HomeMy WebLinkAbout25236' RESOLUTION NO.25236 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF A SUSTAINABLE TRANSPORTATION PLANNING GRANT IN THE AMOUNT OF $400,000 FROM CALTRANS FOR A COMPREHENSIVE SHADE AND HEAT MITIGATION PLAN FOR MULTI -MODAL TRANSPORTATION; AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE ANY NECESSARY DOCUMENTS RELATED TO THE GRANT PROGRAM AND FUNDING WHEREAS, the California Department of Transportation ("Caltrans") makes available funding for cities and regions to pursue transportation planning initiatives that reduce greenhouse gas emissions via the Sustainable Transportation Planning Grant program; and WHEREAS, the Sustainable Transportation Planning Grant program allocated $31.8 million toward Climate Adaptation Planning Grants, inviting planning projects that support local and regional identification of transportation -related climate vulnerabilities through the development of climate adaptation plans, as well as project -level adaptation planning to identify adaptation projects and strategies for transportation infrastructure; and WHEREAS, the City of Palm Springs has committed to a just and equitable transition to carbon neutrality in its 2021 Climate Action Roadmap, 2016 Sustainability Plan, and previous plans; and WHEREAS, transportation emissions represent the single largest source of greenhouse gas emissions in the City of Palm Springs; and WHEREAS, reducing the use of fossil -fuel passenger vehicles is critical to meeting the City's emissions targets; and WHEREAS, demographic and environmental conditions in Palm Springs can make active and multimodal transportation difficult, especially during the hot summer months, necessitating thoughtful, creative approaches to managing extreme heat via shade and other mechanisms; and WHEREAS, the City of Palm Springs was provisionally awarded funding under the Caltrans Sustainable Transportation Planning - Climate Adaptation Planning Grant program in the amount of $400,000 to generate a Comprehensive Shade and Heat Mitigation Plan for Multi - Modal Transportation; and WHEREAS, a Restricted Grant Agreement is needed to be executed with Caltrans before such funds can be allocated through the Sustainable Transportation Planning Program; and WHEREAS, the City Council desires to accept the funds from the Caltrans Sustainable ' Transportation Planning - Climate Adaptation Planning Grant program to be used for the stated planning purpose; and WHEREAS, the City Council desires to direct the City Manager (or designee) to authorize any necessary documents to accept the grant funds and to meet the grant requirements; Resolution No. 25236 Page 2 THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY I RESOLVE AS FOLLOWS: SECTION 1. The above recitals are all true and correct SECTION 2. The City of Palm Springs hereby accepts the award of the Caltrans Sustainable Transportation Planning - Climate Adaptation Planning Grant funds in the amount of $400,000 to be used for the stated planning purposes. SECTION 3. The City Manager, or designee, is hereby authorized and empowered to execute in the name of the City of Palm Springs all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. SECTION 4. This Resolution shall take effect immediately upon its adoption the City Council, and the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original resolutions.
