Chairman announced that Mr. J. Theiss of the Desert Water Agency had been
appointed to the Architectural Advisory Committee.
Approval of Minutes: The Planning Commission Minutes of May 11 , 1977,
drafts distributed, were unanimously approved.

CASE 6.295 - Application by SUN DIAL INVESTMENT, INC., for a Variance from
the 200 ft. setback requirement for second story in R-3 developments
when abutting R-1-C zoned property on the southeast corner of East
Palm Canyon Drive and Arquilla Road.
City Planner advised that the Commissioners had made a field trip to
the site and that the developer, n addition to staking the boundary
lines, had also built. a wood configuration so that the effect of the
height of the two story buildings could be observed. The staff report
was reviewed for the benefit of those who had not been present at the
first hearing and because of the importance of understanding the pro-
vision in the Zoning Ordinance relative to the 200 ft. setback require-
ment, it was explained in detail . The Commission was advised that no
new correspondence had been received either for or against the project.
The method by which prospective home owners at the Canyon South III
condominium project had been notified was reviewed. The Commission was
advised that Staff was recommending approval of the variance subject to
certain conditions. The conditions were reviewed.
The following was received from the Tribal Council :
..� "The Tribal Council , under date of May 10, 1977, advised the
City of Palm Springs as follows:
'The Tribal Council , in accordance with recommendations of
the Indian Planning Commission, approved the requested
variance. '
"On this date the said Council , in accordance with recommendations
of the Indian Planning Commission, reiterated the above position:"
Chairman declared the hearing open and the following persons spoke from
the audience:
Richard McCarthy advised that he was, at this time, the sole owner of
Canyon South III as no escrows had as yet been closed. He noted that
the entire parcel of property for both developments was under one
Indian allotment, and that he did not believe that the Indian allotee
should be precluded from developing his land with a project that
apparently made considerable sense to Planning Staff. With reference
to the R-1-C portion of the property he stated that the "green buffer
zone"was of definite benefits to the potential buyers of Canyon South
III, that any of the buyers who were sincerely disturbed by the pro-
posed project were welcome to cancel their escrows with him, and that
this could be done up to Friday at noon. He advised that he wanted to
make it perfectly clear that he had no vested interest in the hotel
development or the proposed restaurants. He requested that the
pro-jected be approved.

CASE 6.295 - Continued
Robert Lesh advised that he was the attorney for the applicant and that
he was present toaanswer any questions regarding, the use of the property.
He explained that if it were not for thesstreet "meandering" instead of
going straight across the property, the hearing would not be necessary
as the project would be allowed without a variance application. He too
referred to the Indian allottee and observed that it would be unfair not
to permit the development of the front of the parcel because of the way
the street ran.
Don Strong, the developer, thanked everyone who had supported the project
and advised that, since the lest meeting, they had attempted to clarify
any questions that anyone might have had. With reference to the
architectural design he reported that it had been redrawn twice and that
it now represented a complex that would be most compatible with the area.
Mr. Mel Graves, 1067 Twin Palms Drive, speaking in opposition, stated
that while he agreed new development was necessary in the community, he
questioned the value of the development proposed. He referred to the
considerable amount of acreage involved in the project, 'thb successful
��.. operation of similar developments in the area and stated that he could
not see any reason for granting the variance. He spoke at length re-
iterating arguments he presented at the last meeting and, in addition,
asked that consideration be given to saving the Sheffield Golf Course
as the proposed project would eliminate a portion of that course.
There being no further appearances the hearing was closed.
In reply to questions by the Commissioners, City Planner reviewed the
background of the Ocotillo Lodge and, with reference to the golf
course, advised that the driving range and possibly two holes en-
croached onto the development site.
Following discussion motion was made by Chase, seconded by Allan, and
unanimously carried, approving the application based on the followin g
findings and subject to the following conditions:
FINDMNGS:
1 . Special condi0ons exist relative totthis property inasmuch as
the single family zoning which restricts the use of the hotel
property is under the same ownership and is not a separate parcel
of land.
2. The conditdon of the abutting zones was created by a realignment
of Twin Palms Drive on the General Plan Street Plan .

