Planning Assumptions: 1.Consider onsite CONRAC and offsite CONRAC locations (as shown on figure). 2.Assess land acquisition requirements at each site. 3.Program and plan will adhere to the Gensler/Walker facility needs assessment, including but not limited to: –Plan for 5 level CONRAC that meets PAL 4 (roughly 1.5M square feet/34 acres). –First level Wash/maintenance, second and third levels Ready/Return and upper levels overflow. –Customer Service Area and offices attached to CONRAC. –Existing overflow lot and existing maintenance/wash lots to remain. 4.Consider airport owned shuttle operations and routes for each offsite CONRAC. 5.CONRAC passenger loading to be located north of terminal and not on existing curb. 6.CONRAC passenger drop offs at Customer Service Building in or attached to offsite CONRAC. Planning Goals and Assumptions Source: Mead & Hunt Item 3B - 4 AIRPORT MASTER PLAN Site 1 – On Airport 9.3 Acres Advantages Shuttle service not required for CONRAC – High Level of Service Improved user experience Greater rents/ revenue potential No change to existing zoning Minimizes the need for duplicate infrastructure/ additional stops for future regional transit connections Greatest potential for off-peak non- car rental facility parking No residential land use in direct vicinity Optimal Building footprint to accommodate anticipated programming Disadvantages Additional traffic generation adjacent to the terminal Fixed site boundaries with limited potential for future expansion outside of PAL4 Source: Gensler, Mead & Hunt Item 3B - 5 Transportation Connectivity Item 3B - 6 AIRPORT MASTER PLAN Ground Transportation Analysis SunLine Transit Agency Bus Routes: SunRide On-Demand Rideshare Service: Basin Transit Lines Greyhound Stop 22600 Palm Dr FlixBus Stop 6600 N Indian Canyon Way Amtrak 2 4 200 12 15 2 4 Item 3B - 7 AIRPORT MASTER PLAN Bus Routes: SunLine Transit Agency Route 2 Desert Hot Springs – Palm Springs – Cathedral City (every 30 min.) Route 4 Palm Desert Mall – Palm Springs (every hour) Route 200 Palm Springs High School – Pierson to Farrell at Baristo (School Tripper – only once/day) Basin Transit Route 12 Yucca Valley – Palm Springs (3x/day) Route 15 MCAGCC – Palm Springs (Friday once/day, Sat. & Sun. 2x/day) Amtrak •3400 E Tahquitz Canyon Way (Thruway Connecting Service Bus to Fullerton, CA Amtrak Station) •Station at North Indian Canyon Drive and Palm Springs Station Road •Only Texas Chief/Sunset Limited 3x a week •2:02am (westbound) and 12:36am (eastbound) Ground Transportation Analysis Source: Mead & Hunt 2 4 200 12 15 Item 3B - 8 AIRPORT MASTER PLAN Ground Transportation Analysis Source: Mead & Hunt Alternative Site Evaluations and Public Transit Options Sites 1 and 2 offer the greatest multimodal connectivity options for travelers Connected to SunLine Transit Agency Routes 2 & 4 and Basin Transit Lines 12 & 15 Site 3 would require a new SunLine Transit Agency Route 2 transit stop at the corner of N Cerriots Rd and E Tachevah Rd Item 3B - 9 AIRPORT MASTER PLAN Ground Transportation Analysis 1-3: SunLine Transit Agency Short-Range Transit Plan, FY 2024-20284: Brightline West Project Description5.Riverside County Transportation Commission6.Coachella Valley Association of Governments (CVAG) *Closest station to Palm Springs is Rancho Cucamonga, which is 6.2 miles from the Ontario Greyhound bus stop (17-minute drive, 42 minutes on OmniTrans 66 bus) PROJECT TERMINI DESCRIPTION STATUS LIKELY ULTIMATE SERVICE LOCATION WEST EAST PALM SPRINGS AIRPORT ON-AIRPORT STATION SunLine Transit Agency Improvements Route 2 Desert Hot Springs Cathedral City Increase weekday frequency from every 20 minutes to every 15 minutes.Project not funded; implementation date TBD X N/A SunLine Transit Agency Improvements Route 4 Westfield Palm Desert Palm