On behalf of Inland SoCal Housing Collective, I am writing to express our enthusiastic support for NPHS' infill
development project consisting of six affordable single-family factory-built homes in partnership with the City
of Palm Springs. Furthermore, we recommend the adoption of item 3(b) in the City of Palm Springs City Council
Regular Meeting Agenda for May 23, 2024:
A JOINT ACTION BY THE CITY COUNCIL, ON BEHALF OF THE CITY AND THE HOUSING SUCCESSOR AGENCY, TO
APPROVE DISPOSITION AND DEVELOPMENT AGREEMENT NO. 23P369 WITH NEIGHBORHOOD PARTNERSHIP
HOUSING SERVICES, INC. FOR DISPOSITION OF REAL PROPERTY FOR DEVELOPMENT OF A HOMEOWNERSHIP
OPPORTUNITY PROGRAM AND APPROVE A JOINT RESOLUTION DECLARING REAL PROPERTY AS EXEMPT
PROPERTY; APPROVAL OF CONDITIONAL GRANT AGREEMENT FOR CITY TO PROVIDE FINANCIAL ASSISTANCE
FOR DEVELOPMENT OF RESIDENTIAL HOUSING.
Inland SoCal Housing Collective strongly supports this proposed project and its mission to deliver essential
affordable housing to the Palm Springs community. We urge the City of Palm Springs to actively pursue
solutions that address the pressing need for quality, attainable housing for low-to -moderate income residents.
This project will create homeownership opportunities for families who would otherwise have no chance of
owning a home and will significantly benefit the neighborhoods where the homes are located. By promoting
homeownership for the local workforce, this initiative will foster community stability and growth. Utilizing
innovative development practices, including affordable construction methods and sustainable affordability
through creative ownership structures, this project will create a lasting positive impact.
To ensure permanent affordable housing, these homes will be part of NPHS' Community Land Trust (CLT). The
factory-built homes will incorporate sustainable and energy-efficient features, reducing long-term costs for
homeowners and promoting environmental sustainability.
Inland SoCal Housing Collective fully supports NPHS' factory-built housing development in the City of Palm
Springs and its commitment to revitalizing distressed neighborhoods, supporting local residents, and
promoting affordable housing throughout the Inland Empire.

Palm Springs sets the standard for how to support development of affordable housing. Every mayor and council
member has been supportive of MORE affordable housing. This sentiment is embedded in the staff. The current and
former City Managers, Jay, Flynn, Ariel, David—all go out of their way to find methods that will advance the
development of affordable housing. I commend the Council and the staff on their excellent work. Whether it’s
committing a portion of the TOT, waiving fees for affordable units, studying (and hopefully implementing)
inclusionary housing policies, or expediting the plan-check process for affordable housing developments; each
action advances affordable housing in this great city. To paraphrase Christy Holstege, ‘no single policy or source of
funding will solve the housing crisis, but we must have a variety of tools available if we are to make any real change’.

I would like to comment on item 3B and voice that as a representative of the Desert Highland Gateway Estates that
we as a community would like to see the lots owned by the city in our neighborhood be purposed for affordable
housing/financial assistance programs and development of new homes. As we all know the housing market in Palm
Springs is hardly affordable for any middle class family. The opportunity to own homes in our own neighborhood as
opposed to outsiders coming in and purchasing everything and designating these homes for air bnb’s, is more than
ideal!! Allow us the opportunity to own our own homes!!
