On 8/18/19, I (Investigator Dickey # 4204) conducted follow up investigation on the above case. I
received and reviewed the Palm Springs Police report attached to this report as attachment "A". This
report serves to incorporate the PSPD report into the case fi le.

On 08/08/19, at approximately 1620 hours, while assigned to the Detective Bureau, I
heard Officer Enriquez and Officer Burton advise over the radio they were "physical"
with a subject they contacted at 588 S. Palm Canyon Drive. Shortly, I heard Officer
Enriquez say she had deployed her department issued taser and shortly heard Officer
Enriquez state over the radio "shots fired." I then quickly responded to the scene with
Detective Grissom and arrived on scene at approximately 1630 hours.
Upon arrival, I walked towards the officers and paramedics, who were actively treating
the male suspect, who had an apparent gunshot wound to his right upper thigh. The
male suspect was upset and was continuously screaming profanities at the paramedics
and officers. The paramedics were attempting to ask the subject medical related
questions, in which he refused and continued to state "I need water? "I'm thirsty."
Shortly after, I was contacted by Sgt. Stjerne, who advised me a witness had recorded
the incident with her cell phone. I then walked towards the witness, who was later
identified as . provided me with the following
summarized statement:
stated while driving northbound on N. Palm Canyon with her family, she noted
a suspect, who she described as 5-09, wearing dark clothing and wearing a back pack,
arguing with a group of males. She stated she continued driving northbound on N. Palm
Canyon and later decided to stop and record the incident. explained she
believed the suspect was going to get I in a fight and wanted to record the altercation.
She said as she exited her vehicle, she began to record the incident with her cell
phone. explained it appeared the suspect was arguing with a group of males
from the barber shop. She stated she then saw the suspect follow the group of males
with a pocket knife in his right hand screaming "I'll stab you." stated the other
group began to walk away and the suspect with the knife continued to walk towards
them "I'll stab you in your back." explained the suspect then turned around and
began to walk away from the group of males. stated after, she ended her
recording and got in her vehicle with her family.
said as they drove away, she noted a heavy police response to the location.
She stated they then decided to turn around and shortly arrived at the scene.
explained she did not see the altercation with the officers and had no further
information on how the incident occurred.

agreed to email me the videos she recorded with her cell phone. She later
signed a CAL-ECPA indicating her authorization of release of the videos.
I later reviewed both videos and depicted the following:

It depicts a white male adult, wearing a hat, glasses, back pack, camouflage shorts,
black tank top, sandals, standing in the middle of the road (#2 lane). The male suspect
is seen screaming at several subjects on the east curb of S. Palm Canyon Drive. The
male suspect is heard screaming "faggots" at the group of (6) males, who are then
seen walking back the barbershop (Gentlemen's barbershop), located on the east side
of S. Palm Canyon. The male subjects are seen walking back to the barber shop and
heard saying "you're wasting my time." The male suspect is then seen walking towards
the group of males screaming "cut my hair you faggot." One of the male's, who is
shirtless, is seen walking into the barber shop and the remainder of the group is seen
walking back towards the male suspect. They appear to confront the male suspect and
shortly, the subjects are seen walking away from the male suspect. The male suspect is
seen walking towards the group, with an object in his right hand. His arm is bent and in
an upward position walking towards the group of males saying "Back the fuck up. I'll
stab you in the back." The male suspect is then seen walking away and shortly
returning to re-confront the group of males and the video then ends.

It depicts the male suspect walking south on the east curb of S. Palm Canyon. The
video subsequently ends.
At this time, I concluded my involvement in this investigation.
ADDITIONAL INFORMATION:
had a total of (4) videos on her cell phone. was only able to email (2)
videos of the incident and was unable to send the remaining (2) videos, due to lack of
storage/data on her cell phone. explained she will attempt to re-send those
videos, once she is connected to "Wifi." It should be noted, the (2) remaining videos
appeared to be recordings of the scene secured by officers. The videos did not appear
to contain any recordings of the incident with the officers and the suspect. A
supplemental report will be generated once those videos are obtained.