3. If this variance is granted it will not constitute a special
privilege to this property if the R-1-C portion ofi the property
is conditioned to remain free of single family dwellings and if
an overall landscape development program for the hotel/restaurant
complex includes the R-1-C portion of the property.
4. The granting of this setback variance will not be materially
detrimental to the public health, safety, convenience or welfare,
or injurious to vacant or developed property within the vicinity
of the subject property.
5. The granting of this variance will not adversely affect the City's
General Plan goals and objectives.
CONDITIONS:
1 . That any future single family development be prohibited on the
R-1 -C portion of the site.
2. That the R-1-C portion of the property be included in the overall
landscape plan for the proposed hotel .

CASE 5.0006-CUP - Application by CARROWS RESTAURANTS, INC., for a Conditional
Use Permit to allow construction of a 24 hour family style restaurant
and a steak house restaurant on property located on the south side of
East Palm Canyon Drive at Arquilla Road, R-3 Zone, Section 26. Action
for filing Negative Declaration.
City Planner explained that this item had been continued from the last
meeting pending the outcome of the variance application just completed
as the two projects were to be developed together. He reviewed the
staff report and presented plot plans and elevations. Parking require-
ments were set forth and, with regard to the deficiency of five spaces,
the Commission was advised that the relationship between the proposed
hotel and restaurants was such that any overflow would impact the hotel
rather than the streets, and that there was always a certain percentage
of people that would be covered by hotel parking who would be using
the restaurants. He advised that the height of the Jeremiah Restaurant
should be noted as it was 28 ft. toward the center portion, which was
4 ft. higher than the Zoning Ordinance allowed. He observed that be-
cause of the roof tide sloping away from the street and the possibility
of dropping the pad elevation in relation to the street the height
should not be a problem, but that a detailed engineering drawing of the
... site had not as yet been made. Findings were read into the record and
the Commission was advised that staff recommended approval subject to
conditions. The conditions were reviewed.
The following was received from the Tribal Council :
"The Tribal Council , in accordance with recommendations of the
Indian Planning Commission, approved the requested Conditional
Use Applications, but did not approve City Staff's recommended.
Condition No. 4. Therein,Staff would apparently require the
lowering of the proposed floor grade of the affected structure
some four feet, in order to affect compliance with City's height
regulations in the R-3 zone. Such a requirement is picayunish
and should be deleted, since the proposed building height is now
in complete compliance with the spirit, intent, and provisions
of the height regulations applying to Indian-trust land in the
R-3 zone since March 1967.
"On this date, May 24, the Tribal Council reiterated the above
position."
Chairman declared the hearing open and the following persons spoke

Walt Larmer advised that he was a representative of the restaurants
and was present so that he could answer any questions that the

Dick McCartyy, speaking in favor, advised that he had plotted the
visual angle of the restaurants from the Canyon- South III project
and that with the hotel project being built concurrently with the
restaurants, the roof line of the hotel would virtually obscure the
roof lines of the restaurants. He stated that as long as this was
a conforming use and the highest and best use for the piece 6f land
in question he could see no reason why the application should not be
granted.
Don Strong, the developer for Sun Dial Investment, Inc. , advised
that the two restaurants would add more of a resort atmosphere to
surrounding areas, and that they were very compatible to the hotel
project. In that respect he noted they could not proceed with the
hotel development without the restaurants and .they would be built
simultaneously.
Mr. Sam Corsen, speaking in opposition, advised that he was in the
process of buying one of the Canyon South III condominiums and that
.. he could not see how an all night restaurant would help the value of
his property. He suggested that if a count were taken of the number
of restaurants in the area , it would be obvious that there was no need
for another. He particularly objected to a twenty-four hour restaurant
as, in his opinion, it would be frequented by young people with motor-
cyles and vans having no place to go.
There being no furthbrrappearances the hearing was closed.
Commissioner Lapham observed that the precedent had already been set
along East Palm Canyon Drive as most of the hotels had steak houses
and coffee shops and he did not see how this Conditional Use Permit
Application could be refused when the pattern had already been
established.
The Commissioners agreed that the twenty-four hour coffee shop should
not present a problem as there were cocktail lounges in the area that
remained open until 2:00 a.m. , and that the use applied for should be
permitted.
Following discussion, motion was made by Ehrens, seconded by Harris,
and unanimously carried that a Negative Declaration be filed and
approving the application based on the following findings and subject
to the following conditions:

