of an Environmental Impact Report , is consistent with the City' s
General Plan and Zoning Ordinance.
6. That conditions have been imposed to insure that the proposed map
will not be detrimental to the public health , safety, and welfare .
7. That the site is served by North Palm Canyon Drive (Hwy. 111) and
Tram Way (major thoroughfares ) which are adequate in size to service
the traffic to be generated by the proposed project.
8. That a Negative Declaration with mitigation measures has been filed.
Conditions:
1. That the creation of Parcels 1, 2 and 4 are for the purpose of con-
veyance of title only.
2. That an Environmental Impact Report shall be prepared prior to
development of Parcel 1 in accordance with the Zoning Ordinance
Section 9222.00
3. That all conditions of the Development Committee dated May 1, 1988,
and August 9, 1989, shall be implemented .
4. That all development in the Urban Reserve Zone (Parcel 1) shall be
subject to the Planned Development District provisions of the Zoning
Ordinance .
5. That San Marcos Way shall be brought into alignment with Yorba Road .
6. That for Parcel 3 only one 35 foot access drive shall be permitted on
North Palm Canyon Drive (Hwy. 111) , driveway to be located approxi-
mately midway between Yorba Road and Tram Way.
7. That no access shall be permitted on North Palm Canyon Drive (Hwy.
111) or Tram Way to Parcel 4, joint use access on Parcel 3 shall be
provided to Parcel 4.
R. That the public entrance driveway on Tram Way shall be located 280-
300 feet easterly of the service driveway.

9. That a hydrology study shall be prepared for Parcel 3 and submitted
prior to Planning Commission review (condition to be deleted if pre-

May 11, 1988, shall apply.
11 . That dedication shall be required but improvements limited to Parcel
3 until development occurs on the other parcels .

CASE 3.0598 (MINOR). Application by PALM SPRINGS SPA HOTEL for architectural
approval of addition of peach colored elements on the porte-cochere at 100
N. Indian Avenue, C-2 Zone (I .L.) , Section 14.
Planner (Goodwin) stated that the project was originally submitted in June •
and approved subject to awning maintenance and that the dimensions are 22 x
22 x 6 ft . high.
Commissioner Whitney and Edgmon stated that they did not like the pyramid
effect.
Commissioner Mills stated that he liked them and that they are an improve-
ment because the facade of the building is flat and monotonous but that he
had concerns about the use of awning materials in general although the
hotel is a prominent one and will probably maintain them well .
Motion was made by Mills, seconded by Dotson, Hough absent, for approval as
submitted .
The vote was as follows:
Ayes : Mills, Dotson, Lapham
Noes: Whitney, Edgmon, Olsen
Absent: Hough
There was a 3-3 vote and a restudy of the awnings resulted.
Commissioner Olsen stated that the hotel is flat but should not be dealt
with by the use of awnings and something more significant should be added .

CASE 3.0630. Application by RICHARD FISCHER for architectural approval of a
general office/warehouse building on Valdivia Way, M-1-P Zone, Section 7.
Planner (Abbas) explained that the project is a shell building; that
tenants will rent a portion of the complex for warehouse/ office facilities ;
that staff recommends a landscaping strip even though the AAC felt it
should not be provided because of maintenance problems; that rolling doors
should be used at the side for free access (Fire Department recommenda-
tion); that the trash enclosures will be required to be moved out of the
front setback; and that the material is a scored block and has no color
accents .
Chairman stated that the color scheme is too uniform (all gray) .
Commissioner Edgmon agreed and asked about the landscape strip.
Planner explained that the AAC felt that the strip was difficult to reach
and would not be maintained.
Chairman explained that the AAC felt there should be a five foot strip to
the edge of the building which wraps around and tucks into the building;
that there will be industrial uses next to it; and that the strip would
probably not be maintained.
Richard Fischer, Research Drive , project architect, stated that the appli-
cant has agreed to coloredmull ions on the building to relieve the monotony;
• that landscaping can be placed at the ends and wrap around the building;
that the design theme is supposed to be Spartan; and that there will be
sign boards for signs as part of the design which will create life in the
building.
Commissioner Dotson asked if there will be variations in the grays .
Mr. Fischer replied that there will be contrasting grays and that blue and
turquoise mullions could be used to which the client will probably agree .
In reply to Commissioner Dotson's question, Planning Director stated that
if a landscape strip is required , the building would have to be reduced to
provide driveway width, but that the two-way streets ending in one-way will
be acceptable with signing.
Planner stated that the sign program will be required as an added condi-
tion.
Chairman suggested that a color board be provided showing the grays and the
addition of an accent color for AAC and Commission approval .

