DESCRIPTION VALUE JPPLEMENTAL REPORT: OIS On Thursday, 08/08/2019, I, Officer Carrillo, was working patrol in the City of Palm Springs in the County of Riverside, Ca. I was wearing a Palm Springs Police uniform consisting of a Navy blue "Class C" long sleeve polo shirt with Palm Springs Police patches on my sleeves. I was also wearing a Navy blue tactical vest containing my Palm Springs police badge and name plate. I was driving a 2018 black and white Palm Springs Police Ford Explorer, Unit #57, outfitted with Palm Springs Police decals along with red and blue overhead lights and siren. At 1618 hours I was in the parking lot of the police station, 200 S. Civic Dr, when I heard, via my patrol unit radio, that Officer Burton and Officer Enriquez were dispatched to a physical altercation between four male adults at 588 S. Palm Canyon Dr. Before Officer Burton and Officer Enriquez arrived on scene I heard dispatch advise that there were reports that one individual was armed with a knife. I started leaving the parking lot to assist Officer Burton and Officer Enriquez. Before I exited the parking lot I heard Officer Enriquez advise, via two way hand held radio, that they were engaged in a physical altercation. As I was exiting the parking lot I heard Officer Enriquez advise that she deployed her taser. I activated my overhead lights and siren while responding code-3 to their location. A few seconds later I heard Officer Enriquez advise, "shots fired." I drove from E Baristo Ave, to southbound S Farrell Dr, to westbound Ramon Rd, to southbound S Palm Canyon Dr. I arrived on scene at 1622 hours. I blocked off the southbound #1 and #2 lanes of S. Palm Canyon Dr, south of Ramon Rd, with my patrol unit. I saw Officer Burton, Officer Enriquez, Officer Etchason, Officer Delaney, and Officer Clift holding down a large White male adult in the dirt section of a construction zone located at the fork in the roadway that divides S. Palm Canyon Dr and S Indian Canyon Dr. I exited my patrol unit and ran southbound to the south side of Bank of aerica, 588 S. Palm Canyon Dr. Just as I arrived I saw Officer Burton stand up and turn toward me. I saw that .-Aticer Burton was bleeding heavily from his nose and right hand. The front of his uniform was caked with dirt and blood. I saw a heavy amount of blood dripping from his face and hand. I immediately believed Officer Burton was either shot or stabbed in his right hand, and I thought his nose was broken. Other officers arrived on scene within a minute after I arrived. Officer Etchason and Officer Cliff stayed with the suspect while Office Delaney and I assisted Officer Burton to the west sidewalk of S. Palm Canyon Dr. I advised dispatch that we needed medics for Officer Burton on S. Palm Canyon Dr west of Bank of America. Officer Burton told me that the suspect had his two fingers on his right hand locked in the suspect's teeth. The suspect wouldn't let go of his fingers and that's what caused all the damage to his hand. I tried to look at the bite injury on Officer Burton's right hand but the blood was so thick and heavy I was unable to tell how large the lacerations were. After the scene was secure and several sergeants were on scene, I left the scene and drove to Desert Hospital ER to assist Officer Reynoso who was guarding the suspect. I arrived at Desert Hospital ER and entered the Trauma Room. I saw several members of the Hospital Staff explaining to the suspect that they were there to help him. The suspect refused to allow the Hospital Staff to help him by saying, "No! You are not fucking doing that!" They were asking him for his cooperation to allow them to treat him. After several minutes of different doctors and nurses explaining the process of his treatment the suspect said, "Alright. I'll let you treat me then." I SUBMITTED BY: ID. NO. 120. He was being treated Officer Reynoso to make sure informed me that injects some Dr , if he was comfortable Officer Reynoso in case the medication to keep him calm Scan and Xray. Officer Reynoso stayed with him while I checked on Officer by the Hospital Staff, and Officer Delaney was with him. I stayed with the suspect would remain cooperative with the Hospital Staff. Dr informed me that they gave him some and as soon as they finished the CT scan he would give him additional Dr told me he had no concerns of the suspect becoming combative. He the suspect into intensive care within the hour. He did not feel the need for me with the suspect until he received further instruction for a supervisor. I and Officer Delaney to make sure they did need any refreshments or contacted Sgt Cabrera to provide him with an update of the events at the Lt Larson who instructed me to complete this report prior to my end of shift.
