Approval of Minutes
The Planning Commission minutes of November 9, 1977, draft distributed,
were approved unanimously.

�... CASE 5.0023-CUP - Application by MURRAY CONSTRUCTION COMPANY for a Conditional
Use Permit to allow a single story condominium complex on property
situated on the southwest corner of Camino Parocela and Cerritos Drive
R-G-A (8) and R-1-C Zones, Section 24.
The following was received from the Tribal Council :
"Although the above concerned property. is now Indian land,
the Tribal Council is advised that the "flood-plain" line
shown on the plan permits increased use and building space,
and is not consistent with the same line across adjacent
Indian-trust land to the east".
Planning Director stated that although new plans had been reviewed by the
Architectural Advisory Committee, they had not been received in time- to be re-
viewed by the Development Committee, and that staff recommends' a continuance
to December 14, 1977, so that they can be presented to the Development Com-
mittee.
Planning Director stated further that this case had been noticed for public
hearing and should be heard at this meeting.
William Murray, the applicant, stated that he had no objections to a conti-
nuance of this case.
Chairman then declared the hearing open. Since there were no appearances,
the hearing was declared closed.
Case 5.0023-CUP will be continued to the December 14, 1977, meeting of the
Planning Commission.
CASE 5.0033-CUP - Application by CAIN DEVELOPMENT CORPORATION AND C. G. DUNHAM
for a Conditional Use Permit to construct a complex of single-story con-
dominium units on the north side of Mesquite between Cerritos Road (ex-
tended) and Sunrise Way, R-1-C and W-R-I-C Zones, Section 24.
Commission response to written comments on Draft Negative Declaration and
action for filing.
No comments received.
The following was received from the Tribal Council :
"The Tribal Council , in accordance with recommendations of the
Indian Planning Commission, approved the request, but decries
the provisions of staff's recommended Condition No. 4. Therein
it is declared that reasonable and compatible use of that portion
of the land outside of a flood plain, must be compensated by dedi-
cation of other portions of said property for public purposes,

which can only be interpreted as a gift to the City in exchange
for a use permit. In the opinion of the Tribal Council , public
use of land should depend on the payment of funds for such use,
and under no circumstances should public acquisition be effected
as compensation for the reasonable use of property."
Planning Director referred to the wall map to show the location of the
property.
Planning Director then read the staff report which indicated that a large
portion of the property is subject to severe and frequent flooding, and
possibly will be even after the flood control improvements are made to
the channel . He stated further that the applicant was offering to dedi-
cate the property development rights to the City for public use. (_This
statement was clarified later by the Planning Director. )
Planning Director stated that there would be a transfer of density on this
property.
Planning Director stated that staff was recommending approval of this Con-
ditional Use Permit subject to certain conditions, and that three condi-
tions of the Development Committee had been deleted after review by staff,
and that the Architectural Advisory Committee had reviewed minor revisions
to the site plans and elevations and recommended approval as submitted.
Planning Director then stated that staff wished to alter staff recommenda-
tion No. 4. He stated that this property is Indian Trust Land, and that
the developer of the property is a long-term lessee of the property and
does not have the ability to dedicate portions of that land. He stated
further that what staff is recommending as an alternate wording in Condi-
tion No. 4 is the same wording that was used in a previous project approved
downstream from this project which is that the portion of the property with-
in the flood plain remain in a natural open space use so long as this pro-
ject is enjoying the density transfer onto. the buildable portion of the land.
This alternate wording would then satisfy all requirements,
Planning Director stated that Condition No. 5 which was to eliminate swim-
ming pool and cabana from the flood plain area would be deleted because
the engineer for the project had brought in a detailed new topographic
map that had been made of this site, and the area where the swimming poor
is proposed with very little change will be out of the flood plain area.
Planning Director then read the Tribal Council recommendations and stated
that t with t� he changes that had been made to staff recommendation No. 4,
the Tribal Council concern would be satisfied by the alterations.

