Attached is a 2016 memo from Assistant City Manager/City Engineer (Marcus Fuller) summarizing results of the additional study on including the third access point into Serena Park. Basically, the third access point at Francis would have nominal benefit, reducing total overall traffic at other two project entries by 12% (roughly 450 trips), and if added would not cause impacts to the neighborhood. The full supplemental traffic study is attached, and this memorandum provides a brief summary overview of the findings from the analysis. The original traffic study analyzed the potential impacts from development of 441 dwelling units (137 multi-family and 304 single family) which were projected to generate 3,740 trips at build -out. With the original two access points (one at Golden Sands Dr. and one at Whitewater Club Dr./Verona Rd.) these total trips were assumed to split 40% (1,500 trips) to the north access and 60% (2,240 trips) to the south access. The original traffic study determined that the project traffic would not cause any significant impacts to local streets or intersections within the area studied. The supplemental traffic study has analyzed the addition of Francis Drive at Farrell Drive as a third access point. Based on the layout of the Serena Park project, the Francis Drive acce ss will be located off of a long cul-de-sac with limited access to the majority of the project site, and would be estimated to attract at most 12% of the total project traffic (450 trips) – which would reduce trips previously analyzed at the north entrance by 4% (a 150 trip reduction at Golden Sands Dr.) and reduce trips previously analyzed at the south entrance by 8% (a 300 trip reduction at Whitewater Club Dr./Verona Rd.). Intersections along Francis Drive between Farrell Drive and Sunrise Way were studied, as well as Cerritos Rd./Racquet Club Dr., to analyze the potential impacts of the total of 450 new daily trips from Serena Park using Francis Dr. All of the key intersections studied will operate at acceptable levels of service with or without the project traffic, with the exception of Sunrise Way at Francis Dr. which will operate at Level of Service (LOS) E/F in 2030 with or without the project traffic. The Sunrise Way/Francis Dr. intersection was evaluated and the deficient LOS is not attributable to the Serena Park project, and the intersection would not meet warrants for a traffic signal in 2030. The supplemental traffic study determined there is nominal benefit to adding Francis Drive as a third access point to the Serena Park project, and if added will not cause any impacts to the neighborhood.
