Approval of Minutes: The Planning Commission Minutes of April 13, 1977,
draft distributed, were unanimously approved.

CASE 5.0004-PD-74 - Application by PACIFIC SOUTHWEST REALTY COMPANY for a
Planned Development District to allow construction of a bank and park-
ing facilities for Security Pacific National Bank on the south side of
Andreas Road between Sunrise Way and Luring Drive, C-lAA and P Zones,
Section 13.
Commission response to written comments on draft Negative Declaration.
No comments received.
City Planner reviewed the various elevations, noting the large expanse
of overhang that had been provided to compensate for the concern
expressed with reference to exposing a lot of glass to critical sun
areas of the building. The staff report was reviewed and the Commission
was advised that notice had been sent to all property owners within four
hundred feet of the proposed project, and that no additional letters had
been received since those that had been read into the record at the last
meeting. He advised that staff was recommending approval of the applica-
tion for a Planned Development District subject to all conditions of the
Development Committee and Architectural Advisory Committee. He noted
that one of the conditions would require the bank employees to park on
bank property.
The Commissioners discussed the possibility of red curbing.- on the-south
side of Arenas, the type of trash enclosures and what the City�s
standards were with reference thereto, the signing of the exit from the
parking lot, and the third lane which passed the drive up teller station
and whether it should be kept as a pass through lane.
City Planning Associate reviewed the type of sign scheme that had been
proposed and outlined what could be done and the recommendations that
had been made.
Chairman declared the hearing open and the following person spoke from
the a ence.
Frank Gilbert, a representative from Security Pacific National Bank,
reported that the recommendations that had been made by staff,� the
Architectural Advisory Committee and the Development Committee had been
reviewed and, generally speaking, they had no objections to any of the
recommendations that had been made. He stated that he would not
address himself to the proposed signing scheme as that was handled by
the marketing department. In reply to a question by Commissioner Ehrens
he reported that there would be from five to a maximum of ten employees.
He advised that they were anxious to start the project and that he would
be glad to answer any questions that the Commissioners might have.

There being no further appearances the hearing-was closed.
Following discussion, motion was made by Ehrens, seconddd by Allan ,
and unanimously carried, that a Negative Declaration be filed and
recommending approval of the application subject to the following
conditions:
1 . That all conditions of the Development Committeeedated March 15
and April 19, 1977 be met.
2. That all conditions of the Architectural Advisory Committee dated
April 25, 1977 are to be met.
3. That bank employees shall be required to park within the bank's off-
street parking lot.
4. That the third lane which passes the drive up teller window be re-
tained as a pass through lane.

CASE 5.0007 - Initiation by the CITY OF PALM SPRINGS to amend the General Plan
Street Plan to eliminate the Belardo Road crossover between North Palm
Canyon Drive and Belardo Road, and to eliminate Jacaranda Road as a
collector street between Araby Drive and Barona Road.
Commission response to written comments on draft Negative Declaration.
No comments.received.
The location of the two streets in question were located on the aerial
photograph and City Planner explained that Jacaranda was on the General
Plan as a collector street and theBelairi Road crossover was a street
proposed on the General Plan thatwwould take vehicles from North Palm
Canyon Drive over to Belardo Road. Xerox copies of the General Plan
showing the location of Jacaranda were reviewed by the Commission and
City Planner advised that the existing situation was that in 1973 the
area had been redesignated from a maximum density of 6 units per acre
down to 2 units per acre, that the south side of Jacaranda had been
developed some years ago with approximately 23 condominium units while
the other side was relatively vacant with only a few houses, and that
when developed it would be with 15,000 sq. ft. lots. The Commission
was informed that aftervreviieWingL the,liaddnden:-srity 'and .proposed traffic
volumes anticipated, staff was recommending that Jacaranda be eliminated
as a collector street.
With reference to the Belardo Road crossover, City Planner reviewed and
explained a Xerox copy of the General Plan showing the location of the
street, a Council resolution regarding the precise alignment, a map
showing the precise alignment and a T.O.P,I.C.S. report that had been
prepared in early 1970 which concluded that the implementation of the
project would involve a high expenditure for a small return. He reported
that the DDAC had discussed the Belardo Road crossover at its meeting of
October 28, 1976 and had, at ite meeting of December 9, 1976, by 6 to 0
Votd, Commissioner Hicks abstaining, voted for the removal of the cross-
over. In addition, the Minutesloftthe Traffic and Parking Commission,
relative to the crossover and the motion for its elimination,wwere re-
viewed. The Commission was advised that staff concurred with the various
reports that had been presented and recommended that the crossover be
eliminated from the General Plan Street Plan.