Commissioner Harris asked if the City waived the dedication of Cerritos
at this time, what would happen in the future if Cerritos is slated to
go through.
Planning Director stated that staff is recommending requiring the dedica-
tion of the right of way, but waiving the construction improvements at this time.
Commissioner Ortner then asked that Planning Director read the alteration
to recommendation No. 4, for review.
Chairman then declared the hearing open.
Thomas Essen, Pace Engineering, 431 South Palm Canyon Drive, engineer for
the project, then spoke in favor stating that he concurred with the staff
recommendations, and that in regard to Condition No. 4 of the recommenda-
tions it might be a moot point as to whether anything would have to be
said about the area in open space since the transfer of density would take
place within the boundaries of the Conditional Use Permit, but that there
was no objection to staff's language. He also stated that his client con-
curred with the waiving of development rights. He stated further that he
had problemspreviously with th p e development right

that fill material was needed for the final grading plan, The final grading
plan has not been developed -at this time, and that this problem could' be
discussed at a later date. He stated, regarding Condition No. 5, (the
cabana and swimming pool area) that there would be some movement of dirt
for this portion of the project.
Larry Simons, 1014 St. George Circle, then spoke in opposition to the pro-
ject stating that he lived south of the proposed project and had no objec-
tion to the complex; however, he felt that the project would cause more
flooding at the corner of Mesquite and Sunrise, and also that Mesquite
has become almost a speedway. Mr. Simons stated further that tree additional
traffic generated by this project could cause some dangerous situations to
arise. He stated further that he felt that the project should be halted
until an entrance is made on Cerritos for the project.
Chairman then asked Planning Director if these problems had been discussed
with the applicant, and Planning Director stated that staff was waiting for
a flood control report from Riverside County in which specific recommenda-
tions would be made.
Planning Director stated that the Tahquitz Channel Flood Project was forth-
coming, at which time a bridge would be installed at the Tahquitz Channel
along Sunrise Way which would alleviate the flooding problem. Planning
Director stated that the water situation would not become any worse, but
should be corrected or approach correction with the development of this pro-
perty. He stated further that a grading plan will be required from this
project and that the plan will have to refTect that any drainage from this
project will not further impact that intersection.

Chairman asked if any recommendations in the flood control report would be
consolidated in a report to the Planning Commission at the time the grading
plans were submitted, and Planning Director stated that these recommenda-
tions would be reflected at a later date, and that the Planning Commission
would review these recommendations as conditions of the subdivision map.
Commissioner Harris stated that perhaps the Commissioners were being pre-
mature in approving this project if no word had been received from the
flood control district since grading is one of the first undertakings in
a project.
Commissioner Ehrens stated that the water at that intersection comes east
along Mesquite from Palm Canyon and asked if that street falls to the east.
Planning Director stated that the water in that intersection is not water
that is coming from the east and flowing west alonV Mesquite avenue which is
a water-carrying street, and that the water is coming from the Deepwell
area. He stated further that this project will not add to the problem.
Commissioner Harris stated that it was not his purpose to indicate that
the City could solve the problem, .and that if staff was assuring him
that this particular development would not aggravate the problem, then
he would have no objection to it.
Mr. Simons stated that he would like to recommend to the Commission that
before an approval is given to the plan, there should be some assurance
from, the developer that there will not be any flooding. He stated also
that he felt this water was not coming from Deepwell alone, but from all
directions. He stated that he also felt that Farrell when flooded created
a problem for emergency equipment, and he felt that the project should not
be approved until this drainage problem is solved.
Louis Bloom, 1001 St. Bimini Circle, then spoke in opposition and agreed
with Mr. Simons regarding the traffic and water problems. He stated that
he felt that traffic signals should be placed on the corner of Mesquite
and Farrell to alleviate the traffic problem.
Chairman then asked the project engineer, Tom Essen, to respond to these
objections.
Mr. Essen then stated that comments regarding the drainage have nothing to
do with the project since the land drains to the north and to the east, and
the project will drain to the east because that is the way Mesquite Avenue
goes along the frontage of the property.
Commissioner Harris asked if all drainage would be to the north and east,
and Mr. Essen stated that no drainage will be delivered to Mesquite and Sun-
rise from this project.