following conditions:
1. That the rear roll up doors be relocated to the sides .
2. That the 5 ft. landscape strip not be provided in the rear of the
building.
3. That the pilasters be increased to 16 inches in depth and the top
courses stepped down with two 8 inch courses.
4. That mechanical screening be provided .
5 . That a sign program be submitted for AAC and Planning Commission
approval .
6. That all recommendations of the Development Committee be implemented.
7. That the colors be restudied and a color board submitted showing the
grays and an accent color.
CASE 3.0645. Application by DESERT WATER AGENCY for architectural approval of •
carport at 1200 S. Gene Autry Trail , M-1 Zone, Section 20.
Planner (Goodwin) stated that the applicant wants to install metal carports
in the employee parking lot off Gene Autry; that there will be two struc-
tures (one next to the building and one in the parking lot); that the AAC
felt that the design should be integrated with the building; that the
building is an award winning one; and that the AAC did not review the
revised design shown on the board.
Commissioner dills asked about the design of the structures where the roof
spans the planters.
Planning Director stated that the planters will be removed.
Planners showed the trees that will be removed for the carport installation.
Gordon Lewis, Engineering Supervisor for Desert Water Agency (DWA) , stated
that the revised plans address AAC recommendations for restudy; that
the revised scheme provides more information to the Commission; and that
there will still be an abundance of landscaping even after the trees are
removed.
Chairman stated that he visited the site and the structures will not be
seen from the street; that the AAC recommended stepping of the carports •
which is now shown on the board; that a restudy would not be effective;
and that a 10 inch fascia is adequate for the metal carports.

Commissioner Mills asked about the fascia width.
Mr. Lewis explained that there are 3" , 6" and 10" fascia widths and 6" was
chosen which he hoped would be approved although 10" could also be con-
sidered .
Commissioner Mills asked if there would be a problem if openings were left
for the existing trees; and that a 3" fascia should be used to create a
thin line. He suggested that openingsdprovided over the planter locations
to allow landscaping to grow through. e
Mr. Lewis stated that the DWA is trying to accommodate as much employee
parking as possible.
Commissioner Mills explained that there would be the same number of spaces
as if the trees were not deleted.
Planning Director stated that there was parking only on one side of the
tree wells; that there would be a five parking space loss; and that a
center planter series could be developed and the openings left.
• Commissioner Mills stated that center planters would be acceptable.
Chairman suggested that instead of having a carport offset the trees could
be moved to the center and the openings left.
Mr. Lewis stated that with the type of construction proposed , which has a
cantilevered roof, he did not know if the suggestion would work.
Chairman stated that the manufacturer of the carports can make the design
work.
Planning Director asked if the Commission wanted the structures overlapped
if they are stepped; and Commissioner Mills stated that it made no
difference .
M/S/C (Mills/Olsen; Hough absent) approving application subject to the
following conditions:
1 . That the revised plan shown on the board on August 9 be used .
2. That the fascia be 3 inches .
3. That planters be centered in the double-wide carports .
4. That a landscape plan be submitted when the plans are submitted for
plan check.

SIGN APPLICATION. Application by IMPERIAL SIGN COMPANY for Swifty's for archi-
tectural approval of revised elements of a main identification sign for a
restaurant (formerly Bakers Square) , 411 E. Palm Canyon Drive, R-3 Zone,
Section 26.
Planner (Forcucci ) stated that this is the second review of the sign; that
the applicant is requesting a cabinet shaped like a lighting bolt, but that
the AAC recommended restudy of the revised design submitted to the
Committee on August 7.
Chairman suggested a lighting bolt in the center and a panel on each side,
one saying "Swifty's" and the other saying "Diner" .
Planner stated that the lighting bolt will be at an angle and the yellow
color removed; and that the lettering is white and the panel black.
M/S/C (Mills/Dotson; Hough absent) for a restudy of the sign and noting AAC
and Commission recommendations for design and color.
SIGN APPLICATION. Application by VOSS INVESTMENTS for architectural approval of
a revised sign program for a retail/restaurant complex on the northeast
corner of Cabal leros/Tahquitz Way, C-1-AA/R-4-VP Zones (I.L. ) , Section 14.
(Ref. Case 3.0272)
Commissioner Dotson stated that the sign script should be done more profes- •
sionally because the letters do not flow.
Chairman stated that the script on the menus is well done; and that the
renderings probably were a quick depiction and will be done more profes-
sionally when the sign is made.
Planner (Abbas) stated that the other signs in the complex were approved
as stainless steel ovals , and that the applicant submitted two renderings
for the Commission to choose one. She stated that the boulders around the
side are tied into the boulders of the landscaping.
M/S/C (Dotson/Edgmon; Hough absent) approving the revised sign program sub-
ject to the following conditions:
1. That the sign can be squared off and the boulder surround dropped to
midpoint of the sign field.
2. That the boulder base be increased in width.
3. That the sign be perpendicular to the street.

