Dear Honorable Commissioners:
As a seasonal visitor to Palm Springs, I urge the Palm Springs Planning Commission to adopt
a Categorical Exempt status under CEQA guidelines and approve the Oswit Land Trust
proposal for a minor amendment to Planned Development District (PDD 153). This proposal
to restore 90 acres of the former golf course into a native desert habitat and nature preserve
offers significant environmental and community benefits, directly impacting my experience as
a birding enthusiast. During my annual 6-7 weeks visiting Palm Springs, I visit the
Prescott Preserve no less than two times per week.
Environmental Advantages:
Habitat Restoration: The project directly addresses habitat loss by restoring a significant
portion of the land to its natural state. This will benefit native plant and animal species,
especially birds, creating a more vibrant and diverse ecosystem for birding. During my visits
in November, February, and March, I specifically seek out the Prescott Preserve for its unique
birdlife. Restoring this additional area would undoubtedly enhance the birding experience for
myself and countless other visitors.
Water Conservation: Replacing a water-intensive golf course with native desert landscaping
will result in substantial water savings, a critical benefit in the arid region.
Reduced Environmental Impact: The elimination of pesticide and herbicide use associated
with golf course maintenance will contribute to a healthier environment, benefiting the entire
ecosystem, including the birds I enjoy observing.
Community Enrichment:
Public Access: A nature preserve offers opportunities for passive recreation, education, and
appreciation of the desert ecosystem, including birdwatching. This expanded public access
would further enhance the quality of life for Palm Springs residents and visitors like myself.
Property Values: Studies have shown that proximity to nature preserves can increase property
values in surrounding areas.
Sustainable Future: This project aligns with Palm Springs' commitment to environmental
sustainability and responsible land use practices.
Conclusion:
The Oswit Land Trust proposal offers a unique opportunity to restore a vital piece of desert
habitat while providing long-term benefits for the Palm Springs community, especially for
visitors like myself who enjoy birding at the Prescott Preserve. By approving this minor
amendment with a Categorical Exempt status, the Planning Commission can contribute to a
more sustainable future for Palm Springs and enhance the experience for nature enthusiasts
like myself.
Thank you for your consideration.
Sincerely,
John Blackburn