There being no further appearances, the hearing was declared closed.
Chairman asked that when Mesquite is extended would it be the same on
this project as it is on Sunrise where there is a "W'. Planning Director
stated that there would not be an inverted 'Y' and that there will be a
redesign of the street when the Tahquitz project becomes a reality, and
that the street will not be a water-carrying street.
Commissioner Ehrens asked if the channel at the north end of Mesquite and
Sunrise is carrying the water off efficiently, and Planning. Director stated
that that is the intent of the earth berm which carried water to the cen-
ter of the channel . Commissioner Ehrens then stated that the drainage
problem is of long standing, and that this project is not creating a further
problem.
Commissioner Chase stated that he would like to see the recommendations
of the flood control district before approving the conditional use permit.
Planning Director stated that approval of the conditional use permit means
only that the Commission is approving the density transfer and plot plan;
however, the item could be continued if the Commissionfelt uncomfortable
making a decision at this time. Planning Director stated further that
with the Commission reviewing the grading plan which can only be developed
after receipt of the flood control report, Commission could approve the
permit at this time.
Chairman stated that the grading plan would still be r:evi.ewed by the Com-
mission whether it approves the permit or not. I
Commissioner Ostertag reviewed the discussion at this point, and Commissioner
Ehrens asked if the project is in the same category as the project approved
on Farrell . Planning Director stated that all of the property in that area
slopes east, and that water would naturally run downhill in the area.
Motion was made by Ehrens, seconded by Allan (Lapham absent) and unanimously
carried approving this application subject to all conditions of the Develop-
ment Committee.

CASE 6.298-Variance Application by COASTAL CONSTRUCTION COMPANY (El Dorado
Homes, Phase II) for a variance from density requirements on a project
located on the southeast corner of Mariscal Road and Via del Norte,
R-G-A (6) Zone, Section 3.
Planning Director stated that this item had been continued to allow the
applicant to indicate to the Commission the hardship which exists if
the applicant is not allowed to build the project as originally planned.
Planning Director stated that the applicant had submitted an alternate
plan which leaves out one four-unit building and extends the size of the
recreation building, adds some additional recreational amenities, and
has more parking, and other minor changes. The Architectural Advisory
Committe reviewed the approved site plan as well as the alternate and
recommended further study of the plan since both plans appeared too dense
and rigid.
Planning Director stated that at the study session held November 23, 1977
the City Attorney explained the legal implications if the applicants could
not build out the property as originally planned, and that the applicants
were in the audience at the present time and would present their case
to the Commission.
There being no further discussion, the hearing was declared open.
Roger Himovitz, the applicant, then reviewed the history of the project and
stated that the Planning Director had explained to him that proving hard-
ship was necessary to obtain the variance Then he explained that pri-
ginally, all improvement costs and charges had been based upon building
100 units. He also stated that after four months of meeting with those
homeowners of Phase I in opposition to the building of Phase II, a compro-
mise had been reached, and that there are now no objections to the project.
There being no further appearances the hearing was declared closed by the
Chairman.
Commissioner Allan stated that she was in favor of the project being com-
pleted as originally planned.
Commissioner Ehrens asked if the variance were approved, would the Commis-
sion be approving 44 units or less and Planning Director stated that if the
variance were approved, there would be 44 units built.
Commissioner Ehrens asked if the project were to be restudied, perhaps the
Architectural Advisory Committee would not approve it, and Planning Director
stated that if the project had been submitted today, the AAC would have
recommended restudy of the entire project; however, the Commission is re-
viewing completion of an older project almost as it was originally approved.