FINDINGS
1 . The restaurant use in an R-3 Zone is properly one for which a
Conditional Use Permit is authorized by the Zoning Ordinance.
2. The restaurant use is necessary and desirable for the develop-
ment of the community, is in harmony with the various goals and
objectives of the General Plan and is not detrimental to uses
existing or possible in the zone and neighborhood of the subject
property.
3. The 2.2 acre site is adequate in size and shape to properly
develop a restaurant complex of the proposed magnitude including
the necessary yarda ., setbacks, walls, parking and open space
required to adjust the use to the site.
4. The corner site abuts East Palm Canyon Drive, a 100 ft.major
thoroughfare properly designed to handle the type and volume of
traffic expected to be generated by this use. The site also
abuts Arquilla Road, a local street which is expected to carry
the minor amount of traffic generated by the proposed restaurants
and is not expected to adversely impact the residential neighbor-
hoods to the south.
CONDITIONS
1 . That all conditions of the Development Committee are to be met.
2. That a parcel map for the entire property be recorded to properly
describe the leasehold interest of the restaurants versus that of
the hotel .
3. That since the simultaneous development of the hotel and the
restaurants is necessary for the master plan to be implemented,
the building permits for both restaurants and the hotel are to
be taken at the same time.
4.. That a grading plan be submitted for the entire property showing
the relationship of height of curb to finished floor which can
be used to establish as low as possible elevation for the Jeremiah
building to drop its overall height closer to the 24 ft. he§ght
level .
5. That the revised elevation scheme be resubmitted showing integration
of the wood parapet and tile ro6f.
6. That the overall height of the wood element is to be reduced.,
7. That landscape and irrigation plans are to be submitted.
8. That exterior signing and lighting plans are to be submitted.
9. That detailed colors and materials are to be submitted.

CASE 5.0008-Cl - Application by JOHN WESSMAN for a Change of Zone from R-3
to R81 for property situated on Escoba Drive between El Cielo Road and
Beverly Drive, Section 19.
Commissioner Harris abstained from discussion and voting on this item.
Commission response to written comments on draft Negative Declaration.
No comments received.
City Planner located the property in question on the aerial photograph
of the City and explained that the subject property being considered
for a change of zone from R-3 to R-1-C was part of a total Indian
allotment two-thirds of which, was already zoned R-1-C. He reviewed
the staff report in detail , noting that additional right of ways would
be required. He advised that staff was recommending approval of the
application.
The following was received from the Tribal Council :
"The Tribal Council , after full discussion and consideration of
the recommendation of the Indian Planning Commission, and full
knowledge and review of said Council 's action of May 10, 1977,
re: Tentative Tract Map No. 9667, finds that the presently
applicable provisions of the City's zoning ordinance in the in-
stant case seriously inhibits development of the R-3 zoned portion
of the Indian-trust land in question for a feasible, attractive
and functional multiple dwelling project of two stories; by reason
of a required setback of 200 feet from the common boundary line
with the R-1 zoned portion of the same property. Thus, as in the
past, use of Indian-trust land is coerced into compliance with
onerous and impractical City regulations and policies, as an
alternative to non-use of land in the long term. And City regula-
tions, etc. , for all practical purposes force the use of Indian-
trust land for one family dwelling purposes when said land is
surrounded on three sides with non-Indian properties, which are
used or permitted to be used for much less restrictive development.
"In view of the above circumstances and conditions the Tribal Council
has approved the requested zone change."
City Planner advised that it should be noted that the change of zone was
not something that had been promoted by the City but had been applied
for by the Indian owner in conjunction with the lessee.
Chairman declared the hearing open, there being no appearances the
hearing was closed.

