Hi Jeffrey-
Couple of quick questions:
1)Were the injuries reported actually attributed to a California Fan Palm skirt
being dislodged? These fronds are almost impossible to pull off, even by high
winds.
Could any of those injuries have been caused by a Mexican Fan Palm frond or
from bloom stalks? It would be helpful to see the actual reports on these injuries
before taking this drastic steps of removing the skirts from the native palms
mentioned in the report below.
2)Is there any way to stop the skinning of nearly 4,000 native palms… or is the
city already committed to doing this project?
I think once people start seeing this happen, you’ll have a lot of upset community
members.

All of this seems like an overreaction; a waste of resources and a terrible
misfortune aesthetically, for wildlife and for the loss of shade.

All other California Fan Palms (Washingtonia filifera) and all Mexican Fan
Palms
(Washingtonia robusta) located within the public right-of-way shall have their
dry
fronds removed and their trunks shall be skinned.
The City has approximately 3,900 California Fan Palms; of which 140 reside
in the
Downtown Park and will remain in their natural state.
The California Fan Palms within the Downtown Park are not directly over any
public
seating area. To further advise the public of the potential of fronds displacing
from a
California Fan Palm, staff will install advisory signs in the Downtown Park.
Staff will utilize the Citywide tree trimming contract to initiate trimming of
California Fan
Palms in phases of 500 palm trees, anticipating accomplishing two phases
per contract
year, over the next 4 years. This approach will start with the most populated
areas first,
kicking off with Downtown, then the Airport, before transitioning into Parks,
Medians and
Parkways, and Assessment Districts.

mentioned. However, there’s been quite a few incidents with fronds
falling and it’s increasing with our winds. In the last year, we’ve had

I agree that Palm Springs should NOT trim the native

(the only palm tree species that retains its fronds like

I was dismayed that the Council had voted to delay
trimming the palm trees downtown. I have personally
witnessed the damage done and the injuries sustained
during one of the higher than usual windstorms a few
months ago. This episode required paramedics and a trip

know this is not the first time this has happened. Many of
these trees are located directly above pedestrian benches
and sidewalk cafes. Being a downtown businessman, I am
sure you are well aware of these issues.
When these fronds dislodge from the trees, they have razor
sharp edges, with the potential to be lethal. And one falling
batch almost always leads to a second and larger group of
fronds that fall from the same tree. The dust that engulfs
the area after a fall is pervasive.
There may well be some birds that live in these dead
branch areas, but birds are resourceful and can find
another place to nest. One of the best things about
removing these skirts would be eliminating a favorite
habitat of downtown rats; I've seen plenty of them, too.
I understand the folks who attended the meeting to protest
moving ahead with trimming in the public right of way were
encouraged by OLT to storm the city council meeting. I
believe their joy in driving down the Palm Canyon once or
twice a year is far overshadowed by the need for a safe,
clean, and vermin-free environment downtown.
I respectfully request you move ahead with the excellent
work the City staff has done in their lengthy report that

I wanna tell you guys just how badly you all screwed up and a very huge Mistake you made
when you took our dogs
Apparently you think it's ok to traumatized animals so much so they don't behave themselves
as they normally. You think it's ok to snatch them out of the only home they ever known.
Keep their pener in the dark giving no information. Not allowed to see them or even call to
see how they are doing. You take them away from families they live and trust thrown them in
cage. In a a mousy. Shelter where dogs barking and crying surrounded by strangers and think
that's not being cruel to animals.
You don't listen to what the owners tell you you don't take consideration of the circumstances
you lie ow whatever and think it's ok. You never considered dered alternative. Other than
taking dogs away from the families they live and you don't care how badly they are transtjizef
but still wanna make the owners feel like they are in the wrong especially if their back is
against the and they are doing the best they can at that moment.
How dare you say behlect and refuse the return of our fogs and on top the f that you killed
none of our dogs. I don't care how many dogs under your do called care. If tome can't be
spent to get to know the dog then there's too many. For you guys to deal with. The dog you
killed once she got to know would smile for you all day long you would have discovered she
was more playful than her 3 kids you have and refuse to return. You'd sldo find out she always
protected her adult kids. And she would have shown you how she could communicate with
things she wanted. But I nstead you rather see them dead than back in their rightful home and
you call this protecting the pet.
By now you know who this is and think I m. Just assuming thongs but I'm not assuming it's
what you have already done
None cut anytime foens off my dogs. We never got copies of any reports. And our fogs were
not in horrible condition. As Guzman said she lying . I have the nursing facility contradict
anything neg you have to say. So with that I hope you all lose everything that ever matters to
you and can never get back and I hope your name gets dragged thru the mud