After further discussion, motion was made by Allan, seconded by Ostertag
(Harris abstaining, Lapham absent) and carried approving this variance_
application subject to conditions of. the. Development. Committee,
CASE 5.0034-CUP - Application by HALLMARK ENGINEERING, INC. for Joseph Barbera
for a. Conditional Use Permit to allow construction of a tennis court which
would extend into the required front yard setback are for property on the
west side of Camino del Mirasol and south of Camino del Norte, R-1-A Zone,
Section 10.
Commission response to written comments on draft Negative Declaration and
action for filing.
No comments received.
Planning Director read the staff report regarding this court noting that
staff recommended approval of the Conditional Use Permit subject to con-
ditions as noted in the staff report,(Condition No. 2 was eliminated which
reduced the length of the court by 4 feet to provide an 8 foot setback
which would have allowed maintenance of the oleander planting buffer, since
applicant indicated that he only wants ao build a full-size tennis court
and is willing to accede to a 4 foot rear setback instead of 8 feet. )
Planning Director stated that the property owners within 400 feet had been
notified and that staff had received only one letter from Edward Shea, 460
Vereda Norte who recommended a sunken court. Planning Director stated that
the staff recommendations of moving the court back to the 25 foot setback
line and dropping the court 2 feet would accomplish the same result as sink-
ing the court 4 feet.
Planning Director stated that the court and landscape plans had been reviewed
by the Architectural Advisory Committee which recommended as follows:
1 . That the tennis court be reduced in size 10 feet to meet the required
setbacks; or
2. That the court be moved to the west to meet the front yard requirement.
Commissioner Chase stated that if the applicant wants a full 120 foot court
and the property is 147 feet, if staff is recommending a 25 foot setback
that leaves only 2 feet around the court.
Senior Planner explained that the site expands to 160 feet, and the court
is skewed slightly so that the dimensions appear to work out since the
expansion of the site is to the larger dimension.

Commissioner Allan asked if the 25 foot setback would mean the nearest or
farthest corner, and Planning Director stated that the fence line of the
court would be no closer than 25 feet from the street.
Commissioner Allan then asked if an approved court (Gebhardt, Case 5.0021 )
was to the west and Planning Director stated that it was.
There being no further discussion, Chairman declared the hearing open.
Robert Saunders of Hallmark Engineering, Inc. , representing the applicant
then spoke in favor, stating that Mr. Barbera had no objection to moving
the court to the rear since there is an existing court to the west of the
site. Mr. Saunders asked if the Planning staff was recommending a full-
size court, and Planning Director stated that the staff recommendations
accommodate a full-size court.
No one spoke in opposition.
There being no further appearances, Chairman declared the hearing closed.
On motion by Harris, seconded by Ehrens (Lapham absent) and unanimously
carried, this conditional use permit was approved subject to all conditions.
CASE 5.0039-General Plan Amendment - Initiation by the CITY OF PALM SPRINGS to
consider amendments to the Land Use Element of the General Plan for pro-
perty on the northwest corner of Cherokee Way and East Palm Canyon Drive
and for property on the southeast corner of Vista Chino and Bogie Road.
Commission response to written comments on draft Negative Declaration and
action for filing.
No comments were received.
The following was received from the Tribal Council :
"The Tribal Council, in consistent accordance with recommendations of
the Indian Planning Commission, has approved the use of property on
the northwesterly corner of Cherokee Way and East Palm Canyon Drive
for commercial use. The Tribal Council has therefore approved the
proposed General Plan amendment on the last mentioned property.
Since the location at Vista Chino and Bogie Road is non-Indian land,
the Tribal Council noted the proposed plan amendment."
Planning Director stated that action by the Commission previously had con-
tim ed two zone change applications in order that the Commission could con-
sider whether or not to approve General Plan Amendments for these two appl.i- ,
cations.

