I received and reviewed the Palm Springs Police report attached to this report as attachment "A". This report serves to incorporate the PSPD report into the case file. DESCRIPTION VALUE ',OURCE: Jni 08/08/19, I was working uniformed day shift patrol, in marked unit # 46, in the City of Palm Springs, in the County of Riverside. At approximately 1620 hours, I responded to 588 S. Palm Canyon Dr. (Bank of America), in reference to a male involved in a physical altercation with four subjects. Dispatch further advised that the male subject had a knife and was threatening people at a local business. I responded from the Palm Springs Police Department at approximately 1620 hours. While en route Officers Burton and Enriquez made contact with the male subject and became involved in a physical altercation with the suspect. I then turned on my red and blue overhead lights and siren and proceeded to the location, While driving towards the location, Officer Enriquez announced via radio that a taser had been deployed, several seconds later Officer Enriquez announced that shots were fired. I arrived to the location at approximately 1624 hours. I parked my marked PSPD unit on the west side of S. Palm Canyon Dr. just north of Camino Parocela. As I stepped out of my unit, I discovered Officer Enriquez and Officer Burton holding the suspect on the ground on a dirt construction lot just south of the Bank of America. The suspect was laying on his back while Officer Enriquez held his right arm and Officer Burton held his left arm in an attempt to detain the suspect. I ran towards the Officers and could see that Officer Enriquez' uniform was covered with dirt and sand. I looked over at Officer Burton and saw blood pouring from his nose onto his uniform. I also saw that his left hand was covered in blood making me believe that Officer Burton had sustained a gunshot wound or possibly a stab wound to his left hand. His uniform was visibly covered with a combination of both dirt and blood. I then looked at the ispect and observed blood on his camouflaged shorts. I then realized that the suspect sustained a gunshot wound J his right upper thigh. Officer Delaney arrived and assisted me in rolling the suspect over onto his stomach and then placing him into handcuffs. I then placed my knees on the suspects hips pinning him to the ground preventing him from getting up. Officer Delaney assisted Officer Burton by escorting him to the nearest ambulance as the Palm Springs Fire Department arrived on scene. Officer Etchason arrived afterwards, and attempted to apply a tourniquet onto the suspects wounded right leg. I assisted in holding the suspect down while Officer Etchason tightened the tourniquet.
