HomeMy WebLinkAbout3A - PresentationCity of Palm Springs PLACE MEASURE J EXTENSION ON THE NOVEMBER 5, 2024 GENERAL MUNICIPAL ELECTION BALLOT JULY 9, 2024 3A - 1 City of Palm Springs Measure J November 5, 2024 Ballot •City Council requested at the June 13, 2024 meeting for staff to agendize the item of placing a measure on the November 5, 2024 General Municipal Election ballot that would extend the Measure J sales tax by removing the sunset provision. •To place the Measure on the ballot, the Council must adopt three resolutions: •Calling the measure to the ballot (includes text of the ordinance/measure) •Requesting consolidation with the Statewide Election (allows County to run election logisitics) •Setting deadlines and rules for arguments/rebuttals for an against the measure. •Requires 2/3 vote of the Council membership to place the measure on the ballot. •Requires majority (50% + 1) of Palm Springs voters to approve. 3A - 2 City of Palm Springs Measure J November 5, 2024 Ballot •If approved, the Measure J sales tax rate would remain the same – 1%. •This Measure also makes certain technical updates required by the Calif. Dept. of Tax and Fee Administration (CDTFA) to collect the sales tax (shown in redline in the ordinance/measure) •New provisions would become operative April 1, 2025. However, since this is an extension of an existing tax, with no change in rate, there would be no immediate impact. •After March 31, 2037, the Measure J sales tax would remain in effect until repealed by Palm Springs voters at a future election. 3A - 3 City of Palm Springs Measure J November 5, 2024 Ballot •Measure J is currently scheduled to sunset, or end, on March 31, 2037. •Generates approximately $22 million annually and over $190 million since inception in 2012. •Measure J sales tax is not assessed on certain groceries, medical devices and services, and prescription drugs. •Measure J is over 10% of general use revenue and accounted for in a separate fund. •Measure J is subject to an independent annual audit. •All expenses are reviewed by an oversight Commission that is independent of City Staff. •Staff follow the City’s Procurement policy for all projects. •Measure J past, current, and future projects can be found at www.engagepalmsprings.com 3A - 4 City of Palm Springs Measure J November 5, 2024 Ballot List of major projects funded by Measure J: •Downtown Revitalization - $45 million (total debt service $65 million) •Annual Street Maintenance - $38.3 million since inception •Plaza Theatre Restoration - $7.5 million •Downtown Park - $4.1 million •LED Lighting at Park Recreation Fields - $4.7 million •Pedestrian Enhancements - $2.4 million •Police Department Renovation - $3.4 million •Fire Station #4 Renovation - $1.4 million •City intends to issue debt for the Main Library Renovation in 2025 and a new Fire Station #1 soon after. City intends on using funds from Measure J to pay the annual debt service. 3A - 5