CASE 5.0039-General Plan Amendment (Continued)
Planning Director read the staff report regarding. General. Plan Amendment
No 1 the northwest corner of the intersection of East Palm Canyon and
Cherokee Way) and stated that in 1973 under state mandate, there were
two actions taken to bring the General Plan and Zoning Ordinance into
conformance with each other as follows: l ) The General Plan was amended,
changing the land use designation from high density residential to medium
density residential to bring the area into conformance with the trend
that actual developments were being built at in the area; and 2) The zon-
ing was changed on this parcel from "Commercial" to "Garden Apartment-
Multi-Family Residential" to conform to the newly amended General Plan.
Planning Director stated that an application was denied for a neighborhood
shopping center on this property earlier this year based on approval of a
more appropriate site on the south side of East Palm Canyon, and that now
the developer has indicated his desire to develop a limited amount of
commercial activities on the site in conjunction with the total development
of some 25 acres.
Planning Director stated that the staff recommendation was to amend the .
General Plan Land Use Element to reflect a "General.. Commercial " designa-
tion for this corner.
Planning Director then read from the staff report regarding General Plan
Amendment No. 2 the southeast corner of Vista Chino and Bogie Road) sta-
ting that when the General Plan was adopted in 1966, this area was designated
"Low Density Residential", and that it had been changed in 1973 to "Airport
Noise and Blowsand" which still allows limited residential development.
Planning Director stated further that in 1969 the Planning Commission had
recommended the area for change of zone to "Industrial"; however, the City
Council did not complete the action because of some problems with other
property on the south side of the airport. He stated. that approximately
four months ago a zone change from 0-5 to M71-P was approved on the west
side of Bogie Road across from the subject area, and that the area is most.
logical for additional industrial land to be designated.
Planning Director stated that the staff recommendation would be to amend
the General Plan Land Use Element to designate the southeast corner of Vista
Chino and Bogie Road as an "Industrial" land use.
Commissioner Ehrens asked in regard to Amendment No. 1 if zoning is changed
to "Commercial" would the property to the west remain R-2. Planning Director
stated that at this time the Commission is only amending the General Plan
to allow commercial use of the land, and that in speaking with the developer
he desires a limited amount of commercial at that corner.
Planning Director has indicated to the developer that if Council approves
this General Plan Amendment, and this change of zone comes before the Commis-
sion on January 11 , 1978, staff would be recommending a Planned Development
District instead of a change of zone, and that the developer is in concurrence
with this approach to the project.

Commissioner Allan asked in regard to the General Plan Amendment No. 2
if this change would be in accordance with the state mandate.
Planning Director stated that all the state mandate states is that the
zoning ordinance and general plan must be in conformance with each other.
There being no further discussion the hearing was declared open.
Paul Butler, 2488 Alhambra Drive, representing Townhouse Builders (the
developer of the southeast corner of Vista Chino and Bogie Road) stated
that his staff had presented a master plan for 125 acres which shows the
developer's intent for the years to come, and that the developer wished
to put light commercial , mainly recreational , on the area which would be
compatible with the overall project. He stated further that the developer
would accede to the recommendation of a planned development district.
Ben Ramsey, Oceanside, representing Rose and Sam Minash (owners of the
northwest corner of the intersection of East Palm Canyon Drive and Cherokee
Way) then spoke in favor also stating that he was in concurrence with the
staff report.
No one spoke in opposition.
There being no further appearances, the hearing was declared closed.
On motion by Ehrens, seconded by Chase .(Lapham absent) and unanimously carried
recommendation was made for the amendment of the General Plan Land Use Ele-
ment to reflect a General Commercial"designation for the northwest corner
of East Palm Canyon Drive and Cherokee Way (General Plan Amendment No. 1 ).
On motion by Allan, seconded by Harris (Lapham absent) and unanimously carried
recommendation was made for the amendment of the General Plan Land Use
Element to designate the southeast corner of Vista Chino and Bogie Road as
an_. "Industrial" land use, (-General Plan Amendment No. 2).

There were no public comments.