Following discussion, motion was made by Allan, seconded by Ehrens,
that a Negative Declaration be filed in conjunction with this
application and recommending approval of the application subject to
the following findings

to low density residential is'-in conformance with the adopted General
Plan of the City.

ENVIRONMENTAL ASSESSMENT ITEMS
Staff Reports and Environmental Evaluations containing impact areas,
comments and mitigating measures were presented and explained to the
Commissioners and the Planning Commission took action on the follow-
ing items involving environmental assessment.
CASE 5.0009-CUP - Environmental Assessment on application by R. A. WALLIS
for a Conditional Use Permit to allow a 120 unit family condominium
project on the south side of Ramon Road between� Cerritos and Farrell
Drive, R-1-C and W-R-1-C Zones, Section 24.
Commissioner Lapham abstained from discussion and voting on this item .
The following,`wasreceived: from.;the'Trtibal Council : v
"The Tribal" Council , in accordance with recommendations of the
Indian Planning Commission, approved the filing of a Negative
Impact Report and here raises early objection to any dedication
of land or development rights in connection with implementation
of the project. It would appear that clear and enforceable
conditions can be attached to the conditional use approval ,
which would adequately and temporarily preclude residential
or other similar-structures in the flood plain, all without the
sacrifice of valuable and material rights through dedication."
Motion was made by Ehrens, seconded by Allan, and unanimously carried,
(Lapham abstaining) that a draft Negative Declaration be prepared.
CASE 5.0010-OZ - Environmental Assessment on application by DOWNTOWN PROPERTIES,
INC., for a Change of Zone from C-lAA to C-1 on five acres of property
situated on the north side of Tahquitz-McCallum way between Sunrise Way
and Hermosa Drive, Section 14.
Commissioner Lapham abstained from discussion and voting on this item.
The following was received from the Tribal Council :
"The Tribal Council , in accordance with recommendations of the
Indian Planning Commission, approved the filing of a Negative
Impact Report."
Motion was made by Harris, seconded by Ehrens, and unanimously carried
(Lapham abstaining), that a draft Negative Declaration be prepared.

Hollowing discussion, motion was made by La ham, seconded by Allan,
and unanimously carried, that a draft Negative Declaration be prepared.
CASE 6.296%-PHnvironmental Assessment on application by M. HABER for a
variance from on-site parking requirements as requ&red by Section
9306 of the Zoning Ordinance for property situated on the northwest
corner of Belardo and Ramon Road, R-3 Zone, Section 27.
Motion was made by Lapham, seconded by Chase, and unanimously carried,
that a draft Negative Declaration be prepared.
TENTATIVE TRACT MAP 9416 (revised) - Environmental Assessment on application
by HALLMARK ENGINEERING, INC., representing Hal Wallis, for approval of
Tentative Tract Map 9416 (revised) dividing 11 .76 acres into 35 lots,
R-1-C Zone, Section 24.
Motion was made by Ehrens, seconded by Chase, and unanimously carried,
that addvaft Negative Declaration be prepared.
TENTATIVE PARCEL MAP 9881 - Environmental Assessment on application by WEBB
ENGINEERING, INC., representing Raymond Ziff for approval of Tentative
Parcel Map 9881 , combining two lots into one, R-1-C Zone, Section 26.
Motion was made by Allan, seconded by Harris, and unanimously carried,
that a draft Negative Declaration be prepared.

Following discussion, motion was made by Ehrens, seconded by Chase
that,after the time has run for comments,a Negative Declaration be
filed and recommending approval of Tentative Tract-Map 9416 subject
to all conditions of the Development Committee.