Indian Planning Commission, approued the above proposed amend-
ments."

Mr. Davis advised that he was the owner of property lying along Jacaranda
and�at he supported the recommendation.
Mrs. Cushman, 1050 Via Colusa, asked for the definition of a collector
street and City Planner explained in detail not only a collector street

but other various types of streets reflected on the General Plan.
There being no further appearances the hearing was closed.
Following discussion, motion was made by Ehrens, seconded by Chase, and
unanimously carried, recommending the elimination of Jacaranda from the
General Plan Street Plan as a collector street, and the elimination of
the Belardo Road crossover between North Palm Canyon Drive and Belardo
Road.
REVIEW by the Planning Commission of a request to vacate the alley north of
El Portal in Section 27.
REVIEW by the Planning Commission of the sale of a small parcel of property
south of Bolero and east of Golf Club Drive.
City Planner reviewed exhibits previously distributed to the Commission
showing the properties involved. With reference to the vacation of the
alley, designated on the exhibit as lot "L", he explained that it divided
two single family zoned properties between Mesa Drive and South Palm
Canyon, and that the request was being made so that traffic could not cut
through at that point. He advised that, after review by the Traffic
Department and Planning Staff, it was the consensus of opinion that the
alley served no useful purpose and it was recommended that it be vacated.
In regard to the sale of the property south of Bolero, City Planner
explained that it involved approximately 2500 sq. ft. of City owned
property and, if sold, would permit the applicants to gain access to two
lots of approximately 2-1/2 acres. He advised that the relinquishment
of the property would not be harmful to, or in conflict with, the General
Plan of the City. In reply to questions by Commissioner Chase he advised
that if the alley north of E1 Portal were vacated it would revert back to
the property from which it came at the time it was dedicated and, with
reference to the question regarding the unsightly condition of the lot
(Lot 6) that would gain access by the sale of the property, he advised
that it would be reported to Code Enforcement.
Following discussion, motion was made by Allan, seconded by Chase, and
unanimously carried, that the closing of the alley and the sale of the
property would not be in conflict with the General Plan and recommended

ENVIRONMENTAL ASSESSMENT ITEMS
Staff Reports and Environmental Evaluations containing impact areas,
comments and mitigating measures were presented and explained to the
Commissioners and the Planning Commission took action on the follow-
ing items involving environmental assessment.
TENTATIVE PARCEL MAP 9623 - Environmental Assessment on request by WEBB
ENGINEERING, INC., representing Danny Pietroniro, for approval of
Tentative Parcel Map 9623 dividing 1 .6+ acres into 4 parcels, R-1 -C
Zone, Section 11 .
Motion was made by Lapham, seconded by Chase, and unanimously carried,
that a draft Negative Declaration be prepared for Tentative Parcel Map
9623.

TENTATIVE TRACT MAP 9667 - Environmental Assessment on request by HALLMARK
ENGINEERING, INC., representing John Wessman, for approval of Tentative
Tract Map 9667 dividing 17.0 acres into 45 parcels, R-1 -C and R-3 Zone,
Section 24.
Commissioner Harris abstained .from discussion and voting on this item.
The following was received from the Tribal Council :
The Tribal Council , in accordance with recommendations of
the Indian Planning ,Commission, recommends the filing of
Negative Impact Report, in connection with the proposed
subdivision. "
Motion was made by Chase, seconded by Ehrens, and unanimously carried
(Harris abstaining) that a draft Negative Declaration be prepared for
Tentative Tract Map 9667.

City Planner reviewed and explained the maps and the Planning Commission
discussed and took action on the following Tentative Tract and Parcel
Maps, based on findings and subject to condition as outlined.
TENTATIVE TRACT MAP 9351 - Request HALLMARK ENGINEERING, INC., representing
Center Court Club for approval of Tentative Tract Map 9351 dividing
2.68+ acres into 21 lots, R-G-A (8) Zone,Section 14.

