Dear, Mayor, City Council, City Manager, Staff, Engineering, and Sustainability, RE: Traffic Engineering - Best Practices - Improved traffic flow and sustainability reducing emissions. The "ASK": Change many/most/not all, left arrows to red/yellow/yellow flashing (no green arrows) keeps traffic flowing far better and reduces emissions for better sustainability efforts. This way left turns and straight ahead traffic can all flow on the same light cycle. It's far more efficient than separate cycles for straight ahead and left turns traffic. Background: Like so many cities everywhere are doing, flashing yellow left turn arrows were very recently installed at many/most intersections in the Fairfax County Virginia area, a suburb of Washington D.C. where some of our kids and grandkids live. We were visiting them recently and there were big gatherings because of graduations. There was a lot of conversation about these new flashing yellow left arrows. To a person, people love the new flashing yellow left arrows. They say gone are the days of sitting at a red light for the left turn lanes, when the green light for the opposite straight through traffic direction has zero vehicles or light traffic flow. Everyone seemed to feel it has made a big positive impact on traffic flow in the area. The D.C. area is known for some of the heaviest traffic in the country, similar to L.A. traffic. Adopting best practices is always a good practice. In Palm Springs, it is very common to sit in a protected left turn lane at a red left arrow while opposing traffic is zero to little traffic yet it has a green light.
