As someone who cherishes the memories of growing up in Demuth Park and now shares the joy of creating new
memories there with my own children, it is disheartening to witness its decline amidst shifting priorities. While I fully
support the diversification of activities within our community, it pains me to see essential aspects of the park, such
as illuminated facilities and well-maintained sports fields, neglected.The absence of proper lighting, adequately
seeded grass, and prepared sports facilities has led to the relocation of vital youth sports leagues like AYSO soccer
and baseball to alternative venues. Consequently, families are compelled to seek recreational opportunities outside
our immediate vicinity, thereby diminishing the park's role as a central hub for community engagement and youth
development.As concerned members of the community who prioritize the well-being and recreational needs of our
children, we urge the city to adopt a comprehensive approach to revitalizing Demuth

Dear Parks and Recreation commissioners,
As you know, I spoke at a previous meeting concerned and against the removal of
mature trees for pickleball expansion (and I'm a pickleball player). I was unable
to attend the last meeting as I was out of town. I'm disappointed that the
Commission went forward with the approval to remove mature trees to expand the
courts. It's disappointing that a city like Palm Springs, that promotes how
progressive it is, would remove trees for pickleball courts when we are in the
middle of a climate crisis.
If the commission or City Council is unwilling to get creative to build the courts
around the trees, I request some minimal additions to the plan.
1. Please increase the ratio of new trees planted to the ones removed at a ratio of 1
to 10. To remove a 50-year-old massive tree and replace it with 3 tiny new trees is
certainly not anywhere close to equitable or acceptable.
2. Please be sure the trees selected are native trees.
3. Each replacement tree should be a MINIMUM of a 48" box. We have planted
over 100 trees of this size (and larger) at Prescott Preserve if you would like any
photos or to see them in person.

4. Please add to the landscape plan of the pickleball courts to plant native bushes
to create a screen between the open space grassy area and the pickleball courts.
Native bushes provide fabulous habitat for small birds such as hummingbirds. As
an additional benefit, it will provide a visual screen for those using the open area
from having to watch pickleball.
5. If trees are removed it should not be done during nesting season (Feb to Sept).
I'm still hopeful that the City Council will do the right thing and not allow the
removal of the mature trees but at a minimum, I hope the aforementioned
suggestions can be included.

Thanks for reaching out. At present, the proposed conceptual court layout is in
the footprint of approximately 15 trees. The City is working with a certified
arborist to help us determine the best path forward regarding the project,
including evaluating the trees at Demuth Park. No Pickleball Court concept has
been approved yet, and instead, the City is in the conceptual development phase
as we work through design and various site issues. We are hosting another
community outreach meeting tomorrow night for the design team to present the
concept and to collect additional feedback. I have attached the flyer for
individuals who may want to join. Additionally, we have a dedicated email
address to receive feedback for those who are unable to attend the meetings:
pickleball@palmspringsca.gov.
I hope this information is helpful and I can keep you posted as the project
progresses.

Good afternoon Brenda-
I wanted to make two corrections to my comments at the April 14, 2024 meeting.
I have attached a correction to my public comments both oral and written. I double
checked my comments after the meeting and need to make two corrections for the
record.
1. In editing the written comments I deleted references to to the Monroe statue
editorial by the Desert Sun. I tried to edit down to two minutes and in my final edits
forgot I removed the correct editorial reference.
2. In my oral comments I said Bogert and Reverend Rollins went to Washington DC
to secure FHA financing. Bogert and Reverend Rollins went to DC together for a
different housing program.
In the attachment I have noted these items in blue so it is easy to see.
Please enter these comments into the record and provide a copy to the mayor and
city council.

City Council Closed Session Meeting
Comments By Doug Evans, Friends of Frank Bogert
Good afternoon, Mayor and City Council-
“I don’t know how we got to this big discussion” Councilmember Grace Garner 9/29/2021.
“textbook example of how not to conduct the people’s business” Desert Sun editorial May
2021 describing how city handled Bogert Statue removal. Correction- in editing to try and
meet 2 minutes I took out my note that this quote was regarding the Monroe statue. The
Desert Sun editorial on the Monroe statue process was similar- not transparent and public
comments were mixed. How decisions are made is as important as the decision.
Today marks your 10th closed session in the past year; 21st closed session since Section 14
Survivors filed their first claim.
Your closed session agendas have become a forum for Section 14 Survivors and recently
Friends of Frank Bogert to address the city council. Something is wrong.
The city council has backtracked on its decision last April to get the facts on Section 14.
After your last closed session meeting Friends of Frank Bogert including Frank’s daughter
talked to survivors and we had a meaningful series of discussions regarding Section 14 and
Frank Bogert. Both Donna and I appreciated the opportunity to talk and share our views. At
times it was tense and at other times we smiled and laughed with each other.
Today I have submitted a 17-page document which summarizes the efforts the city and
Mayor Bogert took to find and build affordable housing for Section 14 residents. This
includes the fact the city built Seminole Gardens and Reverend Rollins and Frank Bogert
working together to secure FHA financing for Section 14 residents. $200 down payment and
100% financing. Many of the displaced residents benefited from these programs and some
of the descendants are unaware of the efforts the city and others went to try and find
affordable housing for displaced residents. These facts were easy to find and somehow
ignored by the individuals who prepared the HRC report. Note for the record- in my oral
comments I said that Bogert and Rollins went to Washington DC together to get the FHA
financing. Bogert and Rollins went to Washington DC to secure funding for a different
housing program. Together Bogert and Rollins work together to help find housing for
displaced residents. See the 17-page attachment for more details.
How did we get here………the city allowed and continues to allow nonfactual information
such as the HRC report and now the discredited Attorney General report to be cited and

used as factual information. Despite refusing to adopt the HRC in 2021report, several of
you continue to reference it in your public comments and talks with media.
It’s time to step back, acknowledge the city’s rush to judgement, correct the record by
getting the facts.
