OBSERVATION OF SUSPECT
NARRATIVE

Self-initiated stop.
M.O./P.O.E.:
Tyler Canderozzi was under the influence of a controlled substance when he ran from Law
Enforcement Officers after being detained for HS 11550. While running away, Canderozzi fell
and quickly tried to get back up. I grabbed Canderozzi in attempt to place him under arrest and
he aggressively shoved me off of him. Sergeant Andre and my-self wrestled Canderozzi to the
ground. Sergeant Andre applied a carotid control hold which was effective and Canderozzi
which was placed in handcuffs with no further incident.

Sergeant Andre was on scene at the time of this contact. Please refer to Sergeant Andre's
supplemental report for details.
OFFICER STATEMENT:
On February 20, 2020, I was partnered with Sergeant Andre working uniformed patrol, in
marked PSPD unit #13, in the City of Palm Springs, in the County of Riverside.
At approximately 1843 hours, we drove through the parking lot of 559 S Palm Canyon knowing
it is a common place for transients to possess and/or use drugs. While driving, we observed a

NARRATIVE
white male adult wearing a green shirt and jeans quickly walk past our unit. The male was later
identified to be Tyler Canderozzi. Canderozzi walked close enough to our unit for us to see he
was talking to himself, was extremely fidgety and appeared paranoid, being that he was looking
around and back at the ground like he didn't want to be seen.
While Sergeant Andre was making a U-turn to contact Canderozzi, I was able to keep an eye
on him as he was walking away. I then observed Canderozzi start running east bound in
between Wells Fargo and the Palm Canyon Roadhouse, then lost visual when Canderozzi
turned north on S Palm Canyon.
We then located Canderozzi on the side walk west of S Palm Canyon in front of Wells Fargo.
Sergeant Andre stopped the unit, opened his door and yelled towards Canderozzi and
requested Canderozzi to stop and talk to us. Canderozzi then stopped and sat down on the
ground. While speaking with Canderozzi I noticed he had bruxism (clenching of the jaw), white
foam on the sides of his mouth, and was very paranoid stating he was being chased by
Russians and Irish. Based on my training and experience being a law enforcement Officer, I
know these are common signs and symptoms of being under the influence of a controlled
substance. At this time, Canderozzi was being detained for HS 11550.
While speaking to Canderozzi, he attempted to stand up 2 times. Sergeant Andre and I advised
Canderozzi to stay seated and he complied.
Canderozzi then stood up a third time, and started running eastbound across S Palm Canyon
Road. This was concerning being that S Palm Canyon is a busy road, which a lot of traffic
collisions occur on. Sergeant Andre and I chased after Canderozzi. Canderozzi first ran in a
circle in the middle of the road and then continued eastbound and ran in the parking lot of 588 S
Palm Canyon (Bank of America).
Canderozzi then turned to run southbound through the parking lot of Bank of America and fell
near some stairs. Canderozzi quickly tried to get back up from the ground to run again by sitting
up to his butt, and I rushed him to hold him down. Being that Canderozzi is 6'4" and 190 lbs and
I being 5'5" 140 lbs, he easily shoved me off of him by pushing my chest and shoulders with

SUPPLEMENTAL REPORT
OFFICER STATEMENT:
On Thursday, February 20, 2020, at approximately 1845 hours, I was working a two officer
unit with Officer Jiles, in the City of Palm Springs, County of Riverside. We were both in full
PSPD uniform and were driving a fully marked PSPD patrol unit (#13).
While on patrol in the parking lot of 559 S Palm Canyon Drive, we saw a white male, later
identified as Tyler Canderozzi, quickly walking northeast through the lot. As Canderozzi
walked past our patrol unit (less than 5 feet), I noticed he appeared to be fidgeting,
sweating, was talking to himself, and had an exaggerated gait, all of which caused me to
believe he was under the influence of a controlled substance.
Canderozzi continued to walk in a northeast direction, as I began making a U-turn in my
patrol unit so that I could position it to contact him. While in the process of making the turn,
when I was not looking in his direction, Officer Jiles advised Canderozzi was now running
away from us in the northeast direction.
From my experience as a police officer in Palm Springs, I know this area is common for
those who both use and possess drugs. Additionally, based on this physical symptoms that
I recognized as being common with someone who is under the influence of a controlled
substance, I formed the opinion that Canderozzi was running to avoid police contact.
I completed the turn and drove the unit to a driveway, which intersects with S Palm Canyon
Drive, where he was last seen. I stopped at S Palm Canyon Drive and saw Canderozzi
walking north along the west sidewalk in the same fashion he was when he walked past my
patrol unit earlier. When I stopped the unit, he was to my left (north), and was
approximately 20 yards north of us. I exited the patrol unit, and yelled to Canderozzi asking
him to come and talk with us. Canderozzi walked back towards our location and sat on the

