Inventory (not online) PLANNING SERVICES DEPARTMENT •Developed in 2014-2017 as part of the citywide survey •Based on the Multiple Property Documentation Approach –provides a consistent framework for resource identification and evaluation •Historic contexts organized by development history and period of time –themes and sub-themes associated with each context –has property types associated with DEPARTMENT •May 1981 City Council adopted Ordinance 1140 that created the Historic Preservation program, Historic Site Preservation Board (HSPB), and the review process for alterations. •Municipal Code Chapter 8.05 Historic Preservation: Article 8.05.010: This chapter is adopted pursuant to the authority of Government Code Section 37361 for the purpose of preserving areas and specific buildings in the city which reflect elements of its cultural, social, economic, political, architectural and archaeological history. Establishes designation criteria and integrity standards PLANNING SERVICES DEPARTMENT •Multiple layers of significance •Rarity of resources representing a property type or theme •Threatened resources •Comparative analysis •Underrepresented property types and themes •Significance to a neighborhood vs. entire city PLANNING SERVICES DEPARTMENT Palm Springs ordinance specifically calls for assessment of integrity following National Register guidelines How to Apply the National Register Criteria for Evaluation (nps.gov) National Register 7 Aspects of Integrity: •Location •Design •Materials •Setting •Workmanship •Feeling •Association PLANNING SERVICES DEPARTMENT Significance + Integrity = Class 1 and Historic District Eligibility A property does not need to retain all 7 aspects of integrity! Rule of thumb: Resource retains sufficient integrity to convey significance PLANNING SERVICES DEPARTMENT Integrity is relative to the why a property is significant: Significance based on physical attributes •Architectural significance •Physical integrity important (design, materials, workmanship) •Identify essential character-defining features Significance based on associative qualities •Strength of the association with social, cultural, or ethnic history •Physical integrity less important •Property should convey significance for the association (location, setting, feeling, association) PLANNING SERVICES DEPARTMENT PLANNING SERVICES DEPARTMENT Step 1: Existing Designations and Survey Findings PLANNING SERVICES DEPARTMENT Step 2: Relevant Historic Context/Themes PLANNING SERVICES DEPARTMENT Step 3: Relevant Eligibility Criteria PLANNING SERVICES DEPARTMENT Note: Identify for each context/theme Post-World War II Commercial Development: Hotel and Resort Development (1945-1969) Step 4: Integrity Standards and Considerations PLANNING SERVICES DEPARTMENT Note: Identify for each context/theme Post-World War II Commercial Development: Hotel and Resort Development (1945-1969) To be eligible under this theme, a property must: • date from the period of significance; and • represent important patterns and trends in commercial development from this period; or • represent an excellent or rare example of an architectural style, property type, or method of construction; or be associated with a significant architect or designer; and • display most of the character-defining features of the property type or style; and • retain the essential aspects of historic integrity. To be eligible under this theme, a historic district must: • retain a majority of the contributors dating from the period of significance; and • display the original planning features of a commercial enclave or corridor, including use, setbacks, and other planning features; and • retain the essential aspects of historic integrity Step 5: Registration Requirements PLANNING SERVICES DEPARTMENT Does the nomination and staff report: •Identify and state if the property is designated under any program? •Identify if the property is on the citywide survey? –Summarize survey findings •Apply the citywide historic context statement –Identify all relevant historic contexts and themes? –Discuss and apply relevant eligibility standards, integrity standards, and registration requirements? •Comprehensively address the city criteria? •Assess integrity relative to the applicable city criteria?
