I want to express my great concern regarding the prospect of the
Airport Commission’s preference for a massive rental car parking
garage (Site 1) that would greatly impact the setting and historic
character of Albert Frey’s City Hall and Donald Wexler’s original
airport terminal. Both of these iconic buildings are Palm Springs
landmarks, designated Class 1 sites and on the National Register
of Historic Places. An enormous 5-story building is completely out
of scale with the lower slung architecture and would disrupt the
aesthetic of both the approach to and departure from the airport.
As a member of the Executive Committee of the Palm Springs
Modern Committee, it is my opinion that among the three sites
being considered for the car rental facility, Site #3 with a shuttle
makes the most sense. Many airports have this system in place

I had been told by friends that for the past couple months unhoused people have
been congregating on the airport greenbelt along El Cielo near Baristo. Today I
went to the Access Center while trying to assist an unhoused panhandler from my
neighborhood. So I observed this myself. MVK committed to the City under the
CUP to carefully monitor the PSP greenbelt and the general area around the
Access Center. This is clearly not happening. I’ll also share with you that the
interior of the Access Center was pretty depressing and seemed dirty. Is the City
monitoring this facility? In my opinion it certainly doesn’t look like a facility that

This public comment is in support of the Elite Otters and Masters Swim Teams, a vital part of Palm Springs, providing
a space for individuals of all ages to stay active, socialize, and improve their swimming skills. The current contract
with Parks and Recreation for use of the Palm Springs Swim Center is set to expire at the end of June, and it is crucial
a new agreement is secured to ensure the continuity of this valuable program. I would also hope that with a new
contract the relationship between Parks and Recreation and the swim teams, which has been tenuous at best, could
also improve. By supporting these teams, not only is Palm Springs promoting physical fitness and overall well-being
among residents, but also fostering a sense of community and camaraderie that is invaluable. Recognizing that
these matters are not political, I would ask that the City Council would ensure that appropriate attention is given to
this situation so that all parties can move forward.

I am a member of the Palm Springs Masters Swim Club. I joined the team in October last year. The team has allowed
me to progress on my fitness and health goals while providing a sense of community. I am distressed to hear from
our coaches, that the team has seen some roadblocks emerge from City Staff. Mainly, City Staff have adopted an
overly strict and unnecessary interpretation of our contract with the city. Furthermore, City Staff refuses to meet
with our team. Let me be clear, it is not in the City Staff's agency to decide whether they meet with us to hear our
concerns. As residents of this city, we deserve public servants that respect their role as caretakers of city resources
and meet with concerned citizens. City Staff's actions have resulted in a sub-optimal use of City Resources to the
detriment of City residents. I ask you to mandate City Staff to have a real change of attitude and engage with our
team in a constructive and positive manner.

Public comment to support “The Elite Otters team”.
Dear council members:
The meaning of this letter is to give support to the swimming team Elite Otters in which my
son has been part of it for a year and a half and for that we are very grateful, because for a
while we looked into different sports for my son swimming finally has been the right one for
him and in his development. He really enjoys this sport a lot and has been a huge motivation
for him to compete and get better and better every time, the couches have witnessed his
commitment with himself and also with the team to make him and the team better. Also the
Team Otters family has give us motivation to keep supporting the team in many different
events and also to create new friendships so that way the team can get closer and feel more
like a family.
But the most important aspect is that the couches are always encouraging our children and
helping them to be happy, motivated and dedicated to the sport.
And this is the reason for this letter, because I think it will be extremely sad that a team that is
so unite and so close together wouldn’t have the opportunity to continue its growth.
And as a parent it will be very hard to see how the motivation that our children have for this
sport would have to end this way.

Thank you in advance for your time and service to our local
community.
When my husband and I were searching for a home in Palm
Springs, we had a few requirements. One requirement was to
be near our local pool at the Palm Springs Swim Center. We
were fortunate to locate our home just minutes from the pool
which gives us the opportunity to squeeze swimming into our
routine, while still working full-time. We are both been masters
swimmers for several years, and plan to continue swimming
into retirement, and for many years to some. Our pool facility
offers amazing views, with palm trees on one side and San
Jacinto Mountain on the other. It remains a beautiful and much
needed gathering spot and resource for our community.
As full-time resident, we have joined the Palm Springs Master Swim
Team. Our team is an active, growing, and diverse group of masters
swimmers. The Elite Otters, on the junior end of the age spectrum,
also practice at the pool, exhibiting nonstop activity and energy. For
both swim teams, the actively coached practices provide dedicated
swim lanes, a social setting, and importantly, great workouts.
Collectively, the swim teams have active members from pre-teen and
well into retirement age. Swimming is for life!
Our swim teams benefit our members and their families,
directly. In addition, the teams sponsor swim meets that draw
participants and their families from outside our city to Palm
Springs, a destination location. These swimmers and guests
also spend money in town, while they are here.
For our swim teams to thrive, it is critical to have clear and
supportive engagement by the city, local entities, and facility
management.
There are several areas where opportunities exist. We are all
very anxious to resolve any issues and move forward with
agreeable contract terms and a collaborative relationship
amongst all parties. The lack of timely and meaningful contract
negotiations creates distractions and requires unnecessary
energy when both teams are continuing focus on growing and
providing meaningful and valued services to the community. As
written and verbal communications will detail further at the
upcoming City Council meeting on June 13, there are areas that
need to be address urgently, ahead of fiscal year contract
renewal at the end of June. We respectfully request your
immediate attention in helping to facilitate agreeable terms and
outcomes.
Thank you for your continued support of the local Palm Springs
Master and Elite Otters swim teams, that span all age groups
and demographics within Palms Springs, and that provide an
ongoing resource within our community!