ENVIRONMENTAL ASSESSMENT ITEMS - CONSENT AGENDA
Environmental evaluation reports were received by the Commissioners for
their review and study prior to the Planning Commission meeting. Further
review may be dispensed with and all items approved by motion.
Motion was made by Chase, seconded by Ehrens (Lapham absent) and unanimously
carried that a 'Negative Declaration by declared on the basis of no signi-
ficant impact or subject to mitigation measures being added to the project
to avoid or reduce the impacts to an insignificant level and that staff
prepare a draft Negative Declaration in conjunction with the following
cases, and also that Cases 5.0036-CZ and 5.0037-CUP be continued for fur-
ther study.
TENTATIVE TRACT MAP 10325 - Environmental assessment on request by KWL ASSOCIATES
for Van Kleeck Enterprises, Inc. for approval of Tentative Tract Map 10325
on property located between Golf Club Drive and Bolero Road, R-G-A (8)
Zone, Section 29.
CASE 5.0038-CZ - Environmental assessment on request by HENRY FRUEND (Fe `s Canyon
Estates) for approval of change of zone from R-TP I.L. to R-2 on property
located on the northeast corner of S. Palm Canyon Drive and Laverne Way,
R-TP Zone, Section 26.
The following was received from the Tribal Council ;
"The Tribal Council , in accordance with recommendations of the Indian
Planning Commission, approved the filing of a negative impact report
in the above case."
TENTATIVE TRACT AND PARCEL, MAPS
Planning Director reviewed and explained the maps and the Planning Commis-
sion discussed and took action on the following Tentative Tract and Parcel
Maps based on the finding that the proposed subdivisions together with
the provisions for design and improvement are consistent with the General
Plan of the City of Palm Springs and will not have a significant adverse
effect on the environment and subject to the conditions as outlined.
TENTATIVE PARCEL MAP 11523 - Request by WEBB ENGINEERING, INC. representing
R. Fragen for approval of Tentative Parcel Map 11523 on property located
on the northeast corner of Cerritos Drive and Tahquitz-McCallum, R-2 Zone,
Section 13.
This was given an environmental assessment under Case 5.993-CUP.
Motion was made by Ehrens, seconded by Chase (Lapham absent) and unani-
mously carried recommending approval of Tenative Parcel Map 11523 subject
to conditions of the Development Committee.

TENTATIVE TRACT AND PARCEL MAPS (Continued)
TENTATIVE TRACT MAP 7428 (Revised) --Request by WEBB ENGINEERING, INC. for
R. C. Ellis for approval of Tentative Tract Map 7428 (revised), dividing
one 53+ acre parcel into five, R-TP and 0-20 Zones, Section 30.
The following was received from the Tribal Council :
"The Tribal Council , in accordance with recommendations of the
Indian Planning Commission, approved the above map."
Motion was made by. Harris, seconded by Chase (Lapham absent) and carried
unanimously recommending approval .of Tentative Tract Map 7428 (revised)
subject to conditions of the Development Committee, as follows:
1 . That Items 3 and 4 of the Engineering Division memorandum be
deleted.
2. That development rights for lot "B" be dedicated in perpetuity
to the City of Palm Springs, or that lot "B" be dedicated in
fee to the City of Palm Springs for permanent open space purposes.
3. That lot "A", which represents the access road to all of the par-
cels, be shortened so that it does not provide access to lot "B".

The following was received from the Tribal Council :
"The Tribal Council , in accordance with recommendations of the

Motion was made by Ehrens, seconded by Allan (Lapham absent) and unanimously
carried recommending approval of Tentative Tract Map 11093 subject to con-
ditions of the Development Committee.

The Planning Commission reviewed plans, discussed and took action on
the following items involving architectural approval , subject to the
conditions as outlined:
CASE 3.014 - Application by C. ALFRED SEVERINO for architectural approval of
revised plans for a 3-unit apartment house on Calle de Ricardo, R-2
Zone, Section 19.
Motion was made by Allan, seconded by Harris (Lapham absent) and unanimously
carried approving this application subject to the following conditions:
1 . That the buildings be offset in elevations where the roof changes
from a hip roof to a flat roof.
2. That the roof color be changed from white rock to desert gold color.
3. That detailed landscape, irrigation, and exterior lighting plans be
submitted.
CASE 3.027 - Application by RICHARD A. HARRISON for L. H. Stein for architec-
tural approval of industrial complex on Vella and Mesquite, M-1 Zone,
Section 19.
Motion was made by Chase, seconded by Ehrens, (Lapham absent) and unanimously
carried approving this application subject to the following condition,: .
1 . That a Development Committee recommendation be modified so that a total
of 20 feet of landscaping be provided along the street frontage.
2. That detailed landscape, irrigation, and lighting plans be submitted.
3. That a detailed sign program be submitted.
CASE 3.033 Application by PARLIAMENT PROPERTIES, INC, for architectural appro-
vai olandscaping of tennis court at 330 Chino Drive, R-1-A Zone, Section 10.
Motion was made by Chase, seconded by Allan (Lapham absent) and unanimously
carried approving this application subject to the following conditions:
1 . That the east property line hedge be changed from Carolina Cherry to
5-gallon oleanders, 4 feet on center.

