PLANNING COMMISSION MINUTES
April 24, 2024

CALL TO ORDER:
Chair Weremiuk called the meeting to order at 5:32 pm.
ROLL CALL:
Present: Chair Weremiuk, Vice Chair Aylaian, Baker, Miller, Murphy, Rotman
Staff Present: Assistant Planning Director Newell, AICP, Assistant Planner
Rubalcava, Attorney Ryan Guiboa, Administrative Specialist Fields,
Sustainability Director McCoy, Climate Action and Sustainability
Specialist Wheeler
Chair Weremiuk opened the meeting in memory of the recently deceased
Commissioner, Lyn Calerdine, with a review of his contributions to the City of Palm
Springs. Grant Wilson, a former Sustainability Commissioner, shared his thoughts and
condolences.
DISCUSSION:
1. CITY OF PALM SPRINGS, REGARDING A POTENTIAL CITYWIDE TREE
PROTECTION ORDINANCE (LP and CW)
Director McCoy and Specialist Wheeler made a presentation and discussed items with
the commission.
Discussion item only; no action taken.
ADJOURNMENT: The Planning Commission adjourned at 6:28 pm to their regular
meeting at 6:00 pm, Wednesday, April 24, Council Chamber, City Hall, 3200 E.
Tahquitz Canyon Way.

REPORT OF POSTING OF AGENDA: The agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on
Thursday, April 18, 2024, and posted on the City’s website as required by established
policies and procedures.
ACCEPTANCE OF THE AGENDA:
Commissioner Baker moved, seconded by Commissioner Miller, to accept the agenda.

PUBLIC COMMENTS: None.
1. CONSENT CALENDAR:
1A. APPROVAL OF MINUTES: APRIL 10, 2024
Commissioner Miller moved, Commissioner Baker seconded, the approval of the
Minutes of the April 10, 2024 meeting.
AYES: BAKER, MILLER, MURPHY, ROTMAN, WEREMIUK, AYLAIAN.
2. PUBLIC HEARINGS:
2A. A REQUEST BY GIUSEPPE COMPERATORE, ON BEHALF OF DOGS
R DOPE, LLC, FOR A CONDITIONAL USE PERMIT TO INCORPORATE
OVERNIGHT KENNELS WITHIN AN EXISTING DOG TRAINING AND
CARE FACILITY AT 888 EAST RESEARCH DRIVE, ZONE M-1-P
(CASE NO. CUP-2024-0004) (AR).
Assistant Planner Rubalcava presented the staff report to and answered questions of
the Commission.
Giuseppe Comperatore, Dogs R Dope, applicant and co-founder, spoke and answered
questions of the Commission.
Ryan Guiboa, Attorney for the City of Palm Springs, answered questions of the
Commission.
Vice Chair Aylaian moved, seconded by Commissioner Miller, to approve with added
conditions.

1. A minimum of 280 square feet of usable outdoor dog space will be provided.
a. Pervious material used for a minimum of 50% of the surface.
b. 50% of the area to be covered by shade.
2. Two outdoor visits for each dog kenneled overnight (24 hours).
3. A maximum number of 40 dogs at the facility at any given time.
4. Maintenance of landscaping in the front yard.
5. Adequate plans provided to the Planning Director to remediate sanitation
complaints in 90 days.
6. Ensure that the facility and outdoor areas are always maintained in a clean and
sanitary condition, and the submission of sanitation plan to the Planning Director.
7. Maintenance of a refrigerator on site for pet food requiring refrigeration.

PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS: Chair
Weremiuk expressed condolences for the recent passing of the spouse of former
Planning Department employee Joanne Bruggeman.
PLANNING DIRECTOR’S REPORT: None.
ADJOURNMENT: The Planning Commission adjourned at 7:46 pm to 5:30 pm,
Wednesday, May 8, 2024, 3200 East Tahquitz Canyon Way, Palm Springs, California.