I am writing to express my opposition to the proposed development by the New Palm Group
for Parcel 502590014 (site of the clubhouse and parking lot of the former Mesquite Golf and
Country Club). In my opinion the permanent Open-Space Easement on the land, granted
to the City in 1985, permanently gave up the owner's right to develop the land. It was
granted in exchange for the City’s approval of the 1984 Planned Development of the golf
course and surrounding 600-unit residential community. The easement was intended to
permanently bind the property owner, and to run with the land. I believe the open-space
easement must be retained and applied to prohibit this development proposal.
The owner of the land received a huge sum on the sale in 2022 of most of the golf course
lands. Only a small part of parcel 502590014 was retained. For the City to allow this group
to profit from dividing up the golf course and then developing even a single piece would be

unconscionable.
Today, as much as in 1985, the rapid growth and spread of urban development is
encroaching upon or eliminating open-space lands that contribute to the enhanced livability,
scenic beauty, natural resources and tourism economy of the City of Palm Springs.
Thousands of residents and visitors enjoy the scenic mountain vistas and natural beauty of
this particular open area of our community. A dense residential development does not
belong in this space.
When the property was developed in the 1980's the City wisely protected the land from the
exact development now being proposed. Please do not let this happen. I strongly
encourage you to uphold the open-space easement on this property and to reject the
proposed development.

Re: New Palm Group Proposed Development on Parcel 502590014
I am writing to express my opposition to the proposed development by the New Palm
Group for Parcel 502590014 (site of the clubhouse and parking lot of the former Mesquite
Golf and Country Club). In my opinion the permanent Open-Space Easement on the land,
granted to the City in 1985, permanently gave up the owner's right to develop the land. It
was granted in exchange for the City’s approval of the 1984 Planned Development of the
golf course and surrounding 600-unit residential community. The easement was intended
to permanently bind the property owner, and to run with the land. I believe the open-space
easement must be retained and applied to prohibit this development proposal.
The Palm Group owner of the land received a huge sum on the sale in 2022 of most of the
golf course lands when the property was purchased to convert the defunct golf course that
had not been operational for the prior 5 years to a nature preserve to be enjoyed by the
Palm Springs Community. Only a small part of parcel 502590014 was retained by this
owner with the intent of building condominiums.
This owner had been attempting to force the HOA and the homeowners to agree to his
doings by letting the golf course go unattended for years and finally getting it to the point
where the golf course was no longer able to sustain itself because of the lack of upkeep
and maintenance. This Beverly Hills unscrupulous owner had been doing everything he
could to enable him to build his condominiums on the property for years! For the City to
allow this group to profit from dividing up the golf course and then developing even a
single piece would be unconscionable.
Today, as much as in 1985, the rapid growth and spread of urban development is
encroaching upon or eliminating open-space lands that contribute to the enhanced
livability, scenic beauty, natural resources and tourism economy of the City of Palm
Springs. Thousands of residents and visitors enjoy the scenic mountain vistas and natural
beauty of this particular open area of our community. A dense residential development
does not belong in this space. The Oswitt Land Preserve is a much better use of this
property which should be turned over to them to add to the existing Preserve.
When the property was developed in the 1980's the City wisely protected the land from the
exact development now being proposed. My wife and I have been owners at Mesquite

Country Club for 30 years. Please do not let this happen. I strongly encourage you to
uphold the open-space easement on this property and to reject the proposed development.

this property and to reject the proposed development.

Dear Council,
Why did the council or the Human Rights Commission not do the necessary due diligence before offering any type
of reparations to the Section 14 “survivors” group. This is called negligence - worthy of a recall if there is such a
thing for council members who were involved. The City records were available from the beginning, as well as
documentation from the archives of the Desert Sun. It’s irresponsible and not fulfilling the duties owed to the tax
payers. Why didn’t the city use an attorney for “discovery” of records? Why was the proposed consultant the City
was going to use for due diligence let go? If there is a logical explanation, please provide.
Because of the councils irresponsible behavior, Palm Springs reputation has been sullied across the globe. Does that
matter to you? Because you didn’t attempt to defend our city with the facts about section 14, now Palm Springs is
considered a racist town. We even have "racist trees" that the whole world knows about. The same racist trees that
surround O’Donnel Golf course and frankly just about everywhere where there are old golf courses and/or blowing
sand and wind.
Anyone who’s savvy in this digital social media age knows that the first breaking story is the story that stays in
peoples minds - for the long term. It’s a shame and could have been avoided. Hopefully the city will not have to bear
a financial burden based on lies.
The very least the council can do is issue a formal apology to the family of Frank Bogert who has been wrongly
shamed and replace his statue to its rightful place in front of City Hall. That would be a step in the right direction
toward the truth.
