SOURCE:
On 08/08/2019, I was working uniformed patrol in a marked Palm Springs Police vehicle, in the City of Palm
Springs, within the County of Riverside. At approximately 1618 hours, I responded to 588 S Palm Canyon Dr in
reference to a physical altercation occurring.
OFFICER STATEMENT:
I responded from the intersection of 19th Ave and N Indian Canyon Dr. As I was en route to the location, PSPD
Dispatch advised the arrestee, later identified as Kevyn Weintraub ("WEINTRAUB"), was armed with a knife and
was wearing a black shirt and camouflage shorts. As I continued to drive to the location, I overheard Officers'
Burton and Enriquez on the radio arrive on scene and contact the subject. Shortly thereafter, I then overhead on the
radio they were physically fighting with the subject. At this time, I expedited my response by activating my
emergency lights and siren. I then overheard Officer Enriquez advise via radio the Taser had been deployed and
then "shots" had been fired.
When I arrived on scene, I located the officers in the median at the intersection of S Palm Canyon Dr and E Camino
Parocela. I observed Officer Clift pinning WEINTRAUB down onto the ground and Officers' Burton and Enriquez
were walking away from WEINTRAUB with Officer C. Carrillo. I observed WEINTRAUB was handcuffed and
was yelling, "Help me, Help me! I've been shot!". I observed WEINTRAUB's right thigh was soaked in blood. I
'en began to immediately provide medical attention to WEINTRAUB'S injuries by removing my department
_slued tourniquet from it's holster. K9 Officer Steed arrived on scene and assisted by cutting WEINTRAUB'S
shorts and I observed what appeared to be a gunshot wound to the front of WEINTRAUB'S thigh. K9 Officer Steed
and I fastened and tightened the tourniquet high on WEINTRAUB'S thigh, above the gunshot wound. It was at this
time Palm Springs Fire Department personnel arrived on scene and began to provide medical attention to
WEINTRAUB. Officer Steed and I assisted medical personnel with loading WEINTRAUB onto the gurney and
WEINTRAUB was then transported to Desert Reginal Medical Center.
Officer Steed and I were directed to locate witnesses of the incident at the Gentleman's Barbershop (520 S Indian
Canyon Dr). I spoke with (" outside of the location. did not witness the officer
involved shooting that had occurred but was present at barbershop when WEINTRAUB was causing a disturbance
and was threatening staff. The following is a summary of statement:
arrived at the Gentleman's Barbershop at approximately 1615 hours. parked his vehicle at the east
curb in front of the location and observed WEINTRAUB exiting the location yelling at the staff. The barbershop
staff, approximately 8 staff member, were following WEINTRAUB out of the location and he could hear
WEINTRAUB yelling to the barbershop staff, "Lets go!" "I'll fuck you up!" "Lets go, one on one!" as he walked out
towards the sidewalk. Staff was directing WEINTRAUB to leave the area but he refused to do so and continued to
yell obscenities at staff and raising his middle fingers at them.
