A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, APPROVING A
SUBSTANTIAL AMENDMENT TO THE 2023-2024 ANNUAL
ACTION PLAN TO REALLOCATE COMMUNITY
DEVELOPMENT BLOCK GRANT — CORONA VIRUS
FUNDS IN THE AMOUNT OF $57,643.59 AND PRIOR YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS IN
THEAMOUNT OF $74,039.11 TO FUND THE MAJOR HOME
REPAIR PROGRAM; AND TO AUTHORIZE SUBMITTAL OF
THE SUBSTANTIAL AMENDMENT TO THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT, AND AUTHORIZING THE CITY MANAGER
OR DESIGNEE TO EXECUTE ALL NECESSARY
DOCUMENTS IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY
WHEREAS, as a Community Development Block Grant entitlement community,
the City of Palm Springs has prepared and submitted a Five -Year Consolidated Plan and
Annual Action Plan for the use of the federal funds received; and
WHEREAS, On March 27, 2020, in response to the COVID-19 pandemic,
Congress passed HR 748, Public Law 116-136, commonly known as the Coronavirus Aid,
Relief, and Economic Security Act (the CARES ACT) which appropriated significant
financial resources to local communities to meet urgent community needs in the form of
Community Development Block Grant Corona Virus formula grant funds including
$264,161 for the City of Palm Springs; and
WHEREAS, HUD has made available supplemental formula grant funds under the
CARES ACT to The City of Palm Springs including $584,613 in supplemental Community
Development Block Grant Corona Virus Round 3 formula grant funds that may be used
to prevent, prepare for, and respond to coronavirus; and
WHEREAS, HUD requires recipient jurisdictions to execute a substantial
amendment when allocating new funding to an existing Action Plan, to carry out a new
activity using funds covered under the Consolidated Plan, to make a change in the City's
allocation priorities or a change in its method of distributing funds, to change the purpose,
scope, location or beneficiaries of an activity, or other program changes activities; and
WHEREAS, HUD allowed the use of CARESAct funds for residential rehabilitation
programs such as the Major Home Repair Program; and

WHEREAS, the funds must be used for eligible activities which principally benefit '
low- and moderate -income persons; and
WHEREAS, the City Council held a public hearing on February 8, 2024, and March
28, 2024, to receive public input on the allocation of these funds;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Palm
Springs hereby:
1. Adopts the substantial amendment to the Annual Action Plan for Program Year
2023-2024 for the federal CDBG program reallocating $55,229.60 in prior year
resources as well as $57,643.59 in remaining CV funds to increase funding in the
rehab/repair program by $112,873.19 increasing the Budget for Program Year
2023-2024 from $413,506 to $542,996.90; and
2. Authorizes and directs the City Manager or his designee to execute any
agreements, contracts or other documents required by HUD in a form acceptable
to the City Attorney for submission of the substantial amendment to the 2023-2024
Annual Action Plan; and
3. Authorizes and directs the City Manager or his designee to submit the substantial
amendment to the 2023-2024 Annual Action Plan to HUD.
