HomeMy WebLinkAboutCannabis Event Presentation 05.22.20240Cannabis Temporary Events Agenda Item #4A OFFICE OF SPECIAL PROGRAMS Planning Commission May 22, 2024 Cannabis Temporary Events OFFICE OF SPECIAL PROGRAMS December 2, 2019, City Council adopted Ordinance 2005, establishing Palm Springs Municipal Code 5.55.100: •Temporary cannabis events are multi -day events where people can sell and consume cannabis. •Events can range from one to four days at a location approved by the City. •Events are hosted by licensed Cannabis Event Organizers. •Every cannabis event must be licensed. OFFICE OF SPECIAL PROGRAMS Cannabis Event Workgroup •Staff engaged a nine-person workgroup to assist in identification of potential locations for events. •The workgroup consisted of cannabis professionals from the Coachella Valley. Challenges OFFICE OF SPECIAL PROGRAMS •Location. Cannabis events must be held at a county fair or district agricultural association event unless the City approves an alternative location. •Commercial Cannabis Prohibition for cannabis activity on trust Land. •Odor. Where there is smoke there is odor. Limitations to odor control for outdoor events. Calle Encilia •DeMuth Park 4200 E. Mesquite Avenue •Downtown Park 230 N. Museum Way •Frances Stevens Park 500 N. Palm Canyon Drive •Gateway Park 3701 E. Vista Chino •Ruth Hardy Park 700 Tamarisk Road •Sunrise Park 480 S. Sunrise •Victoria Park 2744 N. Mesquite Avenue Venues for Consideration OFFICE OF SPECIAL PROGRAMS Venues for Consideration •Palm Canyon south of Baristo, stretching down to Ramon. •E. Arenas Road between Palm Canyon and Indian Canyon Drive •E. Arenas Road between Indian Canyon Drive and S. Calle Encilia •Any outdoor streets •Industrial Zones, such as M-1, utilizing vacant warehouses. •Palm Springs Surf Club •Estate homes and hotels that allow complete buyouts for the events. OFFICE OF SPECIAL PROGRAMS Additional Provisions for Consideration to Recommend •Limit on the number of cannabis events that can be hosted in the City. •Cannabis consumption area cannot be visible from any public place. •Mandatory setbacks from : •Neighborhoods •Restaurants and Bars •Local Cannabis Businesses
