Tahquitz Canyon Way Palm Springs, CA. 92262 Atnn: Clerk of the Board Re: Written letter to be entered in the Public record and made available for public Inspection for the July 25, 2024 (5:30PM) Palm Springs City Council meeting - Agenda Item: 1.P (Influx of invasive monitoring devices) Dear current City Council members, It's reasonable to consider that the City Council of Palm Springs, California. Has declared that public testimony on City Council agenda Items will be limited to only two (2) minutes for the entire meeting agenda (All meeting agenda Items other then Public Hearing and Non- Agenda Item will ONLY be assigned two (2) minutes of total speaking time per resident). The action of forcing Public testimony way in advance of the Citys councils consideration of each meeting agenda Item has corrupted that public forum and the right of residents to listen to and view all Items prior to providing Public testimony. As any reasonable person would conclude - such a City Council policy to reduce / limit and or eliminate public testimony of residents would clearly be illegal and morally corrupt. Please also consider how City Council written recorded meeting minutes do not assign detailed Residents verbal testimony with the agenda Item that was spoken about. - It's crystal clear that the City of Palm Springs have subverted it's residents and guests "free speech" and their right to protest it's elected officials and participate within the "peoples business". Having City officials retain an additional forty (40) Automated License Plate Recognition (ALPR) cameras with advanced features to montoir residents activities is very concerning and massively invasive to the notion of having the right to freely move throughout one's own community without the "fear" of having that information used to profile each person (Vehicle) identity that happen past those devices (ALPR's). Sacramento County, California has recently concluded a Grand Jury Investigation of its regional government agencies (police departments) where it was reported that data from their Installed ALPR's was freely shared with outside agencies (out of California State) with a total disregard for their established policies. New potential case law being conducted back East - has the potential of having law enforcement agencies gain a Court issued warrant to seek out ALPR's collected data in the 07/25/2024 Public Comment Item 1P future. Its strongly recommend that ethics and honor be entered into when "spying" on everyone that passes through the path of City Installed ALPR's. Recently Cathredal City police spokesman stated that they perfer to not market where their ALPR's would be located. Its clear that having ALPS's as a deterrent to criminal behavior would dictate - having those devices as visible as possible. Painting those ALPR's with highly visible colors and clearly Identifying their pupose would best serve the community they are installed in. Please bear in mind - the City of Palm Springs openly subverts federal government law(s) and common sense best practices protocols. Allowing non-citizens benefits that once would be restricted to palm springs residents only. Promoting certain classes of people to travel to Palm Springs for gender affirming care and other narratives of precived healthcare for all people's. It's reasonable to consider that Palm Springs City officials will use their financial resources to secure Installed ALPR's for the monitoring of Residents and travellers that partake in those promotions of precived healthcare within Palm Springs, California (Riverside County). Once it's openly discovered that Palm Springs ALPR's are potentially used to "spy" on travellers from other locations and may help to Identify local Resident's that may use those healthcare facilities along with other local venues (Nightclubs/other private sector business - political events/religious activities) the narrative of being a tourist destination will be damaged worldwide.