I am a U.S. citizen and considering relocation to Palm Springs, California.
I To the best of my knowledge, the City Council of Palm Springs is
considering an ordinance that prohibits certain life-sustaining activities,
such as camping, in public places. The ordinance would, if enacted,
apparently empower the Palms Springs Police Department
to banish (transport homeless persons outside the City of Palm Springs in
lieu of criminal prosecution) homeless persons from the City of Salem.
I believe that the proposed ordinance violates my human rights under:
Articles 6 (right to life);
7 (prohibition of torture and other forms of ill-treatment);

As an antitheist atheist, I object to the notion that the City of Palm Springs can coerce me
to stay in a private homeless shelter that peddles theistic ideologies.
The ICCPR is the “supreme law of the land” under the Supremacy Clause of the U.S. Constitution,
which gives acceded treaties the status of federal law. I call on the City of Palm Springs to abide by
its international obligations.

Having just read the Palm Springs Post story about the safety study regarding the
Indian Canyon Downtown Parking Garage:
I agree that more lighting would improve the safety for people and vehicles.
However, I STRONGLY disagree with the suggestion to add MUSIC to the
garage.
Unfortunately, the study proposed to increase “the perception” of safety. When in
fact it should recommend improvements that support ACTUAL safety, not

Adding music to an already identified less-than-safe structure, such as this
parking garage, suddenly masks one of our important senses normally used to
assess our surroundings: SOUND. This is nothing more than a misguided attempt
to create the perception that Palm Springs is somehow more “classy” via music
being played even in public parking garages.
The REALITY is that any extraneous music would make it harder / impossible to:
-hear anyone approaching you before they can be seen (e.g. from behind);
-hear anyone’s cries for assistance when in distress;
-hear the sounds associated with car break-ins (e.g. breaking glass);
And thus interfere with one’s ability to detect and avoid what could be dangerous
situations.

Regarding the parking issue in downtown; I just want to say that I avoid downtown as much as possible because
there is no place to park. I would love to go out to dinner or go shopping but I have bad knees and feet and I can't
walk blocks to get to where I'm going. We need MORE parking not less. Businesses should not be allowed to count
street parking as part of their minimum requirement. How many spaces have we lost to the restaurants' parklets?
Those need to be replaced. Thank you.

As a former and retired Director of Finance & Treasurer (from 1990 to 2005) for the
City of Palm Springs, and a City resident since 1972, I was concerned when the City
Council authorized first $200,000 and then an additional $500,000 for a Universal
Basic Income program to be administered by the non profit Queer Works. Putting
aside the efficacy of such a small pilot program, it appeared to me that neither QW
nor it's executive, Jacob Rostovsky, had any track record in running any kind of
program. Also, the projected administrative costs seemed wildly out of line with the
benefits to be provided to the target clientele. No more than 30 people were slated to
receive $800 each per month for 18 months. My understanding is that perhaps 14
people have been receiving benefits, and that over 80% of the funds has been spent
on salaries and administration, with a large portion of that being paid to Rostovsky.
This program was poorly conceived, with inadequate City oversight, and was grossly
mismanaged. I hope the City can recover some of the funds, but this is most likely a
dead loss. The City Council needs to be far more careful in its future ventures into
social welfare.

Mosquito season is upon us, and to many that means spraying pesticides to kill
them. However, not only is spraying flying mosquitoes the most ineffective way
to prevent mosquito problems, but it is also counterproductive because it
eliminates some of our most attractive and helpful allies—birds. Most songbirds
eat insects at some stage of their life. Many birds who eat seeds or nectar feed
insects to their young, including flying insects that may be bothersome–like
mosquitoes or flies. Altogether, birds consume as many as 20 quadrillion