ThpePlanning Commission reviewed plans, discussed and took action on
the following items involving Architectural Approval , subject to the
conditions as outlined.
SIGN APPLICATION (Case 2.904) - Application by LUMBERMEN'S BUILDING CENTER
for Architectural Approval of sign to be located at 3475 North Indian
Avenue, C-M Zone, Section 34.
Motion was made by Chase, seconded by Harris and unanimously carried,
approving this application as submitted.

CASE 2.937 - Application by D. STRONG (Sun Dial Investment, Inc. , )for
Architectural Approval of revised elevations for construction of
154 unit motel and manager's apartment at 1269 East Palm Canyon Drive,
Section 26.
Motion was made by Ehrens, seconded by Allen, and unanimously carried,
approving this application subject to the following conditions:
1 . That construction drawings are to be submitted for review.
�. 2. That detailed colors and materials are to be submitted.
3. That detailed landscape, irrigation, exterior signing and light-
ing plans are to be submitted.
4. That all conditions of the Development Committee are to be met.
CASE 2.951 - Application by WEBB ENGINERRING, INC., for Architectural Approval .
of plans for construction of a tennis court for Mr. and Mrs. R. Ziff,
property located at 1475 Lobo Way, R-1-C Zone, Section 26.
Motion was made by Lapham, seconded by Chase, and unanimously carried,
approving this application subject to the condition that three bottle
trees are to be added near the northwest corner of the court.

CASE 2.957 - Application by M. HABER for Architectural Approval of plans for
addition to private dining room to the Ingle'side Inn, located on
Belardo Road, R-3 Zone, Section 15.
Motion was made by Chase, seconded by Allan, and unanimously carried,
approving this application subject to the following conditions:
1 . That the-Variance A0p1Acat oM:,(Case 6.296) must first be approved.
2. That landscape and irrigation plans are to be submitted.

ARCHITECTURAL APPROVAL ITEMS - Continued
CASE 2.949 - Application by EDWARD GIDDINGS for Architectural Approval of
plans for construction of hillside residence for B. Miller, property
located on Southridge Drive, R-1-A Zone,
City Planning Associate explained that this item had been continued
from the last meeting so that the Commissioners could take a field
trip to view the site in question and that this had been done. He
advised that the applicant had submitted a plan showing a minor modifi-
cation but that the Architectural Advisory Committee recommended that
the original plan be appro
ved. A letter from the Southridge Home

The Commissioners discussed at length whether or not they should become

in question was a part of the Southridge subdivision because if it were
not the Home Owners Association would have no control .

Motion was made by Ehrens, there being no';second Chairman �advlised that
she would second the motion and requested a roll call vote. There
being three ayes and three noes the motion did not carry.
Barry Miller, the .applicant, explained the background of the lot
noting that. ,t had notwbeen a part of the Southridge subdivision.
He advised that after discussing the matter with his attorney and
the attorney for the Southridge Home Owners Association steps had been
taken to have the lot recorded as a part of the Southridge subdivision,
and that he would join the Association.
Commissioner Lapham stated that since the lot was9d part of the Sooth-
ridge subdivision the Association would have a vehicle by which to
protect themselves, the Commission should concern itself only with the
architectural aspects and he would, therefore, change his vote.
Following discussion, motion was made by Ehrens, seconded by Chase,

Commissioner Harris requested clarification by the City Attorney with
reference to the Hillside Ordinance and whether they should be looking
at the invasion of privacy issue.

