Palm Springs City Council,
The Board of Directors are writing to endorse the Staff Report requesting a total of $6 million in combined
funding for a new state-of-the-art pickleball facility creating 23 courts which will support the demand for
this fast-growing sport from our tourists and citizens. According to the June 25, 2024, Staff Report the
funding will come from a combination of previously allocated funds as well as newly allocated funds
from Quimby and Measure J funds. ($2.5 M from Quimby and $2M from Measure J)
The City of Palm Springs has fallen behind in comparison to our down Valley neighbors who have
accelerated the construction and availability of pickleball courts to their tourists and citizens. Not only
do Mid-Valley and East Valley cities provide large numbers of public courts (many brand new) but there is
a substantial number of resort and privately run facilities that are accessible to tourists and citizens in
the East Valley.
In the meantime, Palm Springs has just 12 courts that were converted to pickleball about 5 years ago that
are in poor condition. Although we have 6 new courts added at one hotel recently, by and large, the
density of the hotel footprint in Palm Springs means that few additional courts can be added. The burden
of providing competitive pickleball for Palm Springs tourists resides almost exclusively with the City.
This project is vital to Palm Springs maintaining its competitive advantage for tourists choosing to come
to our City by providing top quality recreational facilities to complement those offered by our hotels,
restaurants and destination experiences so that Palm Springs can be marketed as a City with high-quality
and a robust quantity of pickleball courts as well.
We trust that City Staff has determined the best mix of funds for this project and urge the Council to move
forward on funding and building these courts.

SUPPORT FOR Agenda Item 3.B. PROPOSED PICKLEBALL COURT COMPLEX PROJECT AND FUNDING.
Dear Councilmembers,
As a homeowner in the city for over 30yrs, I can say unequivocally that there is no other city amenity
that I and my family have used and enjoyed more than the pickleball courts at Demuth Park. We were
introduced to the sport shortly before the Covid pandemic shut down most of the country. Because our
indoor gyms were closed, pickleball provided a safe way to get some great exercise and social
connecon. We have since become avid players and extended our social circle ten-fold. Ours is not an
unusual story. So many people we’ve met in Palm Springs and from around the country have shared
the same experience.
With so many more people having picked up the sport from all walks of life, the phenomenon that is
pickleball has overtaken the capacity of the 12 courts at Demuth Park. Significant wait mes have been
the norm for the past two years and have steadily increased along with the sport’s popularity.
Residents have become frustrated by the hundreds of visitors who flock to the courts during “the
season”. While most of us recognize that tourism is the lifeblood of our economy, it has become very
discouraging seeing neighboring cies moving so much quicker to increase their capacity.
I was very pleased to parcipate in each of the three community meengs that led to the development
of the plan before you. To be sure, it isn’t everything we’d hoped for, but it is a profound improvement
on the status quo. And while there have been unnecessary delays in the process, what you have before
you is a wonderful work of collaboraon and forward-thinking design. It deserves your support.
Please support the staff recommendaons in this proposal.

Dear Mayor, Mayor Pro Tem and Members of the Council:
I am writing on behalf of the Ad Hoc Pickleball Committee to request your support for the
funding of the pickleball facility on the July 25th Council agenda.
This is a very exciting project and we urge you to approve the plan and fully fund the
construction of this facility ($2.5M Quimby and $2M Measure J funds plus previously
allocated funds) which address the surge in demand for pickleball courts by both tourists and
residents alike. In fact, according to the Sports and Fitness Industry Association, pickleball
continues to be the fastest growing sport in America having grown 51.8% from 2022 to 2023
and 223.5% in four years since 2020.,
This is a significant project that is needed to ensure that Palm Springs meets the objective of
being a world class tourist destination and to address the health and wellness needs of our
residents.
As you formulate your thoughts in support of this project, we want to share a video
which presents a variety of perspectives on why this project is so important. You will hear
from a range of people including Andy Mills who speaks in his personal capacity as an active
pickleball player who understands the value of this investment.

But this isn't just about community. At this point you have a very important economic
decision to make in terms of remaining competitive as a tourist destination. When this project
first started in 2021 it may have been a tad ahead of the curve but because of the pace at which
this project has developed we have fallen behind --- not just a little bit but by a wide margin.
We have attached a spreadsheet that shows the public and private courts available throughout
the Valley. We are undoubtedly behind the curve now, (Note: a substantial # but not all
courts marked "private" are available to the public for a fee in addition to the public courts in
other CV cities)
At a time when TOT has fallen for both hotel and vacation rentals, remaining competitive with
public recreational facilities available for tourists is vital. And when you have a fast-growing
sport like pickleball for which the City has a subpar offering, an investment like this is critical
to the future (and current) appeal of our City when tourists decide where they will stay and

spend money in hotels, vacation rentals, restaurants, entertainment venues and every other
purchase opportunity.
You are being asked to support a $6 million expenditure (in total) not to appease an active
pickleball community (that might have been the case 4 years ago) but to keep Palm Springs
competitive as a desirable and desired tourist destination. That is why the support of the Palm
Springs Hospitality Association (attached) is worthy of your serious consideration.

DeMuth Park.
I was pleased to read how this project has been moving forward since it was
initally approved when I served on the City Council. The inclusion of an ADA
accessible court and shade will enhance the facility by making it more inclusive
and usable by more people, more of the time.
Although I had not played pickleball when this proposal first came to City
Council, I had heard from many residents about how much they enjoyed playing
and the physical benefits of this active sport. I also heard how playing pickleball
and being part of the pickleball community in Palm Springs had enhanced their
lives. Since then I have come to personally understand the benefits of pickleball I
had heard about.
When James and I temporarily moved to Brighton and Hove, England for a year

last July, we didn't know people here. We joined a sports league and met a few
people playing tennis which is the sport we played in Palm Springs. When one of
them encouraged us to join him one evening at the pickleball league, we decided
to try it and we were hooked.
Pickleball is a fun and active sport that is easy to learn, great for fitness, and very
social. Through pickleball we quickly made a wonderful group of friends who we
socialize with outside of when we play pickleball. The pickleball community we
have become part of is very inclusive and has truly enhanced our lives.
We are looking forward to returning home to Palm Springs later this year and
becoming part of the pickleball community in Palm Springs.
To have a pickleball facility such as the one you are considering in Palm Springs
will be a great addition to our city and benefit so many of our residents.

2M for pickle ball courts? Really? How about considering money for a shade tree project throughout the city
instead. 2M for special interests? The entire city and city businesses would benefit from a greening up of Palm
Springs, not to mention the heat mitigation and beauty that would provide us. Measure J funds should benefit the
masses, not just pickle ballers!