TENTATIVE PARCEL MAP 9666 - Request by HALLMARK ENGINEERING, INC., repre-
senting Edward B. Caplan, for approval of Tentative Parcel Map 9666
consolidating Lots 8 and 9 of San Jacinto Estates, R-2 Zone,
Section 13.
Commission response to written comments on draft Negative Declaration.
No comments received.
Motion was made by Laeham, seconded by Chase, and unanimously carried,
that a Negative Declaration be filed, and recommending approval of
Tentative Parcel Map 9666 subject to all conditions of the Develop-
ment Committee.
PUBLIC COMMENTS:
Mr. Ken Hinsvark advised that he was the applicant in item number 11
Tentative Parcel Map 9242) and that the conditions being imposed had
come as a complete surprise to him. He stated he could see no reason
forsstreetrreOUirements.vonseach side of the two parcels, that there Was
an exi-sting- house' on the one parcel and he would be building a house
on the other. He indicated that he had been told that there would be
no requirement for the north/south extension of Camino Parocela as that
street could line up with Fern Canyon or "go the other direction."
City Planner explained that the requirements being requested were in
accordance with the General Plan of circulation, were on the General
Plan and that there was no alternative but to require the half street
improvement along Sunny Dunes 'totthe south, and dedication of half
street improvements of the General Plan collector street east of the
property, and that it would require an amendment to the General Plan
to change the requirements. In reply to a question by Mr. Hinsvark
he advised that the action on item 11 could remain for approval with
the conditions and that MMr. Hinsvark could ask for reconsideration of
those conditions.

ARCHITECTURAL APPROVAL ITEMS
The Planning Commission reviewed plans, discussed and took action on
the following items involving Architectural Approval , subject to the
conditions as outlined.
CASE 2.933 - Application by DUNCAN EMMONS for Architectural Approval of plans
for a 3400 sq. ft. addition to an existing structure located at 340 San
Rafael Place.
City Planning Agsociate advised that a letter had been received from the
applicant as well as photographs showing the subject property and sur-
rounding properties. The letter, containing a request to reconsider
making San Rafael" a secondary street, was read into the record. The
photographs showing buildings in the right of way should San Rafael
become a secondary ditreet were viewed by the Commissioners and they
were advised that the Development Committee could not reconsider or
change the conditions as it would take an amendment to the General Plan. .
He noted that the Architectural Advisory Committee had aga nvreviewed the
plans for the addition, and that the'Committee's conditions remained the
same.
Following discussion, motion was made by La ham, seconded by Harris, and
unanimously carried, approving the application subject to the following
conditions:
1 . That all requirements of the Development Committee be met.
2. That all requirements of the Architectural Advisory Committee be met.
CASE 2.941 - Application by JAMES E. BROWN, INC., for Architectural Approval
of plans for construction of 22 unit apartment complex on the southwest
corner of Saturmino and Amado, R-2 Zone, Section 13.
Following discussion, motion was made by Ehrens, seconded by Allan, and
unanimously carried, approving the application subject to the following
conditions:
1 . That the wing walls be sloped to match the slope of the tile roof
element.
2. That detailed colors and materials are to be submitted.
3. That detailed landscape plans are to be submitted.

CASE 6.294 - Application by P. TYNBERG for Architectural Approval of revised
landscape and irrigation plans for exterior of wall on property
situated on the west side of Via Norte between Vista Chino and Via Sol ,
R-1-A Zone, Section 10.
Commission Allan abstained from discussion and voting on this item.
Following discussion, motion was made by Chase, seconded by Lapham, and
unanimously carried (Allan abstaining) approving this application as
submitted.
CASE 2.908 - Application by T. JAKWAY for Architectural Approval of revised
elevations and setbacks for the Donald Allen hillside residence to be
located at 2197 Camino Barranca, Section 22.
Motion was made by Chase, seconded by Ehrens, and unanimously carried,
approving this application as submitted:
CASE 2.919 - Application by .C.C.C. DEVELOPMENT for Architectural Approval of
revised plans for construction of a 20 unit condominium project to be
located on the west side of Avenida Caballeros between Alejo Road and
Amado Road, R-G-A (8) Zone, Section 14.
Following discussion, motion was made by Ehrens, seconded by Allan, and
unanimously carried, approving this application subject to the follow-
ing conditions:
1 . That all conditionsoof the Development Committee are to be met.
2. That detailed colors and materials are to be submitted.
3. That detailed landscape and irrigation plans are to be submitted.
4. That lighting plans, including tennis court lighting, are to be
submitted.