Motion was made by Chase, seconded by Ehrens, and unanimously carried,

SIGN APPLICATION (Case 5.940) - Application by SMOKE TREE PLAZA PARTNER-
SHIP for Architectural Approval of sign for Smoke Tree Cottage Inn
located on the south side of East Palm Canyon Drive, Section 25.
Motion was made by Chase, seconded by Harris, and unanimously carried,
approving this application as submitted.
SIGN APPLICATION (Case 5.9551 - Application by J. D. WRATHER, JR , for
Architectural Approval of sign for Elmer's Colonial Pancake House,
northeast corner of Deepwell Road and East Palm Canyon Drive,
Section 23.
Motion was made by Lapham, seconded by Chase, and unanimously carried,
approving this application subject to the following conditions:
That the word "steak" shall be done in a yellow color.

Motion was made by Ehrens, seconded by Harris, and unanimously carried,
approving this application subject to the condition that the planter
areas be deleted and the plant materials placed in the ground.

Approval of revised elevations for hillside residence at 2340 Araby Dr.
Motion was made by La ham, seconded by Chase, ano; unan ;mobsl:y carried,
approving this application subject to the following conditions:
1 . That additional study be given to the unprotected windows, and
that the architectural treatment to those windows is to be re-
viewed by staff.
2. That the minimum 10% setback is to be met on the side y&Pdd.
CASE 2.948 - Application by H. KAPTUR (Santa Barbara Savings & Loan) for
Architectural Approval of alterations to existing building situated
on the southwest corner of S. Palm Canyon Drive and Ramon Road,
Section 22.
Following discussion, motion was made by Chase, seconded by Allan, and
unanimously carried, approving this application subject to the follow-
ing conditions:
1 . That all conditions of the Development Committee are to be met.
2. That detailed landscape and irrigation plans are to be submitted.

CASE 2.953 - Application by J. L. DeLAMARRE for Architectural Approval of
plans for construction of hillside residence, 950 Via Olivera, R-1 Zone,
Section 3.
City Planning Associate advised that while the Architectural Advisory
Committee had recommenced a restudy they had approved the use and had
suggested that the applicant be allowed to proceed with the grading of
his site.
Following discussion, motion was made by Ehrens, seconded by Allan, and
unanimously carried, that the applicant be permitted to proceed with
the grading of his site.

plans for construction of six unit condominium project at 555 West
Arenas Road, Section 15.
Motion was made by Lapham, seconded by Chase, and unanimously carried,
approving this application subject to the condition that detailed
landscape and irrigation plans are to be submitted.
CASE 5.0002-PD-73 - Application by ROBERT GRUNDT for One Hundred Eleven, Inc. ,
for Architectural Approval of landscape and irrigation plans for condo-
minium project situated on the west side of Highway 111 between La Reina
Way and South Cerritos Drive, R-3 Zone, Section 24.
Following discussion, motion was made by Chase, seconded by Allan, and
unanimously carried approving this application subject to the following
conditions:
1 . That 35% more plant materials are to be added.
2. That 80% of the street trees and 50% of the interior trees are to
be 24" box size or larger.
3. That the field grown Olive trees are to be at least 15' high with
a 15' spread.
4. That the landscaping in the median strip is to be installed per City
standards and the detailed landscape and irrigation plans are to be
approved by the 'Superintendent bf Parks and Golf C:our-se `prior to in-
stal lation.
CASE 2.945 - Application by L. N. BLAKE (Affiliated American Corp. ) for
Architectural Approval of landscape and irrigation plans for condominium
project (Casitas Arenas) to be located on Arenas Road west of Avenida
Caballeros, Section 14.
City Planning Associate advised that no action was necessary on this item
as detailed plans had not as yet been received.