Springs Increase weekday peak frequency from 40 minutes to every 30 minutes.Project not funded; implementation date TBD X N/A SunLine Transit Agency Coachella Mobility Hub 4th & Cesar Chavez Vine Ave Transfer Terminal New mobility hub with residential development, bus laybys, passenger amenities, pedestrian & bicycle paths Construction began winter 2024, set to open fall 2024 X No Brightline West*Los Angeles Las Vegas 218-mile high-speed passenger rail service Field work began Jan. 2024 to advance final stages of design; preparation for groundbreaking X No* Coachella Valley – San Gorgonio Pass Rail Corridor Service Project Los Angeles Coachella 144-mile daily intercity passenger railservice EIS certified July 2022; construction slated for within the next 10 years Amtrak Station Recommended CV Link Palm Springs Coachella 40+ mile bicycle, pedestrian, and low-speed (up to 25 mph) electric vehicle pathway Three segments completed (3.5 miles) with 20-mile segment started in 2020 X No Item 3B - 10 AIRPORT MASTER PLAN Ground Transportation Analysis Proposal One: Addition to Route 2 There is currently no bus service from PSP to the Flixbus stop at 6600 N Indian Canyon Dr. To meet demands of future air and rail travelers in the region and connect PSP to Los Angeles, Las Vegas, Phoenix, and other regional destinations, it would be beneficial to add service on the existing Sunline Transit Agency Route 2 from PSP Airport to the Flixbus stop. Source: FlixBus Source: Google Maps Proposal One: Addition to Route 2 Key Destinations with FlixBus Service Item 3B - 11 AIRPORT MASTER PLAN Ground Transportation Analysis Proposal Two: Improved station, additions to Routes 2 & 4 If the Coachella Valley – San Gorgonio Pass Rail Corridor Service Project route will stop at the Palm Springs Amtrak Station at North Indian Canyon Drive and Palm Springs Station Road, the station would need significant improvements and new transit connections through the Sunline Transit Agency. Amtrak Station: Existing station is platform with shelter but no restrooms, staffing, wifi, atm, or vending machines. There is parking and an ADA-accessible platform but no wheelchair available. To service the new rail line, this station could see facility and amenity improvements to be more amenable to tourists. Existing Palm Springs Amtrak Station Source: Google Maps Street View Transit Connections: There is currently no public transit route to the Amtrak station. To provide access from PSP, Sunline Routes 2 or 4 could expand their routes to service the station in anticipation of future connections to the CV-San Gorgonio Rail Corridor Project. Palm Springs International Airport Proposal Two: Addition to Route 4 Proposal Two: Addition to Route 2 Source: SunLine Transit Agency Item 3B - 12 AIRPORT MASTER PLAN Ground Transportation Analysis Proposal Three: Addition to Route 2, Increased Greyhound Service To connect the PSP to the Brightline West rail project, Greyhound service from 22600 Palm Dr would need to increase (currently once/day to Ontario) and public transit service from PSP to the Greyhound bus stop should be improved. Transit from PSP to Station: Sunline Transit Agency Route 2 provides service from PSP to the Greyhound station every 30 minutes daily from 5:15am to 10:45pm, but the route takes around 40 minutes as compared to a 12-minute drive. The Sunline Transit Agency could provide a more direct route up N Gene Autry Trail from PSP to meet tourists’ needs who want to connect to Brightline West. Greyhound: Greyhound service currently runs once a day from Palm Springs to Ontario. To meet the needs of future travelers on Brightline West, Greyhound should increase service to Palm Springs to bring in tourists from Los Angeles and Las Vegas who can connect in Ontario to reach Palm Springs.