ARCHITECTURAL APPROVAL ITEMS - Continued
CASE 2.927 - Application by J. B. BARRINGER (representing Bob's Big Bo
Restaurants) for Architectural Approval of revised elevations for
construction of a restaurant on the northwest corner of North Palm
Canyon Drive and West Stevens Road, C-1 and R-3 Zones, Section 10.
Commissioner Lapham abstained from discussion and voting on this item.
Following discussion, motion was made by Chase, seconded by Ehrens,
and unanimously carried (Lapham abstaining approving this application
subject to the following conditions:
1 . That all conditions of the Development Committee are to be met.
2. That detailed landscape and irrigation plans shall include several
mature field grown Olive trees along the rear building mass.
3. That the copper light fixutres are to be left to weather naturally.
4. That exterior lighting plans are to be submitted.
CASE 2.943 - Application by PAUL T. BUTLER for Architectural Approval of
tennis court and landscape plans for single family residence at 2525
Toledo Avenue, Section 35.
Following discussion, motion was made by Ehrens, seconded by Chase,
and unanimously carried, approving this application subject to the
following condition:
That detailedllandscape plans are to include buffer planting to the
west of the tennis court and shall be submitted for approval .
CASE 2.944 - Application by RICHARD SELBY for Architectural Approval of
plans for remodel of Ramsey residence at 2196 Barranca, Section 27.
Following discussion, motion was made by Chase, seconded by Allan, and
unanimously carried, approving this application subject to the following
conditions :
1 . That the rock veneer be deleted.
2. That final elevations are to be reviewed by Planning Staff prior
to the issuance of a building permit.

CASE 2.938 - Application by JACK B. FRENCH for Architectural Approval of
plans for construction of hillside residence to be located at 800 West
Sunny Dunes Road, R-1-A Zone, Section 22.
SIGN APPLICATION - Application by K. M. PATEL for Architectural Approval of
change of face for a sign at the Kingsway Inn/President Hotel , 1450
North Indian Avenue.

CASE 2.904 - Application by C. COX, representing Slettedahl/Parker, for
Architectural Approval of revised landscape plans for the Home
Building Center to be located at Indian Avenue and Oasis, C-M Zone,
Section 34.
This continuance was recommended by the Architectural Advisory
Committee as there was no landscape architect available for that meeting.
CASE 2.937 - Application by D. STRONG (Sun Dial Invest., Inc. ) for Architectural
Approval of revised elevations for construction of 154 unit motel and
manager's apartment at 1269 East Palm Canyon Drive, Section 26.

The following items were removed from the Planning Commission Agenda
pending restudy.
CASE 2.940 — Application by CAL SUNSHINE HONES for Architectural Approval of
plans for construction of a single family residence on Sunrise Way at
Paseo El Mirador, R-1-C Zone, Section 11 .
CASE 2.897 - Application by GREAT WESTERN SAVINGS & LOAN ASSOCIATION for
Architectural Approval of sign scheme for building proposed at 420
South Palm Canyon Drive.
CASE_ 2,945 - Application by L. N. BLAKE (Affiliated American Corp.) for
Architectural Approval of plans for construction of a 40 unit, single
story condominium project with recreational facilities, landscape and
irrigation plans for property located on Arenas Road west of Avenida
Caballeros, Section 14.
CASE 2.947 - Application by MR. AND MRS. WM. BRADLEY for Architectural
Approval of plans, colors and materials for construction of a hillside
residence at 2340 Araby Drive.
Reports and Requests
City Planner advised that the Zoning Ordinance was being rewritten and
that it would be staff's recommendation that as each phase was
completed in draft form that it be brought to the Planning Commission
at study sessions so that direction and input could be received.
Chairman advised that the Architectural Advisory Committee hadr're-
quested setting a date with the Commission for a study session. It was
suggested that this could be done during the joint studyssessions rela-
tive to the Zoning Ordinance.
Chairman announced that another item that should be considered during
a study session was reevaluation and presentation to the Commission of
what constitutes a conflict of interest. She noted that it was possible
that members of the Commission were abstaining on items unnecessarily.
It was announced that several complaints had been received relative to
the debris around Swensons Ice Cream Parlor on Palm Canyon Drive, and
that the same was true with the new Burger King restaurant. Lengthy
discussion followed regarding policing and whether or not it was possible
to fthpose a find on the owners of such properties. It was the consensus
of opinion that the City should have an ordinance imposing a $500 fine
for littering, particularly with reference to facilities with outdoor
dining. Staff was instructed to pursue the development of such an ordinance.

Staff was instructed to check the Canyon Hotel relative to the storage
of furniture outdoors.
Joint Study Session between the Architectural Advisory Committee and
the Planning Commission was scheduled for Tuesday, May 24, 1977, at
2:30 p.m.