individual insects, totaling 400-500 million metric tons, per year.
Mosquito-eating birds include many well-known residents of our communities.
They include, for example, wood ducks, phoebes and other flycatchers, bluebirds,
cardinals, downy woodpeckers, swallows, swifts, robins, orioles, wrens, great tits,
warblers, nuthatches, hummingbirds, red-winged blackbirds, grackles, chickadees,
sparrows, nighthawks, and even the much-maligned starlings.
On the other hand, insectivorous birds are threatened directly by pesticide use and
indirectly by the loss of their prey. In 1962, Rachel Carson drew attention to the
poisoning of songbirds in her book Silent Spring. Despite restrictions on the
organochlorines used in 1962, over three billion birds, or 29% of 1970s numbers
have been lost in North America over the last 50 years. Research shows that 57%
of bird species are in decline, and mosquito-eating birds lead the list. Ninety
percent of all declines were within 12 bird families including sparrows, warblers,
blackbirds, larks, sparrows, swallows, nightjars, swifts, finches, flycatchers,
starlings, and thrushes. Please note the overlap with mosquito-eating birds. Only
waterfowl and wetland bird species show any increase.
Meanwhile, the world is experiencing an insect apocalypse. Recent research has
found dramatic drops in overall insect abundance, with leading entomologists
identifying steep declines in insect populations. Various studies have found
reductions of up to a factor of 60 over the past 40 years—there were 60 times as
many insects in some locations in the 1970s. Insect abundance has declined more
than 75% over the last 29 years, according to research published by European
scientists.
Insectivorous birds are an essential part of global food webs that bring balance to
ecological communities, but birds are not the only insectivores to feed on
mosquitoes. Animals who contribute to maintaining ecological balance by
consuming mosquito larvae and adults include insects, spiders, fish, amphibians,
and bats. All are threatened by pesticides.
The use of pesticides that threaten birds and others who consume mosquitoes is
not consistent with the ecological management of mosquitoes.
Please eliminate the use in our city of pesticides that imperil birds, other mosquito
predators, and their insect food supply. Please adopt biodiversity conservation
goals that include: (1) ecological mosquito management including measures that
recognize the benefit of preventive strategies, which establish source reduction
programs that manage breeding sites on public lands and educate on the
management of private lands, employ programs for larval management with
biological controls, and eliminate the use of toxic pesticides; (2) prohibition of
systemic insecticides and treated seeds, including neonicotinoids; and (3) land
management on public lands--including hospitals, higher education institutions,
schools, and parks--using regenerative organic principles and organic certified
practices and products, to transition to a viable organic system that prioritizes
long-term health of the public, ecology, and economy.

Dear Members of the Palm Springs City Council,
I am writing to bring to your attention some pressing concerns regarding the lack of adequate public amenities in
our city, which I have previously brought up in an e-mail that I sent to the council a year ago. Unfortunately,
despite raising these issues, no substantial changes have been made, and the situation remains pretty much
unchanged.
First and foremost, there is still a scarcity of water fountains throughout our city. In a place known for its extreme
heat, not having accessible drinking water is a serious health hazard. This is especially alarming and eye-opening
given that sprinklers are installed on every sidewalk to water the plants. It is so hard for me to fathom that we can
ensure that plants get hydrated while neglecting the basic hydration needs of our residents and visitors.
Secondly, the lack of shade at bus stops is another HUGE issue. Our bus stops are equipped with metal benches,
which become so very hot in triple-degree temperatures. This not only makes waiting for public transportation
uncomfortable but also poses a serious risk to pregnant women, young children, and our senior citizens the most,
increasing the risk of heat-related illnesses.
I was informed last year that there would be “significant changes to the housing assistance issue in the coming
year.” However, I have yet to see any real progress. I have applied for housing assistance and did not receive so
much as a confirmation that my application was received, under review, or any follow-up contact from any
department. This lack of communication and action is deeply disappointing and adds to the frustration of residents in
need of assistance.
It is incredibly discouraging and honestly very shameful that despite being fully aware of these issues for over a
year now, the city has done little to address them, fix them, remedy them, or even prioritize them I feel like. Instead
of putting some positive solutions that help those struggling, there seems to be a tendency to criminalize poverty and
hardship. Throwing people in jail is not a solution; it’s a failure of our community to provide necessities and
support to our fellow man.
As a resident deeply concerned about the well-being of all of our community, I am trying to be the voice here and I
urge the council to prioritize the putting in more water fountains throughout the city. Additionally, providing
shaded coverings at bus stops is a simple measure that can significantly improve the comfort and safety of those
who have to take the bus everyday. Furthermore, I implore the council to address the housing assistance issue with
the urgency it needs and that applicants are acknowledged and informed throughout the process.
The well-being of our residents and visitors should be a top priority, and these improvements are essential for
creating a more hospitable and healthy environment in Palm Springs. I hope the council will take immediate action
to address these issues, as the current situation is not sustainable and actually respond to me with some actions we
all can see.
