Quincy Jones Papers, UCLA Library Special CollectionsDate: 1964 Item 2B - Page 3 Current ConditionsPLANNING SERVICES DEPARTMENT Country Club Estates, 2023 Item 2B - Page 4 Municipal Code Section 8.05.090.C.1 Criteria for the Designation of Historic Districts The site, structure, building or object exhibits exceptional historic significance and meets one or more of the criteria listed below: Criterion a: The resource is associated with events that have made a meaningful contribution to the nation, state or community; Criterion b: The resource is associated with the lives of persons who made a meaningful contribution to national, state or local history; Criterion c: The resource reflects or exemplifies a particular period of national, state or local history; Criterion d: The resource embodies the distinctive characteristics of a type, period or method of construction; Criterion e: The resource presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age, or that possesses high artistic value; Criterion f: The resource represents a significant and distinguishable entity whose components may lack individual distinction, as used in evaluating applications for designation of historic districts, for parcels on which more than one entity exists; or Criterion g: The resource has yielded or may be likely to yield information important to national, state or local history or prehistory. Item 2B - Page 5 Criteria for Historic Designation Municipal Code Section 8.05.090.C.2 Analysis of Integrity • Location • Design • Setting • Materials • Workmanship • Feeling • Association PLANNING SERVICES DEPARTMENT Item 2B - Page 6 Criteria for Historic Designation Character Defining Features: •Nine buildings composed of 2-units and 4-units emphasizing horizontal massing, flat rooflines, continuous fascia detail extending the entire façade and decorative use of concrete blocks. •Internal atrium inside each unit. •Recessed entry with louvered openings in the roof, planting beds, and a staggered concrete paver w alkway. •Open carport design integrating concrete blocks as walls and pillars. •Narrow aluminum window frames and floor to wall glazing on the walls facing the garden patio. •Garden patio framed with concrete winged block walls. •Entry door configuration and side window with bottle glass and diamond pane patterns. Doorknob and escutcheon positioned on raised cross panel and original unit numbers above the doorknob. •Original swimming pool and adjacent spa tub from 1965. •Community open space at the center of the property and milk-glass globe streetlamps along the internal walkways. PLANNING SERVICES DEPARTMENT Item 2B - Page 7 Conclusion Country Club Estates meets the definition of a historic district based on Criterion c and e of the Palm Springs Historic Preservation Ordinance. The property possesses historic integrity to qualify as a historic district. Recommendation Staff and the HSPB recommends the City Council adopt Resolution #145 to designate “County Club Estates” as a Historic District.