While speaking with Canderozzi and observing the listed objective symptoms, now with the
addition of rapid incoherent speech, I further believed he was under the influence of a
controlled substance. At this time, both Officer Jiles and I told Canderozzi to stay seated
and that he could not leave, as he was being detained for suspicion of being under the
influence of a controlled substance.
As Officer Jiles spoke with Canderozzi, he attempted to get up two times. Each time,
Officer Jiles told him to sit back down and he complied. While attempting to obtain
Canderozzi's identifying information and trying to evaluate him for possibly being under the
influence of a controlled substance, he stood without being asked and ran eastbound.
Canderozzi ran east across the four lanes of S Palm Canyon Drive and then ran in one
large circle, in an attempt to evade Officer Jiles and myself. While Officer Jiles and I
chased Canderozzi, we repeatedly told him to stop running.
Canderozzi then ran into the parking lot of 588 S Palm Canyon (Bank of America; East of
the location of the initial stop) and tripped over a curb located to the west of the bank's front
entrance. When Canderozzi fell, Officer Jiles grabbed onto him to hold him down. As I
neared, I saw Canderozzi sit up onto his butt and use both of his hands to forcefully shove
Officer Jiles in her upper body/head area in an attempt to continue to flee. Officer Jiles
maintained a grip on Canderozzi, as he turned away from her (turned east) and began to
attempt to get up. Based on Canderozzi's visible symptoms, now seeing him physically
resist Officer Jiles attempt at detaining him, and fearing that if he was able to escape and
flee again that he may run into traffic where he could be hit by a passing vehicle, I chose to
utilize a carotid control hold to effectively restrain him.
Officer Granados then arrived on scene.
While on the ground and from behind Canderozzi, I placed my right arm over his right

shoulder and down across his chest. I then brought the lower portion of my right arm up
and across Canderozzi's chest, placing my left hand near his left shoulder. I did this so I
could position my right arm in the correct position, per my training, to apply the carotid
control hold, but at the time Canderozzi was still resisting and moving his head to the right.
While in this position, I could hear both Officer Jiles and Officer Granados telling
Canderozzi to stop resisting and to put his hands behind his back but he didn't. With my left
hand I radioed to PSPD dispatch that Canderozzi was still resisting. At this time, I was able
to position my right arm into the correct position on Canderozzi, with my right bicep along
the right side of his neck, my elbow in-line with his chin, and the lower portion of my right
arm along the left side of his neck. I then placed the lower portion of my left arm behind
Canderozzi's head, placing my left hand on my right shoulder. I then applied equal
pressure to the sides of Canderozzi's neck, rendering him unconscious (the hold was
applied for approximately 5 seconds). Once I saw Canderozzi was rendered unconscious
and felt his body lose rigidity, Officer Jiles stated he was detained in handcuffs. I then
immediately released the carotid control hold while maintaining control of Canderozzi's
upper body/head, to prevent it from hitting the concrete. Approximately 5 seconds later,
Canderozzi regained consciousness and continued to act in the same manner as he did
when we first contacted him.
After Canderozzi was detained in handcuffs, I noticed he was
between the eyebrows, and that he appeared to be foaming from
the mouth and nose. Due to these reasons medical assistance was requested to respond
to our location. PSFD and AMR arrived and treated Canderozzi.
During the time Canderozzi was physically resisting myself and Officer Jiles, I did not have
my baton readily accessible as it was still in the driver side door jamb of my patrol unit.
However, due to Canderozzi 's position and that Officer Jiles was holding onto him, I do not
feel the baton would have been an effective tool to utilize due to their positions, limiting the
areas where he could be struck.

NARRATIVE
I also did not believe my Taser would have been effective due to the clothing Canderozzi
was wearing and my proximity to both him and Officer Jiles, which would have severely
restricted the Taser dart spread or possibly caused Officer Jiles to be inadvertently tased.
Additionally, I did not believe my OC Spray would have been effective due to the close
proximity Canderozzi and Officer Jiles were in, causing me to believe that its application
may have also effected Officer Jiles and I.
Canderozzi was then transported to DRMC by AMR, while Officer Jiles rode along in the
ambulance. Canderozzi was later booked at the Banning Jail.
Please refer to Officer Jiles' initial criminal report in reference to the charges and evidence
collection.
I was not injured during this incident.
ADDITIONAL INFORMATION:
During my time as a Palm Springs Police Officer, I have attended and successfully
completed multiple department- approved training courses in regard to the application of the
carotid control hold. Additionally, as an officer I gained experience in identifying individuals
suspected of being under the influence of a controlled substance through training at the
police academy, patrol experience and arrests, various CNOA training, Drug Abuse
Recognition courses, and as a Narcotics Detective assigned to the Coachella Valley
Narcotics Task Force.
In regard to Canderozzi's , he did not have the injury when we
initially contacted him. After speaking with Officer Jiles, we believe he suffered the injury
when he fell while fleeing, because during the incident neither of us struck him in the face
and while I was holding him I do not recall his head hitting the ground.

SUPPLEMENTAL REPORT
On Tuesday, March 10, 2020, while assigned to the Detective Bureau of the Palm Springs
Police Department, County of Riverside, I received a report from Bio-Tox Laboratories
regarding this case. This case stems from Tyler Canderozzi being found under the influence
of a controlled substance on February 20, 2020, before he ran from police and resisted their
lawful efforts to arrest him. Examining the report from Bio-Tox,
, and that the date of the report was February 28,
2020.
The report indicated S. Gallardo and O. Bawardi analyzed Canderozzi's blood for the
presence of those six drugs and located the following:
After reading the results of this report, I scanned a digital copy into evidence before placing
a copy in the case file. At this time, I have no additional information and will close this
report.