CASE 2.993 -Application by D & B BUILDERS COMPANY; INC. for reconsideration
of revised elevations and site plans for a 33-unit apartment complex,
750 Murray Canyon Drive, R-2 Zone, Section 35.
Senior Planner presented revised plot plan for the subject project and
reported that the Architectural Advisory Committee had reviewed the
same plan at their meeting on Monday, and had recommended approval subject
to the submission of detailed colors and materials. He indicated that the
building had been adjusted along the fairway line, and that some additional
parking spaces had been added.
After review of the plans by members of the Commission, motion was made
by Ehrens, seconded by Ostertag (Lapham absent) recommending approval
of this application. The vote was as follows; Ayes - Ehrens, Ostertag;
Noes - Allan, Chase, Harris, Ortner; ,Absent - Lapham. The application
was denied.
CASE 5.938-CUP - Application by R. W. CARVER for B. K.K. Leung and Associates
for consideration of revised landscape plans, for shopping center complex
on the northwest corner of Sunrise and Vista Chino, Section 2.
Motion was made by Chase, seconded by Ehrens (Lapham absent) and unanimously
carried approving this application subject to the following conditions;
1 . That the entries be restudied and revised plans be submitted for staff
approval .
2. That ocotillos at entries be eliminated and replaced with gentle 3'
mounds and desert motif landscaping to include palm trees of 5 to
25 feet in height and varities of desert landscaping, including yuccas,
ocotillos, boulders, and ground cover.
3. That 36 inch box olives be substituted for the carob trees in the
front parking area.
4. That Ficus Nitida be substituted for approximately half of the ever-
green pear trees.
5. That half of the street trees be 24 inch box size.
6. That half of the eucalyptus can be reduced to 5-gallon size.
CASE 3.035 - Application by PATRICK SHEEHY for Joan Billings for architectural
approval of single family residence at corner of Fern Canyon Drive and
Ramon Road, R-1-A Zone, Section 22.
Motion was made by Ehrens, seconded by Allan (Lapham absent) and unanimously
carried approving this application subject to the following conditions:

2. That detailed landscape and irrigation plans be submitted.
NOTE: The AAC noted that the height of 18' exceeds the 15' requirement and
would require an administrative minor modification.

1 . That all but one of the words "South" be eliminated.
2. That small placque signs only be used for each business within the
complex.
3. That the small signs be submitted for staff approval .
SIGN APPLICATION - Application by A. GEYER for architectural approval of sign
program on commercial building at ff03 North Palm Canyon Drive.
Motion was made by Chase, seconded by Harris (Lapham absent) and carried
unanimously approving this sign application subject to the following
condition:
1 . That all signs be of the same sandblasted-wood type.
MISCELLANEOUS
TENTATIVE PARCEL MAP 8875-Request for Extension - Request by HALLMARK ENGINEERING,
INC. for C. Reller for a 6-month extension for approval of Tentative Parcel
Map 8875. R-1-8 Zone, Section 27.
Motion was made.by Ehrens, seconded by Allan (Lapham absent) and carried
unanimously approving this six-month extension for approval of Tentative
Parcel Map 8875.

CASE 5.0036-CZ - Environmental assessment on request by CATHEDRAL CANYON WEST
for approval of change of zone from Urban Reserve to R-l-A on the west

This item was continued for a baseline study since access to the site is
through Cathedral Canyon and is in the Palm Hills General Plan..
Staff will confer with various agencies to determine the kind of services
required.

This item was continued in order to conduct a traffic study which had been
recommended by the Traffic Engineering Division because of the location
