Mayor and Council Members, 07/09/2024 Public Comment Item 1E With respect to the decision of the trimming of the skirts of the palm trees, I first ask why? What is the purpose of this decision? I am sure that you are aware of the tradition of the Agua Caliente Band of Cahuilla Indians that leave the palm trees in their natural state. May 6, 2009 the city adopted Resolution No. 22475. Look it up. The city recognized the significance of keeping the California fan palms in their natural state. It’s not just about the visual aspect, there’s no question that the trees look much better with a trimmed skirt at the bottom as has been the case. The other really important factor is that the skirts provide homes to various creatures in addition to nesting for the birds and protect them from the harsh summer sun. After all these years someone decided that this was a good idea? You will be getting a lot of feedback from irate residents about this that care about protecting the wildlife and hopefully also from the Cahuilla Indian Tribe. Tradition is important, show respect. In addition: No trimming should ever be done until the months end in "ber". There are some birds that have more than one clutches and are all done by September. It is illegal for anyone to remove, harm or destroy nests that are covered in the Migratory Bird Act of 1918. Doves, kestrel and screech owls all nest in palms as do bats. Please give this more thought and show that you care. We need to know, now more than ever, that government cares and makes choices that benefit the environment. Hello, I am writing to the Palm Springs city council in response to Item 1E, an ordinance that criminalizes homelessness. In the wake of Sonya Masseys murder, now is not the time to bolster police officers' ability to administer violence. As you put it, Councilman DeHart, this legislation is “one more tool for our police officers''. There are no more tools of violence needed in the belts of police officers, for they have proven their incapacity time and time again. It is naive to think the Palm Springs police force is some outlier to police brutality. That preconception is null and void when used to dictate the violence one human can impose on another. Your legislation is sloppy, ill-thought out and in practice will be inhumane. You are adopting a decision from the ultra right wing Supreme Court that many of you have thoroughly denounced. By leaving wide open holes in your ordinance, you give discretion to those carrying out the horrendous acts that you say will bring prosperity to Palm Springs. But of course, you say this as you sit behind a mahogany pedestal, housed. I sympathize with Councilwoman Gardener's thoughts shared at your last meeting in which she expressed a need for community specialists to be involved with the process of helping unhoused folks and legislating with more empathy for the humans you are treating as criminals for the act of striving to survive.