TIME EXTENSION - TTM 18087. Application by ANDREAS HILLS INC. for approval of a
twelve-month time extension for a tentative tract map on Bogert Trail for
subdivision of property for lot sales , W-R-1-B Zone, Section 35 and 36.
Planning Director stated that the application was pulled off the consent
agenda because a letter was received from the applicant requesting deletion
of a condition of approval for architectural review of the home sites since
the applicants have hired an architect to review the plans and also have
their own design review process . He stated that the Zoning Ordinance
requires that there be architectural approval on Lots 29 through 40; that
the Director of Community Development recommends removal of the requirement
because of the high fee and the long processing times and that the appli-
cant is not present. He stated that the south property line faces the
County which does not require architectural review; that Dr. Tynberg
requested removal of architectural approval conditions on his map (which
was denied by the Commission); that there is architectural approval on the
Milner Tract; that poorly designed houses have been submitted in architec-
tural areas; and that staff could review plans and bring problems to the
Commission.
Chairman stated that review of single-family residences is cumbersome and
time consuming and that an ordinance requirement should be developed so
staff has approval of well designed homes and problem-designs are reviewed
by the Commission. He stated that it takes two months to process a house .
Planning Director stated that houses are being processed in three weeks
because staff has expedited this process; that it will continue; and that
architectural approval is required on all projects along Bogert Trail with
the exception of the rear portion of the Tynberg Tract.
Commissioner Dotson suggested retaining architectural control on hillsides
and Bogert Trail with the other lots to have staff approval .
Planning Director stated that the Director of Community Development would
like to delete the requirement, but that the Commission and Council have to
decide what is important and what is not.
Commissioner Mills stated that he was uncomfortable with architectural
approval on single-family homes except for extreme hillside conditions . He
stated that architectural approval could be relinquished on single-family
residences except for landscape review to keep the continuity in the street
scapes.

Planning Director commented that the idea was a possibility but that the
time extension for the map should not be held up because of the architec-
tural approval which could be scheduled for the next Commission meeting.
Commissioner Edgmon commented that Bogert Trail frontage deserves architec-
tural approval , like Vista Chino , because it is special .
Chairman stated that in general Andreas Hills has well-designed houses even
though much of it was built without architectural approval ; and that there
is a beautiful mix of houses.
Planning Director stated that the time extension could be approved as it is
and the architectural approval condition reviewed by the Commission later.
M/S/C (Olsen/Edgmon; Hough absent) approving the 12-month time extension
for TTM 18OR7 with a new expiration date of September 4, 1990.

Downtown Design Program. Consultant Bob Jani died and the program has to
be reassessed.
CASE 3.0223 Matzner/Cheroske Appeal . Bob Cheroske died so the item will be •
continued by the Council .
COMMISSION/STAFF REPORTS OR REQUESTS.
Downtown Design Plan. This document to be sent to the Commission for the
study session on August 16.
Processing Time of Maps. Planning Director stated that the time is approx-
imately 22 months because of delay on flood control comments . Processing
may be somewhat slowed because of the death of the Engineering Aide who
monitored the projects. The school district usually does not comment
although the fees they receive do not cover the cost of school needs and
the schools do not have enough funding for the future.
Landscaping in M-1-P Zones. Landscaping helps the M-1-P areas and lessens
outside storage and damage of buildings by vehicles .
Desert Hospital Master Plan (Case 5.0421-PD-185-Revised ). Commissioner
Dotson suggested that the Desert Hospital Master Plan be reassessed because
of the space created by the loss of the E1 Mirador Tower Building. He
stated that reconstruction of the building is not imperative since it will
be a reproduction , not an historic building, and the hospital is going
ahead and stating it would be approved . Commissioner Mills stated that the

building is replacing an existing building and does not need architectural
approval . Planning Director stated that the hospital has a vested right to
the plan and the City has determined that the building can be rebuilt under
different sections of the Zoning Ordinance (such as the non-conforming
building section) if done within a year; and that the plans do not have to
be approved by the Commission. Commissioner Mills stated that it is an
exact replica of the building using new materials; that the memories of the
site should be kept even though the building will be a replica; and that
the hospital deserves credit because the rebuilding will not be cheap.
Commissioner Dotson stated that there is still the concern of the helipad;
the Master Plan is not approved and the EIR; and that the hospital conti-
nues the Master Plan as if it had a vested right. Commissioner Mills
stated that the hospital has approval . Commissioner Dotson remarked that
the hospital has approval to restore a historic building not to build a new
one and to continue may invite more problems with the Master Plan .
D'Amico' s Rebuild. Paul D'Amico has been negotiating with the exact extent
of the property for reconstruction of his fire demolished restaurant. He
may need a larger site but has not submitted any plans or discussed
rebuilding with the Planning Division.
Colored Lights . ReMax and the Courtyard still have illegal colored lights .
Staff will review.
• - Smoketree Shopping Center. There is a vile odor between the old Vons and
Wesley's in the back. The Ralph's Market at Smoketree is in plan check.
Tony Roma' s. Roma' s is rebuilding.