tectural approval of colors and materials for 39 unit apartment complex
at 557 South E1 Cielo, R-2 Zone, Section 24.
Following discussion, motion was made by Ehrens, seconded by Chase,
approving this application subject to the following conditions:
1 . That Oak Brown is to be used for the walls.
2. That Sand Beige is to be used for the mass.
CASE 2.850 - Application by HOWARD LAPHAM ((Tahquitz Village) for Architectural
Approval of revised elevations for a commercial/apartment complex
on Tahquitz-McCallum Way, Section 14.
Chairman abstained from discussion and voting on this item.
Commissioner Lapham abstained from discussion and voting on this item.
Commissioner Harris chaired the item.
City Planning Associate advised that the apartments had been dropped
from the plans and that new plans had been received showing commercial
use only. He reported that the Architectural Advisory Committee had
recommended a restudy of the elevations.
Commissioner Ehrens stated that the Architectural Advisory Committee
had noted that since this was oneoof the first projects for this area
it commanded`'something better_.than what had been presented:`(]
Motion was made by Chase, seconded by Allan, and unanimously carried
(Ortner and Lapham abstaining) denying this application.
Howard Lapham, the applicant, asked why the application was tieing
denied.
Commissioner Chase explained that the project was not adequately
interesting for the location, that the design needed complete restudy
because of where it was being located, its prominence in the City,
and that it could be a better project thantwhat had been presented.
In addition, he advised that the Commission, after a joint meeting
with the Architectural Advisory Committee, had agreed to attempt to
upgrade designs particularly on the very visual , large commercial
projects.

CASE 2.963 - Application by FOGBA ESTABLISHMENT for Architectural Approval of
tennis court for property located on the southwest corner of Ramon Road
and La Mirada, Section 22.
City Planning Associate advised that the proposal was for a tennis
court without a fence on a hillside corner lot at the end of La NMirada
and Ramon Road. He explained that because of its location and the
terrain the applicant wished to landscape with berms, boulders and rocks.
He reviewed the preliminary plans in detail and advised that the
Committee had suggested that the applicant retain the landscape
architect until such time as the project had been completed.
Following discussion, motion was made by Chase, seconded by Ehrens,
and unanimously carried, approving this application subject to the
following conditions:
1 . That detailed landscape and irrigation plans are to be submitted.
2. That exterior lighting plans are to be submitted.
3. That any decorative fence may not be placed directly on top of
the mound but rather on the courtside of the mound.

the north side of Mesquite Avenue between Cerritos Drive and Farrell
Drive, R-1-C Zone, Section 24.
City Planning Associate advised that in reviewing the plans it had been
discovered that 14 of the proposed units were within the flood plain area
and should be relocated.

The following items were removed from the Planning Commission Agenda

CASE 2.892 Application by J. WESSMAN (Carl 's Jr. Restaurant) for Architectural
Approval of plans for construction of patio cover for restaurant to be
located on the northeast corner of Tahquitz-McCallum and Sunrise Way,
Section 13.
City Planning Associate advised that the Architectural Advisory Committee
had suggested that Glu-lam beams be used, as well as masonry columns and
walls. In addition that the trellis design -be integrated on all sides
of the building.
CASE 2.836 Application by A FALLOWS for Architectural Approval of land-
scape and irrigation Vans for commercial/industrial complex at the
northwest corner of Sunny Dunes and Calle Palo Fierro, C-M Zone,
Section 23.

Reports and Requests:
Chairman stated that because of the increased amount and the length of
the Environmental Impact Reports she would like to have City Planner
explore the possibility of having a consent agenda.
City Planner stated that as long as the Commissioners received theire-
ports prior to the meetings and as long as they had no questions, or
there was no controversy, he did not see why this could not be done.
The Commissioners requested that the invasion of privacy issue be
clarified, particularly where hillside residences would be involved.
Commissioner Lapham requested that consideration be given to not issuing
grading permits during the period of March 1 to June 1 in any area of
the City, particularly in the wind belt, where single family dwellings
were downwind. He advised that it was physically impossible to keep a
site wet enough and truck loads of water were being wasted. The Com-
missioners agreed and indicated that the suggestion was far more practical
than a type of "snow fence" explained to them by City Planner.
Chairman requested that all future landscape plans be presented in color
rather than in blue and white.
The Commissioners agreed that the joint study session with the Archi-
tectural Advisory Committee had been beneficial and Chairman suggested
that another meeting be scheduled in three months.
There being no further business the meeting was adjourned at 5:00 p.m.
