OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS
TO THE STATE DIVISION OF HIGHWAYS REQUESTING
APPROVAL OF A ONE-WAY STREET SYSTEM ON PALM
CANYON DRIVE AND INDIAN AVENUE FROM GRANVIA
VALMONTE TO THE INTERSECTION OF PA K CANYON DRIVE
AND INDIAN AVENUE.
WHEREAS the City of Palm Springs has a steadily worsening traffic
problem in the central business district due to a street system of
inadequate capacity, and
WHEREAS Palm Canyon Drive and Indian Avenue in the central business
district are the only north-south through streets between Vista
Chino and the intersection of Palm Canyon Drive and Indian Avenue,
and
WHEREAS inadequate building setbacks exist for portions of Palm
Canyon Drive which make it not feasible to widen Palm Canyon Drive
for additional traffic capacity without greatly reducing available
sidewalk area, and
WHEREAS it is not feasible to remove parking on portions of Palm
Canyon Drive due to lack of streets and alleys for freight deliveries
and because of a deficiency in off street parking, and
WHEREAS the width of Palm Canyon Drive between curbs is 50 feet south
of Granvia Valmonte and 64 feet north of Granvia Valmonte, and
WHEREAS it is believed that redesignati.on of the State Highway Ill
to Indian Avenue will not result in appreciable decrease in the
amount of traffic on Palm Canyon Drive, and
WHEREAS traffic studies show that the traffic carrying capacity of
Palm Canyon Drive will b'e increased by at least 50% by striping and
signing Palm Canyon Drive for one way operation, and
WHEREAS traffic flow, availability of on-street parking, and vehicular
and pedestrian safety will be improved by incorporating a one way
street system on Palm Canyon Drive and Indian Avenue between Granvia
Valmonte and the confluence of Palm Canyon Drive and Indian Avenue,
NOW THEREFORE BE IT RESOLVED to request approval of the State Division
of highways for the following plan for traffic control on streets as
described herein:
1. That Palm Canyon Drive be designated one way south from Granvia
Valmonte to the confluence of Palm Canyon Drive and Indian Avenue,
2. That Indian Avenue be designated one way north from the confluence
of Indian Avenue and Palm Canyon Drive to Granvia Valmonte,
1 3. That Granvia Valmonte be designated one way west from Indian Avenue
to Palm Canyon Drive,
4. That the one way system herein described be put into effect on
a trial basis for a period of one year, following which a public
hearing will be conducted by the City to determine effectiveness
and acceptability of the one way system. If it is determined at that
time that the City° s best interests are not being served by the system,
the streets will revert to two way operation,

BE IT FURTHER RESOLVED that the City hereby agrees to defray all
design and construction costs for the following:
1. Striping, signing, channelization, and traffic signal modifica-
tion for conversion to the one way system.
2. Reversion of the one 'way streets to two way operation at the
end of the trial period, if such conversion is determined to
be in the best interest of the City,
BE IT FURTHER RESOLVED to request the State Division of Highways
to assist the City of Palm Springs as necessary with design of
striping, traffic signal modification, and signing of the one way
street. system.
